The coordinating bodies are:

Bodies of the permanent administration for civil defense and emergency situations (OUGOChS) are:

- at the federal level - Ministry of Civil Defense and Emergencies;

- at the regional level - regional centers (RC);

- at the territorial and local levels - committees, main departments, departments, departments created under the executive authorities and local self-government bodies, Civil Defense and Emergencies Management Bodies;

- at the facility level - departments (sectors or specially appointed persons) for Civil Defense and Emergencies. OU GOChS perform the functions of the working bodies of the CES.

Organs of daily management are:

Crisis Management Centers;

Operational duty services of the Civil Defense and Emergencies Management Bodies (UDS;

Duty dispatching services of executive authorities (DDS).

The RSChS management system provides for the creation stationary (in peacetime - everyday; in wartime - spare) and mobile command posts (air and mobile).

For direct management By eliminating emergencies, on the basis of the control bodies of the Civil Defense and Emergencies, non-standard control bodies are created: operational headquarters (groups) - OSh (OG) of the Civil Defense and Emergencies with the inclusion of representatives of the FSB, the Ministry of Internal Affairs and other services.

2.1.3 Forces and means of observation and control of the RSChS:

· Veterinary service of the Ministry of Agriculture of Russia;

· Establishment of a network for monitoring and laboratory control of emergency situations.

The basis of the grouping of emergency response forces for various purposes are units and subdivisions of constant readiness various levels and subsystems of the RSChS:

1) units and subdivisions of the Ministry of Emergency Situations:

Search and Rescue Service (PSS), including the Central Airmobile Detachment ("Tsentro-spas"), the Center for conducting rescue operations special risk "Leader", regional and territorial rescue services;



Fire fighting units and subdivisions;

Civil Defense Troops, consisting of separate rescue teams, regiments and battalions;

2) specially trained engineering and chemical units and subdivisions of the Russian Ministry of Defense (MO);

3) consolidated mobile formations of units of the troops of the Civil Defense and the Ministry of Defense of Russia;

4) emergency response teams and specialized medical care All-Russian Service of Disaster Medicine;

5) professional rescue teams and various formations of the Minatom and other relevant ministries and departments.

In addition to forces of constant readiness of various degrees, emergency rescue teams general purpose and special services of ministries, departments, organizations, individual objects at various levels of the RSChS.

General purpose formations are subdivided into:

- consolidated units (teams, groups) - designed to carry out both emergency and rescue operations;

- rescue teams - perform mainly rescue work.

The formation of services (groups, links) can be created to monitor the environmental situation, as well as conduct fire, medical measures, security public order etc.

2.1.4 Information Support functioning of RSChS is carried out by an information management system, which includes:

· Emergency Situations Management Center;

· Information centers of federal executive authorities;

Information and control centers of regions and governing bodies for civil defense affairs

subjects of the Russian Federation;

· Subscriber points of regional and city authorities for civil defense affairs;

· Information centers of organizations; means of communication and data transmission.

Depending on the situation, the scale of the forecasted or emerging emergency, it is provided three modes of RSChS functioning,introduced by the decision of the relevant executive powers within a specific territory:

I. Daily activity mode: system functioning during normal

absence of epidemics, episodes and empyphytosis, long-term work on

liquidation of the consequences of disasters, natural and other disasters.

II. High alert mode: system performance when deteriorating

production and industrial, radiation, chemical, biological

(bacteriological), seismic and hydrometeorological conditions, with

receiving a forecast about the possibility of an emergency.

III. Emergency mode: functioning of the system in the event of occurrence and liquidation

Emergency.

At each level of the RSChS, coordinating bodies, permanent management bodies, day-to-day management bodies, forces and means, reserves of financial and material resources, communication systems, warning and information support are created.

Coordinating bodies:

Creation and maintenance in readiness of a fund of protective structures and personal protective equipment;

Advance preparation for evacuation measures, as well as preparation of areas for evacuation of the population;

Improvement of public warning systems;

Planning of civil defense activities;

Ensuring the readiness of forces and means to conduct civil defense, creating and maintaining stocks of material, technical, food, medical and other means for civil defense.

Regional subsystems of RSChScreated in the constituent entities of the Russian Federation to prevent and eliminate emergencies within their territories and consist of links corresponding to the administrative-territorial division of these territories (republican, regional, regional, city, district, etc.). The tasks, organization, composition of forces and means, the procedure for the functioning of territorial subsystems are determined by the provisions on these subsystems, approved by the heads of the executive authorities of the constituent entities of the Russian Federation. The tasks assigned to the RSChS as a whole are performed by the RSChS units taking into account the peculiarities of their territories.

