Federal law of November 21, 2011 N 323-FZ "On the basics of health protection of citizens in Russian Federation"(Collected Legislation of the Russian Federation, 2011, No. 48, Art. 6724; 2012, No. 26, Art. 3442, 3446; 2013, No. 27, Art. 3459, 3477; No. 30, Art. 4038) I order:

1. This procedure establishes the rules for the provision of medical care to minors, including during the period of education and upbringing in educational institutions.

3. Minors, including during the period of education and upbringing in educational institutions, are guaranteed the provision of medical care in accordance with the procedures for the provision of medical care, as well as on the basis of medical care standards within the framework of the program of state guarantees of free provision of medical care to citizens, in the form of:

4. Organization of health care for minors during the period of education and upbringing (except for the provision of primary health care, passing medical examinations and clinical examination) in organizations carrying out educational activities, carried out by these organizations.

The organization of the provision of primary health care to minors during the period of education and upbringing, their medical examinations and medical examination, is carried out by the authorities executive power in health care. The educational organization is obliged to provide free of charge medical organization premises that meet the conditions and requirements for the implementation of medical activities.

5. Primary health care for minors under the age of 18 studying in educational institutions that implement basic educational programs (hereinafter - students), in order to provide them with primary health care in an emergency and urgent form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases, as well as disease prevention, appears in the department of medical care for minors in educational organizations (hereinafter - the department of medical care for students).

6. In the absence of a medical aid department, primary health care in accordance with this Procedure may be provided to students in offices, health centers of a medical organization or other legal entitycarrying out, along with the main (statutory) activities medical activity.

7. In the structure of the department of medical care for students, a medical unit is provided, which is located in the premises of the educational organization.

9. The premises provided by the educational organization must comply with the established sanitary and epidemiological norms and rules and the established requirements for the implementation of medical activities.

10. If the educational organization fails to provide premises with appropriate conditions for work medical professionals or the absence of a license for a medical organization for certain works (services) at the location of the premises of an educational organization, it is allowed to provide medical care to minors, during their training and education, in the premises of a medical organization.

13. Primary health care for students is provided by pediatricians, doctors on hygiene of children and adolescents, paramedics and nurses of the department of medical care for students.

14. Primary health care for students in need of treatment, rehabilitation and recreational activities is provided by pediatricians, children and adolescents hygiene doctors, specialist doctors, paramedics and nurses of the department of organization of medical care for students.

15. Additional types and volumes of medical assistance to students, the provision of medical assistance on other terms than provided for by this Procedure, are organized and carried out by the educational organization in compliance with the requirements of the Russian Federation in the field of health protection.

17. In the presence of indications, pediatricians, medical specialists, medical assistants of the department of medical aid to students shall send the minor to a medical organization that provides medical care to the minor.

18. A necessary precondition for medical intervention is the giving of informed voluntary consent of a minor or other legal representative to medical intervention in compliance with the requirements established by the Federal Law of November 21, 2011 N 323-FZ "On the basics of protecting the health of citizens in the Russian Federation" (hereinafter - Federal Law N 323-FZ).

19. When organizing medical examinations (screenings) of minors, during the period of training and upbringing in educational organizations, and providing them with primary health care in a planned form, the educational organization assists in informing minors or their parents (legal representatives) in the preparation of informed voluntary consent to medical intervention or their refusal to medical intervention in relation to certain types of medical intervention.

20. When providing medical assistance to a minor on urgent grounds to eliminate the threat to life without the consent of the parents (legal representatives), according to the Federal Law, the medical worker informs his parents (legal representatives) about the medical assistance provided.

1. This Regulation establishes the procedure for organizing the activities of the department for organizing medical care for minors in educational institutions (hereinafter - the department of medical care for students).

2. The department of organization of medical care for students is structural unit a medical organization or other legal entity carrying out, along with the main (statutory) activity, medical activity, and provides medical care to minors under the age of 18 studying in educational organizations that implement basic educational programs (hereinafter - students).

3. The purpose of the activity of the department of medical aid to students is to provide students with primary health care in an emergency form and in an urgent form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases, as well as disease prevention.

4. A medical worker is appointed to the position of the head of the department of medical care for students who meets the qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of health care, approved by order of the Ministry of Health and Social Development of the Russian Federation of July 7, 2009 N 415n (registered by the Ministry Justice of the Russian Federation on July 9, 2009, registration N 14292) as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 N 1644n (registered by the Ministry of Justice of the Russian Federation on April 18, 2012, registration N 23879) (hereinafter - Qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of health care), in the specialty "pediatrics", having work experience in this specialty for at least 5 years, in accordance with the order of the Ministry of Health and Social Development of the Russian Federation ation of July 23, 2010 N 541n "On the approval of the qualification handbook positions of managers, specialists and employees, section "Qualification characteristics of positions of workers in the field of health care" (registered by the Ministry of Justice of the Russian Federation on August 25, 2010, registration N 18247).

