1. GENERAL LABOR PROTECTION REQUIREMENTS

1.1. This Instruction establishes the basic labor protection requirements for a trolley driver when performing emergency recovery work and repairing signaling devices, centralization and blocking of railways (hereinafter - SZB).

1.2. Men who are not younger than 18 years old are allowed to work as trolley drivers, who have passed professional selection, vocational training, a mandatory preliminary (upon admission to work) medical examination, who have passed qualifying exams for the right to drive a trolley, as well as have been instructed, trained, trained and tested labor and fire safety.

No later than one month after hiring, a trolley driver must undergo training in providing first (pre-medical) aid to victims.

In the process of work, the trolley driver must undergo repeated, unscheduled and targeted briefings, mandatory periodic medical examinations, as well as at least once a year - training in providing first (pre-medical) aid to victims, checking knowledge of electrical safety, construction and maintenance of the trolley crane installation.

1.3. The driver of the trolley must have an electrical safety group of at least III.

1.4. The trolley driver must know:

trolley device, methods and safe techniques for troubleshooting its equipment;

the effect on a person of hazardous and harmful production factors that may arise during work;

rules for providing first (pre-medical) aid to victims;

the place of storage of the first-aid kit with the necessary medicines and dressings, their purpose and dosage of use;

the location of electrical wires, electrical machines, devices and apparatus that are energized on the railcar;

labor protection and fire safety requirements.

1.5. The trolley driver during work must have with him:

a copy of the certificate for the right to drive a trolley;

an identity card with a mark on the delivery to the personnel department of a certificate for the right to drive a railcar

route sheet of the AU-12 form and the driver's form of the TU-57 form;

warning coupon;

certificate of the EU-43 form about the electrical safety group;

the act of the next control and technical inspection of the railcar;

train schedule with changes;

extracts from the technical and administrative acts of the stations at which the performance of work is envisaged;

an extract from the order of the head of the railway on the establishment of train speeds on the serviced section of the railway;

certificate for the right to operate the crane installation.

1.6. The trolley driver must:

to comply with the internal labor regulations and the established work and rest schedule;

do the work that is included in his job duties or commissioned by the immediate supervisor or work supervisor;

during work, be attentive, not distracted or distract others, do not allow workplace persons not related to work;

know the procedure for fencing railcars on station tracks and haulage when performing work on the repair of signaling devices;

be able to provide first (first aid) aid to victims in an accident.

1.7. On the territory of the station, on the territory, in the shops and premises of the signaling center distance, the trolley driver must:

comply with the requirements of safety signs and signals warning of danger;

monitor the movement of locomotives, wagons, cranes, railcars, cars and other vehicles;

cross the inspection ditches along the walkways;

go only along specially established routes, marked with signs "Service passage".

The trolley driver is prohibited from:

be under a raised load;

touch electrical appliances and their clamps, general lighting fittings and contact network supports;

open the doors of electrical cabinets under voltage;

stay in places marked with the safety sign "Caution! Oversized place!", during maneuvers, input (output) of railcars, motor vehicles, carriages through the gate on the way of sludge or into the garage.

1.8. While on the railway tracks (hereinafter referred to as tracks), the trolley driver must comply with the following requirements:

to the place of work and from work go only along specially established routes, indicated by the signs "Service passage";

when crossing the tracks, use specially equipped pedestrian bridges, tunnels, paths (decks), overpasses, as well as places where signs "Crossing railway tracks" are installed;

walk along the tracks along the side of the road or in the middle of the inter-track, paying attention to locomotives and wagons moving along the adjacent tracks;

cross the tracks at right angles, stepping over the rail, after making sure that there are no locomotives or wagons moving at a dangerous distance in this place;

cross the track occupied by the rolling stock, using the transitional platforms of the cars, after making sure that the handrails, steps and floor of the platform are in good working order. When leaving the car, hold onto the handrails and face the car, having previously inspected the place of descent and made sure that the handrails and steps are in good working order, as well as that there are no locomotives and carriages moving along the adjacent track. In the dark, the place of descent should be illuminated with a lantern. These requirements must also be observed when getting on and off the trolley;

bypass a group of cars or locomotives standing on the track, at a distance of at least 5 m from the automatic coupler;

pass between uncoupled cars, locomotives and locomotive sections if the distance between their automatic couplings is at least 10 m;

pay attention to traffic light readings, sound signals and warning signs;

do not touch broken electrical wires;

do not come closer than 2 m to the live parts of the overhead catenary.

The trolley driver is prohibited from:

stand or sit on the rails;

be on footboards, ladders and other external parts of railcars, locomotives, carriages when they are moving;

cross the track in the area of \u200b\u200bthe turnouts;

to cross or run across tracks in front of an approaching rolling stock or immediately behind a passing train, without making sure that the oncoming train is not moving along the next track;

to crawl under standing wagons, climb onto car couplers or under them when crossing the tracks;

be in the inter-track during non-stop movement of trains along adjacent tracks.

