In accordance with the Federal Law "On Licensing Certain Types of Activities", the Government of the Russian Federation decides:
1. Approve the attached list federal bodies executive power, licensing specific activities.
2. Establish that:
a) Federal Service for Surveillance in Healthcare:
is a federal executive body exercising control and supervision over the completeness and quality of implementation by bodies state power subjects of the Russian Federation of powers specified in part 1 of article 15 Federal law "", with the right to send orders to eliminate detected violations and to bring to justice officialsperforming duties on the implementation of the delegated powers;
maintains a unified register of licenses, including licenses issued by state authorities of the constituent entities of the Russian Federation;
exercises licensing control in relation to licensees (with the exception of licensees who have submitted applications for the renewal of licenses), powers to suspend, renew and revoke licenses, monitor the effectiveness of licensing of activities specified in paragraph 1 of part 1 of article 15 of the Federal Law "On the Fundamentals of Health Protection citizens in the Russian Federation ";
within 5 working days sends to the state authorities of the constituent entities of the Russian Federation exercising the powers specified in clause 1 of part 1 of article 15 of the Federal Law "On the Fundamentals of Health Protection of Citizens in the Russian Federation" certified copies of orders on the suspension and renewal of licenses, the appointment of inspections licensees, copies of acts of inspections of licensees, orders to eliminate identified violations of license requirements, protocols on administrative offenses, resolutions on the appointment of administrative penalties and other documents related to the implementation of license control in relation to licensees (except for licensees who have submitted applications for the renewal of licenses) carrying out the activities specified in paragraph 1 of part 1 of Article 15 of the Federal Law "On the Fundamentals of Health Protection of Citizens in the Russian Federation "for inclusion in licensing cases;
b) The Federal Service for Supervision in the Sphere of Education and Science is the federal executive body exercising control over the exercise by the executive bodies of state power of the constituent entities of the Russian Federation of the powers of the Russian Federation in the field of licensing educational activitiestransferred in accordance with Article 7 of the Federal Law "On Education in the Russian Federation", and maintains a consolidated register of issued authorized bodies executive power of the subjects of the Russian Federation licenses.
3. Activities, the license for which is granted by the licensing authority of one constituent entity of the Russian Federation, may be carried out in the territories of other constituent entities of the Russian Federation, subject to prior notification in writing by the licensee of the licensing authorities of the constituent entities of the Russian Federation, on the territory of which the licensee intends to carry out the licensed type of activity, about such intention. The notification contains the following information:
full and (if any) abbreviated name, including company name, and organizational and legal form legal entity, the address of its location, the addresses of the places of implementation of the licensed type of activity that the licensee intends to carry out, as well as telephone numbers and (if any) addresses email legal entity;
surname, first name and (if available) patronymic individual entrepreneur, the address of his place of residence, the addresses of the places of implementation of the licensed type of activity that the licensee intends to carry out, the data of his identity document, as well as telephone numbers and (if any) e-mail addresses of the individual entrepreneur;
licensed type of activity in accordance with Part 1 of Article 12 of the Federal Law "On Licensing of Certain Types of Activities", which the licensee intends to carry out, indicating the work performed and services provided that constitute the licensed type of activity;
information confirming the compliance of the licensee with the licensing requirements when performing work, rendering services that constitute a licensed type of activity, which the licensee intends to carry out at a new address, in accordance with parts 7 and 9 of article 18 of the Federal Law "On licensing of certain types of activities";
the date of the expected start of the licensed type of activity on the territory of the subject of the Russian Federation.
The notification is accompanied by the original license, an application for renewal of the license and a document confirming the payment of the state fee for renewal of the license.
The notification and the documents attached to it, on the day of receipt by the licensing authority of the constituent entity of the Russian Federation, on the territory of which the licensee intends to carry out the licensed type of activity, are accepted according to the inventory, a copy of which with a note on the date of their receipt is sent (handed) to the licensee.
The licensing body of the constituent entity of the Russian Federation re-issues the license in the manner prescribed by the Federal Law "On Licensing Certain Types of Activities" and makes changes to the register of licenses in relation to the types of activities that it licenses.
4. To recognize as invalid the acts of the Government of the Russian Federation according to the list according to the appendix.

In accordance with the Federal Law "On Licensing Certain Types of Activities", the Government of the Russian Federation decides:
1. To approve the attached list of federal executive authorities licensing specific types of activities.
2. Establish that:
is a federal executive body exercising control and supervision over the completeness and quality of the exercise by state power bodies of the constituent entities of the Russian Federation of the powers specified in part 1 of article 15 of the Federal Law "On the Fundamentals of Health Protection of Citizens in the Russian Federation", with the right to send orders to eliminate the violations and on the prosecution of officials in charge of exercising the delegated powers;
maintains a unified register of licenses, including licenses issued by state authorities of the constituent entities of the Russian Federation;

Resolution
In accordance with the Federal Law "On Licensing Certain Types of Activities", the Government of the Russian Federation decides:
1. To approve the attached list of federal executive authorities licensing specific types of activities.
2. Establish that:
a) The Federal Service for Surveillance in Healthcare and Social Development is the federal executive body exercising control over the implementation by the executive bodies of state power of the constituent entities of the Russian Federation of the delegated powers of the Russian Federation in the field of licensing, and maintains consolidated (unified) registers issued by authorized executive bodies of the constituent entities Of the Russian Federation licenses for the following activities:
Medical activities of organizations of municipal and private health care systems, with the exception of the specified activities carried out by medical organizations and other organizations that are part of the private health care system, on the territory of the Skolkovo innovation center, and activities involving the performance of work (services) to provide high-tech medical care;

3. Activities licensed by the licensing authority of one constituent entity of the Russian Federation may be carried out in the territories of other constituent entities of the Russian Federation, subject to prior notification in writing by the licensee of the licensing authorities of the constituent entities of the Russian Federation, on the territory of which the licensee intends to carry out the licensed type of activity, about such intention. the date of the proposed start of the licensed type of activity on the territory of the subject of the Russian Federation.
The notification is accompanied by the original license, an application for renewal of the license and a document confirming the payment of the state fee for renewal of the license.
The notification and the documents attached to it, on the day of receipt by the licensing authority of the constituent entity of the Russian Federation, on the territory of which the licensee intends to carry out the licensed type of activity, are accepted according to the inventory, a copy of which with a note on the date of their receipt is sent (handed) to the licensee.
The licensing body of the constituent entity of the Russian Federation re-issues the license in accordance with the procedure established by the Federal Law "On Licensing Certain Types of Activities", and makes changes to the register of licenses in relation to the types of activities that it licenses.
4. To recognize as invalid the acts of the Government of the Russian Federation according to the list according to the appendix.