7. In the structure of the department of medical care for students, a medical unit is provided, which is located in the premises of the educational organization and consists of an office of a pediatrician (paramedic) and a treatment room.

The procedure for the provision of medical care to minors, including during the period of training and education in educational organizations

1. This procedure establishes the rules for the provision of medical care to minors, including during the period of education and upbringing in educational institutions.

2. This procedure applies to educational organizations and organizations providing training (hereinafter - educational organizations) *.

3. Minors, including during the period of education and upbringing, are guaranteed the provision of medical care in accordance with the procedures for the provision of medical care, as well as on the basis of medical care standards within the framework of the program of state guarantees of free provision of medical care to citizens, in the form of:

primary health care, including pre-medical, medical and specialized;

specialized medical care, including high-tech;

ambulance, including specialized ambulance;

palliative care in medical organizations.

4. The organization of health protection for minors during the period of education and upbringing (with the exception of the provision of primary health care, medical examinations and medical examination) in organizations carrying out educational activities is carried out by these organizations.

The organization of the provision of primary health care to minors during the period of education and upbringing, their medical examinations and medical examination, is carried out by the executive authorities in the field of health care. The educational organization is obliged to provide the medical organization free of charge with premises that meet the conditions and requirements for the implementation of medical activities.

5. Primary health care for minors under the age of 18 studying in educational institutions that implement basic educational programs (hereinafter - students), in order to provide them with primary health care in an emergency and urgent form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases, as well as disease prevention, appears in the department of medical care for minors in educational organizations (hereinafter - the department of medical care for students).

6. In the absence of a medical aid department for students, primary health care in accordance with this Procedure may be provided in offices, health centers of a medical organization or other legal entity carrying out medical activities along with the main (statutory) activity.

7. In the structure of the department of medical care for students, a medical unit is provided, which is located in the premises of the educational organization.

8. The medical block of the department of medical care for students consists of an office of a pediatrician (paramedic) and a treatment room.

9. The premises provided by the educational organization must comply with the established sanitary and epidemiological norms and rules and the established requirements for the implementation of medical activities.

10. If the educational organization does not provide premises with appropriate conditions for the work of medical workers or the medical organization does not have a license for certain works (services) at the location of the premises of the educational organization, it is allowed to provide medical care to minors, during their training and education, in the premises of the medical organization ...

11. The premises of the medical unit are equipped by the educational organization with furniture, office equipment and medical products in accordance with the equipment standard (Appendix No. 3 to this Procedure).

12. The medical organization provides the medical aid department for students with drugs for medical use.

13. Primary health care for students is provided by pediatricians, doctors on hygiene of children and adolescents, paramedics and nurses of the department of medical care for students.

14. Primary health care for students in need of treatment, rehabilitation and recreational activities is provided by pediatricians, children and adolescents hygiene doctors, specialist doctors, paramedics and nurses of the department of organization of medical care for students.

15. Additional types and volumes of medical care to students, the provision of medical care on other terms than provided for by this Procedure, are organized and carried out by the educational organization in compliance with the requirements of the legislation of the Russian Federation in the field of health protection.

16. In educational organizations, the positions of medical workers may be provided.

17. In the presence of indications, pediatricians, medical specialists, medical assistants of the department of medical aid to students shall send the minor to a medical organization that provides medical care to the minor.

18. A necessary precondition for medical intervention is the giving of informed voluntary consent of a minor or other legal representative to medical intervention in compliance with the requirements established by Article 20 of the Federal Law of November 21, 2011 No. 323-FZ "On the basics of protecting the health of citizens in the Russian Federation" ( hereinafter - Federal Law No. 323-FZ).

19. When organizing medical examinations (screenings) of minors, during the period of training and upbringing in educational organizations, and providing them with primary health care in a planned form, the educational organization assists in informing minors or their parents (legal representatives) in the preparation of informed voluntary consent to medical intervention or their refusal to medical intervention in relation to certain types of medical intervention.

20. When providing medical care to a minor on urgent grounds to eliminate the threat to life without the consent of the parents (legal representatives), in accordance with clause 1 of part 9 of article 20 of the Federal Law, the medical worker informs his parents (legal representatives) about the medical care provided.