Functional subsystems of RSChS(services) are created by federal executive bodies in the ministries, departments and organizations of the Russian Federation (regardless of the form of ownership), which include management bodies, forces and means to solve special tasks to protect the population and territories from emergencies in the field of their activities and entrusted them sectors of the economy.

An example of such an association is the All-Russian Disaster Medicine Service (VCMK). The overall management of the RSChS operation is carried out by the Government of the Russian Federation. Direct management of the functioning of the RSChS is entrusted to the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM of Russia).

All levels of RSChS management have:

Permanently operating bodies of daily management, specially authorized to solve problems in the field of protecting the population and territories from emergencies (hereinafter referred to as governing bodies for Civil Defense and Emergencies);

Operational control bodies (control points);

Forces and means;

Reserves of financial and material resources, communication systems, notification and information support.

Standing bodies of daily management of the RSChS are:

At the federal level - EMERCOM of Russia;

At the territorial level, covering the territory of a constituent entity of the Russian Federation - administrative bodies for Civil Defense and Emergencies, created within or under the executive authorities of the constituent entities of the Russian Federation;

At the local level, covering the territory of a district, city (district in a city), inhabited locality, - governing bodies for Civil Defense and Emergencies, created as part of or under local government bodies;

At the object level (in organizations) - departments, sectors (or specially appointed persons) for Civil Defense and Emergencies.

The heads of the permanently operating bodies of daily management of the RSChS are ex officio deputies of the heads of the relevant executive authorities, local authorities, organizations for the protection of the population and territories from emergencies.

In order to ensure continuous operational management of the RSChS, collection, processing and transmission of operational information, there are dispatch services, including:

Operational duty services of the civil defense authorities of the constituent entities of the Russian Federation, cities and other settlements classified as civil defense groups (management centers in crisis situations, operational duty shifts, operational duty officers);

Duty dispatching services and specialized subdivisions of federal executive bodies, organizations.

Bodies for ensuring continuous operational control are located at points of daily control, equipped with appropriate means of communication, notification, collection, processing and transmission of information and maintained in a state of constant readiness for use.

In order to coordinate the activities of territorial and functional subsystems at all levels of RSChS management, Emergency Situations Commissions (CES) are created, which are collegial (advisory) bodies:

At the federal level - the Interdepartmental Commission for the Prevention and Elimination of Emergencies and the departmental (interdepartmental) CES in the federal executive bodies;

At the territorial level - the CoES of the executive authorities of the constituent entities of the Russian Federation;

At the local level - the CoES of local self-government bodies;

At the facility level (in organizations) - facility CES, created depending on the volume of tasks to be solved.

The working bodies of the Committee for Emergency Situations are the corresponding permanent bodies of daily management of the RSChS.

To manage the forces and means of the EMERCOM of Russia deployed on the territory of several constituent entities of the Russian Federation, as well as to coordinate the activities of the relevant territorial administrative bodies for civil defense affairs, to organize interaction of territorial CoES, regional centers for civil defense, emergency situations and elimination of the consequences of natural disasters of the EMERCOM of Russia function ( hereinafter referred to as regional centers).

In order to coordinate activities in the field of protecting the population and territories from emergencies on the territory of several constituent entities of the Russian Federation and to organize interaction between the executive authorities of several constituent entities of the Russian Federation, regional CoES or other coordinating bodies may be created at regional centers.

From the moment a state of war is declared, the actual start of hostilities or the imposition of martial law by the President of the Russian Federation on the territory of the Russian Federation or in some of its localities, RSChS is transferred to operation in wartime conditions. The procedure for the transfer and modes of operation of the RSChS in wartime conditions are established by the Government of the Russian Federation.

3.3.2. Forces and means of RSChS

The forces and means of the RSChS include specially prepared forces and means of federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local government bodies, organizations and public associations, intended and allocated (attracted) for the prevention and elimination of emergency situations.

The forces and means of RSChS include forces and means of observation and control, forces and means of emergency response, forces and means of constant readiness .

Forces and means of observation and control include those bodies, services and institutions that carry out state supervision, inspection, monitoring, control of the state of the natural environment, progress natural processes and phenomena, potentially dangerous objects, food, fodder, substances, materials, human health, etc.

