On December 9, 2014, within the framework of the exhibition program "Occupational Safety and Health - 2014", a practical conference was held on the implementation of legislation on the special assessment of working conditions, the speakers at which were officials Department of Labor Conditions and Labor Protection of the Ministry of Labor of Russia.

Within the framework of the conference, issues related to the adoption regulatory documents in the development of the corresponding federal law, amending the current legislation, certification of experts for a special assessment of working conditions, conducting a quality examination of a special assessment of working conditions and conducting inspections of the activities of organizations carrying out a special assessment of working conditions. The conference was attended by over 340 representatives of organizations providing services in the field of labor protection, federal bodies authorities and labor bodies of the constituent entities of the Russian Federation, employers and trade unions, scientific organizations.

On October 24, 2017, a regular meeting of the working group of the Public Council at Federal Service on accreditation on the activities of accredited persons in the field of assessment of factors of the working environment (WG RA SOUT).

The meeting of the WG RA SOUT was attended by:

Representatives of the Russian Accreditation Agency - Deputy Head Migin Sergey Vladimirovich; Head of Department legal support and international cooperation Burlak Andrey Alexandrovich.

Representatives of the Ministry of Labor - the head of the department of regulation of SOUT of the Department of working conditions and labor protection of the Ministry of Labor of Russia Mikhail Yurievich Ganichev.

The main issues considered and decisions taken on them:

1. At the meeting of the WG RA SOUT, the table of the names of the factors of the working environment, specified in article 13 Federal law dated 28.12.2013 No. 426-FZ "On a special assessment of working conditions", in the order of the Ministry of Labor of the Russian Federation dated 24.01.2014 No. 33n "On approval of the methodology for conducting a special assessment of working conditions, a classifier of harmful and (or) hazardous production factors, a report form on conducting a special assessment of working conditions and instructions for filling it out ”, as well as in the order of the Ministry of Health and Social Development of Russia dated 09.09.2011 No. 1034n.

Proposals on the recognition of the identity of the names of the factors of the working environment contained in the above-mentioned legal acts related to the assessment of working conditions were considered. The directions of revision (by the end of November 2017) of the presented comparative table of the names of the factors of the working environment in terms of including the methods of research (testing), measurements, and measuring instruments corresponding to the factors of the working environment have been determined. After revision, the comparative table will be submitted for approval by the WG RA SOUT.

2. SRO NP "NOOBOT" carried out a survey of SRO members to determine the attitude of users of the RA FSIS to the work of the system. The identified problematic issues on the work of the RA FSIS were discussed at working meetings chaired by the head of the Department of Administrative and Financial Activities and Development of Information Technologies of the Federal State Accreditation Agency Yu.V. Butenko.

We bring to your attention the answers to the questions concerning the temporary difficulties of the activities of the FSIS RA in the transition period (Questions and answers on the work of the FSIS RA).

The answer to one of the main questions: the RA FSIS can provide in the near future an increase in the volume of sent information from 40 to 120 Mb and the number of files from 10 to 30. The confirmation of the implementation has not yet been received, but the RA representatives reported that by November 10, 2017 the message the increase in the volume of information transmitted by accredited persons will be posted on the official website of the RA.

3. Considered methodological recommendations for the organization of testing the qualifications of laboratories of organizations that conduct a special assessment of working conditions, through interlaboratory comparison tests in the framework of the Procedure (program) ISI.

A draft Methodology for organizing and conducting interlaboratory comparison tests was considered in order to organize the qualification tests of laboratories of organizations conducting a special assessment of working conditions through interlaboratory comparison tests, prepared by the SRO NP "NOOOBOT". It was emphasized that this is a forced measure associated with the lack of a sufficient number of accredited providers with a sufficient range of impact factors for organizations conducting SAWS.

It was decided to hold a discussion with the professional community by November 15, 2017 and, taking into account the proposals made, send this project methods to the specialized working group on the activities of providers of interlaboratory comparison (comparative) tests of the Public Council of the Republic of Armenia. After discussion, taking into account possible comments, the issue of transfer guidelines on the organization and conduct of the ISI in the Federal State Budgetary Institution "VNII Labor" of the Ministry of Labor of Russia for an expert opinion.

4. Considered the issue of amendments to paragraph 21 of Appendix No. 1 "Accreditation criteria and the list of documents confirming the compliance of the applicant and the accredited person with the accreditation criteria" to the order of the Ministry economic development RF dated May 30, 2014 No. 326 "On approval of the accreditation criteria, the list of documents confirming the compliance of the applicant, accredited person with the accreditation criteria, and the list of documents in the field of standardization, compliance with the requirements of which by applicants, accredited persons ensures their compliance with the accreditation criteria."

In general, the proposal on the need to amend clause 21 of the criteria for accreditation of testing laboratories was approved, and it was instructed to prepare a justification (identify the problem, goals and limitations of the addition) and finalize the proposed wording of the changes.