21. The department of medical care for students carries out its activities in accordance with Appendices No. 1-6 to this Procedure.

1. This Regulation establishes the procedure for organizing the activities of the department for organizing medical care for minors in educational institutions (hereinafter - the department of medical care for students).

2. The department of the organization of medical care for students is a structural subdivision of a medical organization or other legal entity carrying out, along with the main (statutory) activities, medical activities, and provides medical assistance to minors under the age of 18 studying in educational organizations that implement basic educational programs (hereinafter - students).

3. The purpose of the activity of the department of medical aid to students is to provide students with primary health care in an emergency form and in an urgent form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases, as well as disease prevention.

4. A medical worker is appointed to the position of the head of the department of medical care for students who meets the qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of health care, approved by order of the Ministry of Health and Social Development of the Russian Federation dated July 7, 2009 No. 415n (registered by the Ministry Justice of the Russian Federation on July 9, 2009, registration No. 14292) as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 No. 1644n (registered by the Ministry of Justice of the Russian Federation on April 18, 2012, registration No. 23879) (hereinafter - Qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of health care), in the specialty "pediatrics", having work experience in this specialty for at least 5 years, in accordance with the order of the Ministry of Health and Social Development of the Russian Federation ation dated July 23, 2010 No. 541n "On Approval of the Unified Qualification Handbook of the Positions of Managers, Specialists and Employees, Section" Qualification Characteristics of Positions of Workers in the Healthcare Sector "(registered by the Ministry of Justice of the Russian Federation on August 25, 2010, registration No. 18247).

5. The staffing of medical workers of the department of medical care for students is determined taking into account the volume of medical care provided and preventive work carried out, the number of minors in educational organizations and is established by the head of the medical organization or educational organization in which it was created.

7. In the structure of the department of medical care for students, a medical unit is provided, which is located in the premises of the educational organization and consists of an office of a pediatrician (paramedic) and a treatment room.

8. In the structure of the medical aid department, students are recommended to provide:

the office of the head of the department;

the office of the senior nurse of the department;

doctor's office for hygiene of children and adolescents.

9. In the structure of the medical aid department for students providing primary health care to minors in need of treatment, rehabilitation and recreational activities, it is recommended to provide offices of specialist doctors and other offices in accordance with the procedures for the provision of medical care of the corresponding type, profile of medical care, disease or condition (groups of diseases or conditions).

10. The equipment of the medical unit of the medical aid department for students is carried out in accordance with the equipment standard provided for by Appendix No. 3 to the Procedure for the provision of medical care, approved by this order.

11. The equipping of other offices and units of the medical aid department for students is carried out in accordance with the requirements of the procedures for the provision of medical care according to the profile.

12. The department of medical care for students carries out:

organization and implementation of work on immunization in educational organizations;

organization of medical examinations of minors before and during the period of practical training in organizations whose employees are subject to medical examinations;

interaction with district pediatricians, specialist doctors of medical organizations, psychologists and teachers of educational organizations on determining professional suitability minors;

participation in the health improvement of students during the period of rest and in assessing the effectiveness of its implementation;

transfer of information to the responsible medical worker of a medical organization to inform the internal affairs bodies about the admission (treatment) of patients (students) in respect of whom there are sufficient grounds to believe that harm to their health was caused as a result of illegal actions.

13. The department of medical care for students interacts with the educational organization, medical organizations, territorial bodies Federal Service for supervision in the field of consumer protection and human well-being, guardianship and guardianship authorities, social protection authorities, etc.

14. The department of medical care for students maintains medical records in the prescribed manner and submits reports by types, forms, within the time frame and in the amount established by the authorized federal executive body.

15. This Regulation applies to offices, health centers of a medical organization or other legal entity carrying out, along with the main (statutory) activities, medical activities, providing medical assistance to minors under the age of 18, studying in educational institutions that implement basic educational programs, in the absence of a department medical assistance to students.

Regulations on the organization of the activities of a pediatrician (paramedic) of the department of organization of medical care for minors in educational organizations

1. This Regulation establishes the procedure for organizing the activities of a pediatrician (paramedic) of a department for organizing medical care for minors in educational institutions (hereinafter referred to as a department of medical care for students), an office, a health center of a medical organization or other legal entity carrying out, along with the main (statutory) activities, medical activities providing medical assistance to minors under the age of 18, studying in educational institutions that implement basic educational programs, in the absence of a medical aid department for students.