To the forces and means of observation and control relate:

Services (institutions) and organizations of federal executive bodies that monitor and control the state of the natural environment, as well as the situation at potentially hazardous facilities and adjacent territories and analyze their impact on public health;

Formation of sanitary and epidemiological surveillance of the Ministry of Health of Russia;

Veterinary Service of the Russian Ministry of Agriculture;

Services (institutions) for monitoring and laboratory control over the quality of food raw materials and food products of the Committee of the Russian Federation for Trade and the Ministry of Agriculture of Russia;

Forces and means of liquidation of emergency situationsinclude :

The forces and means of constant readiness of the EMERCOM of Russia include:

1.Crisis Management Center (Moscow);

2. State Central Airmobile Rescue Team (Zhukovsky), search and rescue services (PSS), the list of which is approved by the relevant federal executive body;

3.Center special purpose (Moscow);

4. Aviation EMERCOM of Russia; consolidated mobile detachments of formations and military units of the troops of the civil defense of the Russian Federation.

Specially trained forces and means of the Armed Forces of the Russian Federation, other troops and military formations are involved in the elimination of emergencies in the manner determined by the President of the Russian Federation.

The forces and means of the internal affairs bodies are used in the liquidation of emergency situations in accordance with the tasks assigned to them by laws and other regulatory legal acts of the Russian Federation and the constituent entities of the Russian Federation.

By decisions of the heads of organizations, on the basis of services and departments (construction, medical, chemical, repair, etc.), emergency rescue teams can be created, designed to carry out rescue and other urgent work in an emergency.

The State Central Airmobile Rescue Squad (Tsentrospas) is the main emergency response unit for emergency response, designed to promptly perform top-priority search and rescue operations, both in Russia and abroad, provide medical assistance to the injured, evacuate them from the emergency area and deliver humanitarian supplies. ...

The detachment has a variety of special vehicles and equipment. It is equipped with small rescue helicopters BO-105, which make it possible to quickly reach hard-to-reach areas and evacuate the injured and sick from there to the bases of the "big" aircraft for their further sending for inpatient treatment. The detachment has its own hospital - an airmobile one, which is promptly delivered to emergency areas and deployed there for those in need of immediate assistance.

In Tsentrospas, a round-the-clock watch of rescuers and necessary specialists is organized, which ensures the constant readiness of the detachment, its aviation and vehicles for emergency advancement to the emergency area practically anywhere in the Russian Federation. The time of readiness for departure of Centrospas units does not exceed 30 minutes. from the moment of their notification. The detachment effectively responds to emergencies of a very different nature.

The search and rescue service (SSS) unites several dozen regional SSS and search and rescue teams with a total number of about 2 thousand people. In the event of a large-scale emergency, about 2 thousand public rescuers can join them.

The search and rescue service is designed to carry out search and rescue operations in emergencies; providing the affected with first aid and their evacuation to medical institutions; carrying out preventive measures aimed at reducing or eliminating the danger to the life and health of citizens.

Search and rescue services and teams are equipped with modern equipment:

High efficiency hydraulic rescue tool, easily cutting steel reinforcement;

Pneumatic jacks capable of lifting reinforced concrete slabs weighing up to 20-50 tons;

Acoustic devices for searching for living people in rubble and radar devices for searching in avalanches;

Victim search television systems and other equipment.

Taking into account the experience of liquidation of emergencies and equipping similar services of developed foreign countries work is underway to create the latest, including unique, equipment for rescue operations. The cynological service of the EMERCOM of Russia has been created and is developing.

Special purpose center (hereinafter referred to as the Center) was created and is intended to work in special conditions, when emergencies are distinguished by special specifics, and their elimination is associated with work in hard-to-reach areas, in conditions associated with an increased risk to the life of rescuers, the need to perform pyrotechnic works, etc. It also happens that to this risk is added the danger associated with criminals rushing to the place of emergency in order to profit from someone else's grief.

The Center includes subdivisions: mining and rescue operations; rescue diving operations; special works (subversive and pyrotechnic); paratroopers-rescuers; medical rescue; rescue and evacuation of the population; cargo escort; radiation, chemical and biological intelligence.

The center is staffed with highly professional specialists, many of whom are world class lifeguards, and is equipped with modern technology.