1.9. After leaving the illuminated room at night, it is necessary to wait some time for the dark adaptation of the eyes.

1.10. Leaving the room or from around the corner of the building, which impairs the visibility of the railway track, you should first make sure that there is no rolling stock moving along it.

1.11. During work, the driver of a railcar can be affected by the following hazardous and harmful production factors:

a) physical:

moving rolling stock;

movable and rotating parts of trolley equipment;

increased dust or gas content in the air in the working area;

increased or decreased temperature of equipment surfaces;

increased or decreased air temperature in the working area;

increased noise level at the workplace;

increased vibration level;

high or low air humidity;

increased air mobility;

increased voltage value in the electrical circuit, the closure of which can occur through the human body;

lack or lack of natural or artificial illumination of the working area;

physical overload when moving heavy loads manually;

work at height;

b) chemical factors that have an irritating, sensitizing effect (capable of being absorbed through intact skin).

1.12. When a trolley is operating on electrified railway tracks, the driver of the trolley is prohibited from approaching or bringing the tools and devices used in his work closer to parts of a disconnected but not yet grounded overhead catenary at a distance of less than 2 m.

It is not allowed to stop and work with the use of the trolley lifting mechanisms directly under the energized overhead power lines.

1.13. The trolley driver must be provided with the following overalls, footwear and other personal protective equipment:

lavsan-viscose suit or cotton suit;

combined mittens;

protective glasses.

In winter, additionally:

heat protective suit;

galoshes on felt boots.

On the tunnel sections of the railway, in addition, a breathing apparatus with compressed air (on duty).

1.14. The trolley driver must comply with the following fire safety requirements:

store lubricants in metal containers with narrow necks and tight-fitting lids, and cleaning material, both clean and dirty, separately in metal boxes, buckets with lids;

do not allow smoking in the trolley control cabin and the use of open fire;

refuel the fuel tank with the engine off;

monitor the serviceability of the fire extinguishing equipment available on the railcar.

1.15. When inspecting the railcar, as well as when passing along the tracks, any wires sagging, torn off and lying on the ground, ballast prism, sleepers or hanging on trees can pose a danger to human life. They are to be considered energized.

It is forbidden to touch the broken wires of the contact network, overhead power lines and foreign objects on them, regardless of whether they touch or do not touch the ground or grounded structures. If a broken wire of an overhead catenary or an overhead power line is found, measures should be taken to fence this dangerous place and report the incident to the area of \u200b\u200bthe contact network or, using any type of communication, to the energy dispatcher.

Once at a distance of less than 8 m from the broken wire lying on the ground, you should leave the danger zone in small steps, not exceeding the length of the foot, without taking your feet off the ground.

1.16. In case of sudden malaise on the way, the trolley driver must inform the train dispatcher on duty at the station about the incident by radio. If it is impossible to proceed further, the driver must stop the trolley and inform the drivers of the following and oncoming trains, the train dispatcher and those on duty at the railway stations limiting the run by radio communication.

1.17. The trolley driver must comply with personal hygiene requirements.

Food should be taken in specially designated and equipped rooms or places, drink water only from specially designed installations, and on a trolley - from a container designed for storing drinking water.

To protect the skin from the effects of mineral oils, oil products, organic solvents, emulsions, solutions of acids and alkalis, protective pastes, creams and ointments approved for use in the prescribed manner should be used.

1.18. The trolley driver must keep his personal clothes separately from overalls and footwear in the lockers of the dressing room specially designed for this.

1.19. The trolley driver must monitor the cleanliness and serviceability of overalls, promptly hand them over for washing and repair.

1.20. In case of injury, the trolley driver must stop working, notify the work manager and seek help from a medical center or a medical and preventive institution.

1.21. A trolley driver who does not comply with the requirements of this Manual is liable in accordance with the legislation of the Russian Federation.

2. LABOR PROTECTION REQUIREMENTS BEFORE STARTING WORK

2.1. Before starting work, the trolley driver must:

receive a route sheet of the AU-12 form from a senior electromechanic (electromechanic) responsible for the operation of a special self-propelled rolling stock of the signaling center;

pass a mandatory pre-trip medical examination with a mark in the route sheet;

put on serviceable overalls, buttoned all the buttons, and put hair under the headdress.

2.2. Before accepting the car, the driver must make sure that it is braked by the hand brake and that brake shoes are placed under the wheelsets on both sides of the car.