2. A specialist is appointed to the position of a pediatrician of the medical aid department, who meets the qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of health care, approved by order of the Ministry of Health and Social Development of the Russian Federation dated July 7, 2009 No. 415n (registered Ministry of Justice of the Russian Federation July 9, 2009, registration No. 14292) as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 No. 1644n (registered by the Ministry of Justice of the Russian Federation on April 18, 2012, registration No. 23879), in the specialty "pediatrics" without presentation of requirements for work experience in accordance with the order of the Ministry of Health and Social Development of the Russian Federation dated July 23, 2010 No. 541n "On approval of the Unified qualification reference book of positions of managers, specialists and employees, section" Qualification characteristics ki positions of workers in the field of health care "(registered by the Ministry of Justice of the Russian Federation on August 25, 2010, registration No. 18247).

3. 4. The pediatrician (paramedic) of the department of medical care for students carries out:

participation in monitoring the observance of sanitary and hygienic requirements for the conditions and organization of education and training, including nutrition, physical education, labor training of minors in educational organizations;

providing students with primary health care in an emergency and urgent form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases;

referral of students, in the presence of medical indications, to a medical organization in whose medical care the minor is;

organization and implementation of measures for the immunization of infectious diseases (in accordance with the National calendar of preventive vaccinations and the calendar of preventive vaccinations for epidemic indications, approved by order of the Ministry of Health and Social Development of the Russian Federation of January 31, 2011 No. 51n - according to the conclusion of the Ministry of Justice of the Russian Federation in state registration does not need (letter dated 17.02.2011 No. 01/8577-DK);

organization and conduct of annual screening examinations, periodic medical examinations of students;

organization of accounting and analysis of cases of injuries received in educational institutions, development of a set of measures for the prevention of injuries in educational institutions;

organization of work of medical workers with secondary medical education, including immunization, control over the observance of hygienic requirements for the organization of the training process and the process of education, physical education, nutrition, etc .;

interaction with the territorial bodies of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare and other institutions on the issue of protecting minors' health;

organization of advanced training for doctors, medical workers with secondary medical education of the department of medical care for students;

1. 2. 3. A doctor for hygiene of children and adolescents carries out:

participation in monitoring the observance of sanitary and hygienic requirements for the conditions and organization of education and training, including nutrition, physical education, labor training of minors in educational organizations;

hygienic assessment of the architectural and planning solutions used, the in-school environment (microclimate, anthropogenic air pollution, illumination, noise, vibration, electromagnetic fields) and the current sanitary state of the educational organization;

assessment of the conditions and technologies for the education and upbringing of minors, compliance with sanitary and hygienic norms and rules;

participation in the hygienic control of teaching and education means and their use in the processes of teaching and education;

organization and conduct of sanitary and hygienic education and training of minors and their parents (legal representatives) on the prevention of childhood diseases and the formation of a healthy lifestyle;

assessment of production control over the provision of sanitary and epidemiological well-being of an educational organization;

introduction of new preventive and hygienic diagnostic technologies;

participation in conducting clinical and epidemiological analysis of the level and structure of morbidity among minors, including during the period of training and education in educational institutions;

planning of activities aimed at maintaining and strengthening health, eliminating the harmful effects on the health of minors, including during the period of training and education in educational organizations, factors of the in-school environment;

preparation of proposals to local governments on the creation of optimal conditions for the life of minors, the formation of a healthy lifestyle in them and the development of interdepartmental disease prevention programs;

4. If violations of sanitary and epidemiological legislation and (or) factors that affect or pose a threat to the life and health of students are detected, the doctor for hygiene of children and adolescents informs in writing the head of the department of medical care for students or the head of the medical organization and the head of the educational organization about the violations and risk factors.

The rules have been established for the provision of medical care to minors, including during the period of education and upbringing in educational institutions.

Children are guaranteed the provision of medical care based on its standards within the framework of the program of state guarantees for the provision of free medical care to citizens.

The following types of medical care are provided: primary health care, including pre-medical, medical and specialized; specialized, including high-tech; ambulance, including specialized ambulance; palliative.

The organization of health protection for minors during the period of education and upbringing in educational institutions is entrusted to the latter. At the same time, primary health care, medical examinations and medical examinations are carried out by health authorities. The educational organization is obliged to provide them with the appropriate premises.

Departments for the organization of medical aid for minors are opening in schools. The goal is to provide primary health care in an emergency and urgent form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases, as well as disease prevention. The regulation on such a department, the recommended staffing standards for its employees, the standard for equipping the medical unit were approved. In the absence of a department, primary health care can be provided in offices, health centers of a medical organization or other legal entity carrying out medical activities (along with the main (statutory)).