During the existence of the Center, its personnel took part in dozens of humanitarian operations on the territory of the Russian Federation, the CIS countries and the far abroad, ensured the safety of the command and control bodies and rescuers of the Russian Emergencies Ministry when working in emergency areas and in "hot spots", participated in the elimination of various natural emergencies. and technogenic character.

Aviation EMERCOM of Russia is one of the most important components of the RSChS forces, decisively affecting the mobility and effectiveness of its structures in the event of an emergency.

Aviation EMERCOM of Russia includes the State Unitary Aviation Enterprise, located in the Moscow suburb of Zhukovsky, and separate helicopter teams subordinate to the regional centers of the EMERCOM of Russia.

The regional center of the Ministry of Emergency Situations of Russia is entrusted with the following main tasks:

Coordination of the functioning of the territorial subsystems of the RSChS within the boundaries of the region;

The implementation of the tasks assigned to the regional centers of Civil Defense and Emergencies is carried out on the basis of the Regulations on the Regional Center for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters.

Permanent management bodies of the RSChS at the territorial level are the administrative bodies for civil defense and emergency situations (ministries, main directorates of the Civil Defense and Emergencies), created as part of or under the executive authorities of the constituent entities of the Russian Federation, locally- departments, departments of Civil Defense and Emergencies, created under local government bodies, at the facility level (in organizations) - departments (sectors or specially appointed persons) for civil defense and emergency situations. The tasks of these bodies are determined by the Model Regulations on the body specially authorized to solve the tasks of civil defense, prevention and elimination of emergency situations as part of or under the executive body of the constituent entity of the Russian Federation and the local government (approved by order of the Ministry of Emergency Situations of Russia dated 16.08.2000 No. 436).

The main tasks of the Civil Defense and Emergencies Management body at the territorial and local levels are:

Management in the RSChS is provided using communication and warning systems, which are the organizational and technical union of forces and means of communication and warning, as well as channels of national, departmental and commercial communication networks that provide the transfer of information and alert signals in the interests of the RSChS management bodies.

The communication system of the EMERCOM of Russia uses lines and channels of satellite, radio, radio relay and wire communication. Spare launchers must have protected premises for the accommodation of personnel of command and control bodies and technical means of control, communication centers and warning stations, life support systems and power supply. At the same time, much attention is paid to the availability of autonomous power sources that provide power supply to all elements of the control unit for a sufficiently long time in conditions of a centralized power supply failure.

Special requirements for placement, protection and equipment are imposed on out-of-town spare PU. They are located in suburban areas with well-developed communication networks and a good road network.

The communication center of such a control unit must have one or several links to the reference communication nodes of the public communication network (branches of Electrosvyaz - regional or city communication centers) and, if possible, additional communication lines to the departmental communication centers located in the given territory.

From a suburban PU, communication should be provided throughout the territory of the subject of the Russian Federation (municipal formation) and the ability to access senior and interacting government bodies. It should be especially emphasized the need to ensure communication throughout the territory of a constituent entity of the Russian Federation (municipal formation), bypassing the communication system of administrative centers and other categorized cities. As part of the suburban PU, a notification center must be created, which ensures the management of the work of the centralized notification system for the population. As a rule, the control room also includes a broadcasting control room for access to local broadcasting networks (wired, radio and television broadcasting).

In protected premises, workplaces are equipped with communication means for placement: the head of the administration, members of the Committee for Emergency Situations and OPB, working group governing body of the Civil Defense and Emergencies, representatives of civil defense services, representatives of the military garrison, military commissariat, etc.

To ensure the stable and reliable operation of the points, special trainings are planned and carried out for occupying workplaces at the PU and working out tasks for the learning environment with the obligatory use of communication, warning and automation facilities. Mobile control posts, in addition to automobile vehicles, can also be equipped with air, sea, river and rail vehicles.

Mobile launchers should provide direct control of subordinate bodies and forces during emergency response, in any region of a given constituent entity of the Russian Federation (municipality), in the most critical areas in wartime, and also serve as stand-ins for stationary backup control points.

Depending on the type of home vehicle, mobile control points can be divided into:

Air launchers - based on aircraft or helicopters;

Mobile PUs are based on high-traffic vehicles (using boxes and trailers) or buses, as well as other vehicles.

A special group of mobile launchers is followed by launchers based on container bodies transported by all modes of transport.