2.3. When accepting the trolley, the driver must:

make sure by external inspection that the components and assemblies of the railcar are in good working order, paying special attention to the condition and serviceability of the engine, running gear, spring suspension, brake system, automatic couplers, windshield wipers, searchlights, lighting and signaling devices, crane installation, protective covers and fences blocking access to rotating and live parts;

inspect the KLUB-P security device, make sure that the seals on the security device are present and intact, the presence and validity of the checkpoint certificate for the right to use the security device;

check the health of the radio station;

check the presence and serviceability of removable load-gripping devices (traverse, slings), tools, signaling accessories, fire-fighting equipment, the presence and completeness of the first-aid kit with medicines and medical supplies;

check the correctness of loading and the reliability of fastening the cargo, ensuring the size of the rolling stock, the reliability of fastening the lifting crane;

inspect and make sure that the protective equipment is in good working order: two pairs of dielectric gloves, two dielectric carpets and a tool with insulated handles.

Protective equipment should be stored in special boxes separate from the tool.

On protective equipment against electric shock, other than dielectric carpets and tools with insulated handles, stamp the date of their next test.

It is forbidden to use protective equipment with an expired test period.

When inspecting tools with insulated handles, check that the insulation on the handles is free from pits, chips, swelling or other defects.

Dielectric carpets should not have visible mechanical damage.

Dielectric gloves should not be mechanically damaged and should not be wet. Inspect dielectric gloves for punctures or breaks by twisting them towards the fingers. The presence of air in a rolled glove will indicate its intactness. Wet gloves should be wiped with a dry cloth both outside and inside.

2.4. All operations for inspection, adjustment, lubrication, elimination of identified faults should be carried out with de-energized electrical network and stopped mechanisms and assemblies of the railcar.

Work under the railcar frame must be carried out with the engine off in compliance with the requirements of paragraph 2.2 of this Manual.

2.5. Before starting the engine, check the level and, if necessary, add coolant to the engine cooling system and oil to the crankcase.

2.6. Refuel the railcar with fuel and fill the oil in the crankcase with the engine stopped.

It is necessary to fill in fuel and oil using a funnel or special devices, preventing their leakage. After filling with fuel and oil, close the filler neck of the fuel tank and crankcase with plugs.

To avoid burns to your hands and face as a result of escaping steam and coolant, open the radiator cap to add coolant after stopping and cooling the engine.

Drain used oil, coolant and low-quality fuel only in a container specially designed for this.

It is forbidden to drain used oil, low-quality fuel and coolant onto the track and into the inspection ditch.

2.7. Small quantities of lubricants should be transferred to the trolley and stored in special containers with tight-fitting lids.

use an open fire to heat the engine crankcase and illuminate the railcar units during their inspection and maintenance, smoke in the immediate vicinity of the engine power system and fuel tanks;

to inspect, adjust and repair the running gear, hydraulic and cardan transmission, brake system and other units under the railcar frame, inspect and maintain the engine and electrical equipment when the engine is running;

activate the brakes when the repair or maintenance personnel are under the trolley.

2.9. It is forbidden to open and close the valves and taps of the air line, apparatus and tanks of the trolley with hammer blows or other objects.

When troubleshooting devices and air leaks in the connections of air lines, devices and tanks under pressure, it is necessary to turn them off and release compressed air.

Before disconnecting the connecting hoses of the brake line, turn off their end valves.

When blowing out the brake line of a railcar, in order to avoid hitting the connecting brake hose, it is necessary to hold it using a bracket for hanging the connecting hose or hold the hose with your hand at the connecting head.

2.10. When inspecting batteries, use a portable light or rechargeable flashlight.

It is forbidden to use portable lamps without safety nets, with a damaged plug and wire insulation. When connecting portable luminaires to a power source, they should be handled or firmly fastened (tied up) to avoid falling.

Do not place the tool on batteries.

2.11. The trolley driver must make an entry in the technical condition log of the TU-152 form trolley about the malfunctions revealed during the trolley acceptance process, inform his immediate supervisor (senior electromechanic, electromechanic) and take measures to eliminate them.

2.12. Before leaving the sludge track, out of the garage, box, the trolley driver must give a command to the assistant trolley driver (accompanying person) to remove brake shoes from the trolley wheel pairs and make sure:

in the absence of obstacles in the path of the trolley movement;

full opening and securing of garage doors, boxing;

the absence of people on the steps, the roof of the trolley and in the observation ditch of the path from which the trolley will be taken out.

The speed of movement when leaving the trolley should not exceed 3 km / h.

3. LABOR PROTECTION REQUIREMENTS DURING WORK

Labor protection requirements when driving a trolley

3.1. Before leaving the trolley to the station, the driver must call the person on duty by radio railway station, report to him about the readiness of the trolley for departure and receive information from him about the order.