For medical intervention, it is necessary to obtain informed voluntary consent of a minor or other legal representative. It is not required to provide emergency medical care to eliminate a threat to life.

The composition, content and design of sections of project documentation must comply with the requirements established by the legislation of the Russian Federation on urban planning activities and on environmental expertise, including the Regulation on the composition of sections of project documentation and requirements for their content, approved by the Government of the Russian Federation dated February 16, 2008 N 87, and Regulations on the procedure for conducting state environmental expertise, approved by the Government of the Russian Federation of June 11, 1996 N 698.

4. Project documentation for conducting urban planning expertise and environmental expertise is submitted:

A) to the Ministry of Construction and Housing and Communal Services of the Russian Federation - in relation to objects, construction, reconstruction, overhaul of which is supposed to be carried out on lands of specially protected natural areas of federal significance, and especially dangerous, technically complex and unique facilities, construction, reconstruction, capital the repair of which is supposed to be carried out on the lands of specially protected natural areas of regional and local significance, with the exception of objects, the urban planning expertise of which, in accordance with the decrees of the President of the Russian Federation, is attributed to the powers of other federal executive bodies; (As amended by the Decree of the Government of the Russian Federation of March 26, 2014 N 230)

B) to the Ministry of Defense of the Russian Federation, the Federal Security Service of the Russian Federation and the Federal Security Service of the Russian Federation - in relation to the objects specified in subparagraphs "a" and "c" of this paragraph, which are objects of the military infrastructure of the Armed Forces of the Russian Federation, and other defense objects and security, which are under the jurisdiction of the said federal executive bodies and whose urban planning expertise is attributed in accordance with the decrees of the President of the Russian Federation to the powers of these bodies;

C) to the executive authority of the constituent entity of the Russian Federation, authorized to conduct a state examination of project documentation, - in relation to objects, construction, reconstruction, overhaul of which is supposed to be carried out on lands of specially protected natural areas of regional and local significance, with the exception of objects specified in subparagraphs "a" and "b" of this paragraph.

5. The Ministry of Construction and Housing and Communal Services of the Russian Federation, within 3 working days from the date of receipt of the project documentation, sends it: (As amended by the Decree of the Government of the Russian Federation of March 26, 2014 N 230)

A) to the Federal Service for Supervision in the Sphere of Natural Resource Use for environmental impact assessment; (As amended by the Decree of the Government of the Russian Federation of 15.02.2011 N 78)

B) in government agency, authorized to conduct a state examination of project documentation, subordinate to the Ministry of Construction and Housing and Communal Services of the Russian Federation, to conduct an urban planning examination. 6. The Ministry of Defense of the Russian Federation, the Federal Security Service of the Russian Federation and the Federal Security Service of the Russian Federation, within 3 working days from the date of receipt of the project documentation, send it for environmental impact assessment:

A) to the Federal Service for Supervision of Natural Resources - in relation to the objects specified in subparagraph 71 of Article 11 of the Federal Law "On Ecological Expertise"; (As amended by the Decree of the Government of the Russian Federation of 15.02.2011 N 78)

7. The executive authority of the constituent entity of the Russian Federation, authorized to conduct state expertise of project documentation, within 3 days from the date of receipt of the project documentation shall send it:

A) to the executive authority of the constituent entity of the Russian Federation, authorized to conduct state environmental impact assessment of project documentation, to conduct environmental impact assessment;

B) to a state institution subordinate to it, authorized to conduct a state examination of project documentation, to conduct an urban planning examination (if there is such an institution).

1. This procedure establishes the rules for the provision of medical care to minors, including during the period of education and upbringing in educational institutions.

2. This procedure applies to educational organizations and organizations providing training (hereinafter - educational organizations) 1.

3. Minors, including during the period of education and upbringing in educational institutions, are guaranteed the provision of medical care in accordance with the procedures for the provision of medical care, as well as on the basis of medical care standards within the framework of the program of state guarantees of free provision of medical care to citizens, in the form of:

primary health care, including pre-medical, medical and specialized;

specialized medical care, including high-tech;

ambulance, including specialized ambulance;

palliative care in medical organizations.

4. The organization of health protection for minors during the period of education and upbringing (with the exception of the provision of primary health care, medical examinations and medical examination) in organizations carrying out educational activities is carried out by these organizations.