A group is located at the air command posts officials and a complex of technical means with service personnel. They are intended for control in cases where control from ground control points is difficult or impossible. The most promising are air command posts equipped with helicopters, which is conditioned by the conditions of their take-off, landing and basing.

The mobile PU, as a rule, includes several vehicles for accommodating the personnel of the control body, a headquarters bus for the work of changing the operational group of the control body of the Civil Defense and Emergencies, a mobile communication center, a mobile sound amplifier station, and escort vehicles. The most common version of a mobile communication center is a mobile node based on a standard combined radio station of the R-142 N (G) type based on the GAZ-66 vehicle. Organization and functioning of the unified state system for the prevention and elimination of emergency situations

In 1992, by the decree of the Government of the Russian Federation "On the creation of the Russian system of warning and action in emergency situations" dated April 18, 1992 N 261, the Russian system of warning and action in emergency situations was created, which was subsequently transformed into a unified state system for the prevention and elimination of emergency situations ( RSChS). RSChS unites the governing bodies, forces and means of federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local self-government bodies and organizations whose powers include solving issues in the field of protecting the population and territories from emergencies.


The legal basis for the activities of the unified state system for the prevention and elimination of emergency situations (RSChS) is the Constitution of the Russian Federation, the Federal Law "On the Protection of the Population and Territories from Natural and Technogenic Emergencies", others federal laws, Regulation on the unified state system for the prevention and elimination of emergency situations, approved by the Decree of the Government of the Russian Federation of December 30, 2003 N 794, as well as other regulatory legal acts RF and RF subjects.

Functional subsystems of RSChS are created by federal executive authorities to organize work in the field of protecting the population and territories from emergencies in the field of activity of these bodies. The organization, composition of forces and means of functional subsystems, as well as the procedure for their activities are determined by the provisions on them, approved by the heads of federal executive bodies in agreement with the Ministry of Emergency Situations of the Russian Federation.


In other words, functional subsystems are created in various ministries of the Russian Federation in order to protect the population and territories from emergencies, and their activity extends to the main sphere of activity of their ministry, i.e. almost every federal ministry has a department, department or other structure in its composition, whose function is to prevent and eliminate emergencies in the field of activity of this ministry. The organization, composition of the forces and means of territorial subsystems, as well as the procedure for their activities are determined by the provisions on them, approved in the prescribed manner by the executive authorities of the constituent entities of the Russian Federation. At each level of the unified system, coordinating bodies, permanent management bodies, day-to-day management bodies, forces and means, reserves of financial and material resources, communication systems, notification and information support are created.


The coordinating bodies of the unified system are:
1.at the federal level - the Government Commission for the Prevention and Elimination of Emergencies and Ensuring fire safety, commissions for the prevention and elimination of emergencies and ensuring fire safety of federal executive bodies (ministries);

The permanent management bodies of RSChS are:

2. at the interregional level - the territorial bodies of the EMERCOM of Russia - regional centers for civil defense, emergency situations and liquidation of the consequences of natural disasters;

The organs of day-to-day management of the unified system are:
1.Crisis management centers, information centers, dispatching services of federal executive authorities;

The forces and means of RSChS include specially trained forces and means of federal executive bodies, executive bodies of the constituent entities of the Russian Federation, local governments, organizations and public associations, intended and allocated (attracted) for the prevention and elimination of emergencies. The forces and means of civil defense are involved in the organization and implementation of measures to prevent and eliminate emergency situations of a federal and regional nature in the manner prescribed by federal law.


The forces and means of each level of the unified system (RSChS) include forces and means of constant readiness, designed for prompt response to emergencies and carrying out work to eliminate them. The management of the unified system is carried out using communication and warning systems, which are the organizational and technical union of forces, communication and warning facilities, broadcasting networks, public communication network channels and departmental communication networks that provide information and warning signals to the control bodies, the RSChS forces and population. Information support in unified system carried out using an automated information and control system, which is a combination of technical systems, communication and notification facilities, automation and information resourcesproviding data exchange, preparation, collection, storage, processing, analysis and transmission of information. To receive messages about emergencies, including those caused by fires, a single number is established in the telephone networks of settlements - 01.


The collection and exchange of information in the field of protecting the population and territories from emergencies and ensuring fire safety is carried out by executive authorities (federal and constituent entities of the Russian Federation), local authorities and organizations in the manner established by the Government of the Russian Federation. The exchange of information with foreign states is carried out in accordance with international treaties.