The organization of the provision of primary health care to minors during the period of education and upbringing, their medical examinations and medical examination, is carried out by the executive authorities in the field of health care. The educational organization is obliged to provide the medical organization free of charge with premises that meet the conditions and requirements for the implementation of medical activities.

5. Primary health care for minors under the age of 18 studying in educational institutions that implement basic educational programs (hereinafter - students), in order to provide them with primary health care in an emergency and urgent form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases, as well as disease prevention, appears in the department of medical care for minors in educational organizations (hereinafter - the department of medical care for students).

6. In the absence of a medical aid department for students, primary health care in accordance with this Procedure may be provided in offices, health centers of a medical organization or other legal entity carrying out medical activities along with the main (statutory) activity.

7. In the structure of the department of medical care for students, a medical unit is provided, which is located in the premises of the educational organization.

8. The medical block of the department of medical care for students consists of an office of a pediatrician (paramedic) and a treatment room.

9. The premises provided by the educational organization must comply with the established sanitary and epidemiological norms and rules and the established requirements for the implementation of medical activities.

10. If the educational organization does not provide premises with appropriate conditions for the work of medical workers or the medical organization does not have a license for certain works (services) at the location of the premises of the educational organization, it is allowed to provide medical care to minors, during their training and education, in the premises of the medical organization ...

11. The premises of the medical unit are equipped by the educational organization with furniture, office equipment and medical products in accordance with the equipment standard (Appendix No. 3 to this Procedure).

12. The medical organization provides the medical aid department for students with drugs for medical use.

13. Primary health care for students is provided by pediatricians, doctors on hygiene of children and adolescents, paramedics and nurses of the department of medical care for students.

14. Primary health care for students in need of treatment, rehabilitation and recreational activities is provided by pediatricians, children and adolescents hygiene doctors, specialist doctors, paramedics and nurses of the department of organization of medical care for students.

15. Additional types and volumes of medical care to students, the provision of medical care on other terms than provided for by this Procedure, are organized and carried out by the educational organization in compliance with the requirements of the legislation of the Russian Federation in the field of health protection.

16. In educational organizations, the positions of medical workers may be provided.

17. In the presence of indications, pediatricians, medical specialists, medical assistants of the department of medical aid to students shall send the minor to a medical organization that provides medical care to the minor.

18. A necessary precondition for medical intervention is the giving of informed voluntary consent of a minor or other legal representative to medical intervention in compliance with the requirements established by Article 20 of the Federal Law of November 21, 2011 N 323-FZ "On the basics of protecting the health of citizens in the Russian Federation" ( hereinafter - Federal Law N 323-FZ).

19. When organizing medical examinations (screenings) of minors, during the period of training and upbringing in educational organizations, and providing them with primary health care in a planned form, the educational organization assists in informing minors or their parents (legal representatives) in the preparation of informed voluntary consent to medical intervention or their refusal to medical intervention in relation to certain types of medical intervention.

20. When providing medical care to a minor on urgent grounds to eliminate the threat to life without the consent of the parents (legal representatives), in accordance with clause 1 of part 9 of article 20 of the Federal Law, the medical worker informs his parents (legal representatives) about the medical care provided.

21. The department of medical care for students carries out its activities in accordance with Appendices No. 1-6 to this Procedure.

1. This Regulation establishes the procedure for organizing the activities of the department for organizing medical care for minors in educational institutions (hereinafter - the department of medical care for students).

2. The department of the organization of medical care for students is a structural subdivision of a medical organization or other legal entity carrying out, along with the main (statutory) activities, medical activities, and provides medical assistance to minors under the age of 18 studying in educational organizations that implement basic educational programs (hereinafter - students).

3. The purpose of the activity of the department of medical aid to students is to provide students with primary health care in an emergency form and in an urgent form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases, as well as disease prevention.

4. A medical worker is appointed to the position of the head of the department of medical care for students who meets the qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of health care, approved by order of the Ministry of Health and Social Development of the Russian Federation of July 7, 2009 N 415n (registered by the Ministry Justice of the Russian Federation on July 9, 2009, registration N 14292) as amended by order of the Ministry of Health and Social Development of Russia dated December 26, 2011 N 1644n (registered by the Ministry of Justice of the Russian Federation on April 18, 2012, registration N 23879) (hereinafter - Qualification requirements for specialists with higher and postgraduate medical and pharmaceutical education in the field of health care), in the specialty "pediatrics", having work experience in this specialty for at least 5 years, in accordance with the order of the Ministry of Health and Social Development of the Russian Federation of July 23, 2010 N 541н "On approval of the Unified qualification reference book of positions of managers, specialists and employees, section" Qualification characteristics of positions of workers in the health sector "(registered by the Ministry of Justice of the Russian Federation on August 25, 2010, registration N 18247).

5. The staffing of medical workers of the department of medical care for students is determined taking into account the volume of medical care provided and preventive work carried out, the number of minors in educational organizations and is established by the head of the medical organization or educational organization in which it was created.

7. In the structure of the department of medical care for students, a medical unit is provided, which is located in the premises of the educational organization and consists of an office of a pediatrician (paramedic) and a treatment room.

8. In the structure of the medical aid department, students are recommended to provide:

the office of the head of the department;

the office of the senior nurse of the department;

doctor's office for hygiene of children and adolescents.

9. In the structure of the medical aid department for students providing primary health care to minors in need of treatment, rehabilitation and recreational activities, it is recommended to provide offices of specialist doctors and other offices in accordance with the procedures for the provision of medical care of the corresponding type, profile of medical care, disease or condition (groups of diseases or conditions).

10. The equipment of the medical unit of the medical aid department for students is carried out in accordance with the equipment standard provided for in Appendix No. 3 to the Procedure for the provision of medical care, approved by this order.

11. The equipping of other offices and units of the medical aid department for students is carried out in accordance with the requirements of the procedures for the provision of medical care according to the profile.

12. The department of medical care for students carries out:

organization and implementation of work on immunization in educational organizations;

organization of medical examinations of minors before and during the period of practical training in organizations whose employees are subject to medical examinations;

interaction with district pediatricians, specialist doctors of medical organizations, psychologists and teachers of educational organizations on the issues of determining the professional suitability of minors;

participation in the health improvement of students during the period of rest and in assessing the effectiveness of its implementation;

transfer of information to the responsible medical worker of a medical organization to inform the internal affairs bodies about the admission (treatment) of patients (students) in respect of whom there are sufficient grounds to believe that harm to their health was caused as a result of illegal actions.

13. The department of medical care for students interacts with an educational organization, medical organizations, territorial bodies of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare, guardianship and guardianship authorities, social protection bodies, etc.

14. The department of medical care for students maintains medical records in the prescribed manner and submits reports by types, forms, within the time frame and in the amount established by the authorized federal executive body.

15. 4. The pediatrician (paramedic) of the department of medical care for students carries out:

participation in monitoring the observance of sanitary and hygienic requirements for the conditions and organization of education and training, including nutrition, physical education, labor training of minors in educational organizations;

providing students with primary health care in an emergency and urgent form, including in case of sudden acute diseases, conditions, exacerbation of chronic diseases;

referral of students, in the presence of medical indications, to a medical organization in whose medical care the minor is;

organization and implementation of measures for the immunization of infectious diseases (in accordance with the National calendar of preventive vaccinations and the calendar of preventive vaccinations for epidemic indications, approved by order of the Ministry of Health and Social Development of the Russian Federation of January 31, 2011 N 51n - according to the conclusion of the Ministry of Justice of the Russian Federation in the state does not need registration (letter dated 17.02.2011 N 01/8577-DK);

organization and conduct of annual screening examinations, periodic medical examinations of students;

assessment of the completeness and analysis of the submitted data of the medical examination of children entering the first grade;

ensuring the medical and psychological adaptation of minors to the educational organization, the process of education and upbringing, as well as carrying out work on the correction of adaptation disorders;

participation in preventive work in an educational organization to prevent early onset of sexual activity in minors, sexually transmitted diseases, HIV / AIDS;

carrying out work to identify the prevalence of risk factors for chronic non-communicable diseases among minors (high blood pressure, overweight, smoking, alcohol, drugs, toxic substances, etc.), as well as stereotypes of diviant forms of behavior;

analysis of the health status of minors, preparation of proposals for priorities in the development of preventive, corrective, measures implemented in an educational organization;

participation in the health improvement of students during their rest period and in assessing the effectiveness of its implementation;

organization of accounting and analysis of cases of injuries received in educational institutions, development of a set of measures for the prevention of injuries in educational institutions;

organization of work of medical workers with secondary medical education, including immunization, control over the observance of hygienic requirements for the organization of the training process and the process of education, physical education, nutrition, etc .;

promptly informs the responsible medical worker for timely informing the territorial bodies of internal affairs about the facts of admission (appeal) of students, in respect of whom there are sufficient grounds to believe that harm to their health was caused as a result of illegal actions.

4. If violations of sanitary and epidemiological legislation and (or) factors that affect or pose a threat to the life and health of students are detected, the doctor for hygiene of children and adolescents informs in writing the head of the department of medical care for students or the head of the medical organization and the head of the educational organization about the violations and risk factors.

carrying out measures for the immunization of infectious diseases (in accordance with the National calendar of preventive vaccinations and the calendar of preventive vaccinations for epidemic indications, approved by order of the Ministry of Health and Social Development of the Russian Federation of January 31, 2011 N 51n - according to the conclusion of the Ministry of Justice of the Russian Federation in state registration needs (letter dated 17.02.2011 N 01/8577-DK);

participation in the organization and conduct of annual screening examinations, periodic medical examinations of minors;

participation in the organization of preventive medical examinations of minors;

participation in the development of an individual plan for preventive and health-improving measures for students, taking into account the group of health status, a medical group for physical education on the basis of the results of preventive medical examinations, data from medical examinations and current observation;

participation in the organization of medical examinations of minors before and during the period of industrial practice in organizations whose employees are subject to medical examinations;

participation in the formation of risk groups among minors in order to conduct differentiated medical supervision and determine priorities in the development and implementation of preventive, treatment and health, correction and rehabilitation programs in educational institutions at the individual and group levels on the basis of medical, social, psychological, pedagogical and other information ;

participation in the assessment of the completeness of the submitted data of the medical examination of children entering the first grade;

participation in the assessment of the functional readiness of a minor to study at school, when a student is transferred to a class of compensatory education, when a minor is transferred to an organization with an increased level of education, etc .;

participation in the preparation and conduct of a comprehensive medical and psychological-pedagogical assessment of the health of minors;

interaction with district pediatricians, medical specialists of a medical organization and psychologists and teachers of an educational organization on the issues of professional suitability of minors;

participation in the conduct (together with the teaching staff) in the educational organization of events and in the control of their effectiveness in the formation of stable stereotypes of a healthy lifestyle among minors (at the group and individual level), including the prevention of alcoholism, drug addiction, substance abuse;

participation in carrying out preventive work in an educational organization to prevent early onset of sexual activity in minors, sexually transmitted diseases, HIV / AIDS;

interaction in accordance with the procedure established by law with psychiatrists, drug addiction doctors, social educators, psychologists, law enforcement officers, guardianship and guardianship services and others in identifying deviant and asocial forms of behavior of minors (alcoholism, drug addiction, substance abuse, smoking, vagrancy, involvement in criminal activity, etc.);

participation, together with the medical and social department of the children's polyclinic (department) and other medical organizations (family planning centers, reproductive health care, etc.) in the implementation of medical and psychological educational programs for preparing minors to create a family, correct reproductive behavior;

participation in carrying out, in the conditions of an educational organization, work on the correction of health disorders of minors, reducing the possibilities of their social adaptation, limiting the possibilities of training, choosing a profession, preparing for military service (pathology of the organs of vision, digestion, musculoskeletal system, nervous system, etc.);

informing parents and (or) legal representatives of a minor about the state of health of students, making copies and (or) extracts from medical records;

participation in the health improvement of minors during their rest period;

registration and analysis of cases of injuries received in educational institutions;

transfer of information to the responsible medical worker of a medical organization to inform the internal affairs bodies about the admission (treatment) of patients (students) in relation to whom there are sufficient grounds to believe that harm to their health was caused as a result of illegal actions;

disinfection, pre-sterilization cleaning and sterilization of instruments;

storage of drugs, including medical immunobiological drugs, preservation of labels on vials, control over the terms of use of drugs;

observance of labor protection and fire safety rules at the workplace;

compliance with the rules of asepsis and antiseptics;

analysis of the implementation of the monthly vaccination plan;

accounting of medical equipment, drugs, vaccination material, their timely replenishment;

interaction with district pediatricians, specialist doctors of medical organizations, psychologists and teachers of educational organizations:

registration of medical documentation in the prescribed manner and submission of reports by types, forms, in terms and in the amount established by the authorized federal executive body;

transfer of information to a responsible medical worker of a medical organization to inform the territorial bodies of internal affairs about the facts of admission (treatment) of patients (students) in respect of whom there are sufficient grounds to believe that harm to their health was caused as a result of unlawful actions, and the appointment of medical workers responsible for the facts receipts (appeals) of such patients;

maintains approved forms of accounting and reporting medical documentation.

5. If violations of sanitary and epidemiological legislation and (or) factors that affect or pose a threat to the life and health of students are detected, the nurse (paramedic) informs the head of the student's medical aid department or the head of the medical organization and the head of the educational organization about the violations and risk factors.