3.2. When transporting a work brigade on a railcar, the railcar driver's route sheet (in the "Information about the brigade" section) must indicate the position, surname, first name and patronymic of the employee appointed by the order for the distance signaling system responsible for the safe transportation of the work crew.

3.3. Before starting the movement, the trolley driver must make sure that the working team leaving the line is in full force in the trolley cabin. It is prohibited to transport workers on open platforms attached to a railcar, as well as on railcar platforms that are not equipped with seating positions.

The number of workers transported by railcar should not exceed the number indicated in the railcar's passport.

It is forbidden to transport unauthorized persons on the trolley.

3.4. During the movement of the trolley, the driver must be in his place at the control panel and monitor the signals, the absence of obstacles on the way and the operation of the trolley.

3.5. While the trolley is in motion, the brigade employees are prohibited from getting on the trolley platform.

When a railcar moves forward in wagons (platforms) in cases where movement is otherwise impossible (exit to the haul, return to the station from the haul after unloading equipment or performing other work, during maneuvers at the station and in other cases), there must be a wagon in the head of such a train with a transition platform facing the direction of travel, on which a specially designated employee with signal accessories must be. This employee is obliged to monitor the free path and, if there is a threat to the safety of traffic or people's lives, take measures to stop the trolley.

3.6. When moving along the adjacent track of the oncoming train, the driver of the trolley must monitor its condition and in case of detection of foreign objects, cargo outside the size of the rolling stock, or any damage to the oncoming train, immediately inform the driver of the oncoming train and the duty officer of the nearest railway station about this by radio ... During the passage of the oncoming train, the assistant trolley driver must move to the trolley driver's workplace.

3.7. When approaching oncoming trains on the tracks or at railway stations in the dark, the trolley driver must switch the spotlight to the "Dim light" position at such a distance so as not to blind the locomotive crew of the oncoming train. After following the head of the oncoming train, the trolley driver must immediately turn on the searchlight to the "bright light" position.

When trains cross at stations, the driver must turn off the searchlight when the trolley stops. At stations, when carrying out shunting operations, the trolley driver must turn on the searchlight in the "Dim light" or "Bright light" position, depending on the visibility on the tracks.

3.8. When the trolley approaches the tunnel, close the trolley cabin windows, turn on the searchlight and lights near the buffer beam.

3.9. If it is necessary to park the trolley on the tracks of the station, the driver must obtain the consent of the station duty officer.

3.10. When inspecting a trolley at night, the trolley driver must use a portable hand-held safe voltage lamp or a rechargeable flashlight.

Labor protection requirements during loading and unloading operations and installation of signaling equipment

3.12. Before loading equipment, structures, products and materials (hereinafter referred to as the cargo), the floor of the trolley platform or trailer platform must be cleaned of foreign objects and dirt.

3.13. The work of the trolley hoisting crane must be carried out with the trolley braked by pneumatic and hand brakes. On slopes between 0.002 and 0.025, brake shoes must be placed under the wheels. On slopes more than 0.025, it is prohibited to carry out work with a trolley crane.

The weight of the load to be lifted should not exceed the lifting capacity of the crane with an appropriate boom reach.

3.14. Load slinging should be carried out with inventory slings or special load-gripping devices made according to the approved project (drawing).

The driver of the railcar must have schemes for slinging goods that do not have special devices (loops, pins, eyelets) for slinging.

Slinging methods must exclude the possibility of falling or sliding of the sling load.

3.15. When performing loading and unloading and installation work, the choice of the type of sling (ring, single-branch with two loops, two hooks or with a hook and loop at the ends, four-branch with hooks or loops at the ends) should be made depending on the weight, configuration and places of slinging the load.

The slings should be chosen so long that, when slinging the load, the angle between the branches of the sling and the vertical does not exceed 45 °.

Each lanyard must be tested and have a metal tag indicating its number, load capacity and test date.

3.16. Loading and unloading of traffic light reinforced concrete masts should be carried out by a crane using special lifting devices (traverses) or slings. Slinging of the masts must be done at two points located at a distance of 0.3 of the length of the mast on both sides of its center of gravity.

3.17. Before lifting and moving the load with a trolley crane, it is necessary to check the stability of the position of the load and the correctness of its slinging.

3.18. Lifting and lowering the load should be done vertically, smoothly, without jerking or swinging. The load must be previously raised by a crane to a height of 0.2 - 0.3 m to check the correctness and reliability of its slinging.

Adjustment of slings on a raised load and a crane hook by blows with a sledgehammer, with a crowbar or manually is not allowed.

If an uneven tension of the lines or unreliability of slinging of the load is detected, the driver of the trolley, at the command of the slinger, must lower the load to re-sling it.

After the slinger checks the correctness and reliability of slinging the load and lifting it to a height of no more than 1 m from the floor (platform) level, the trolley driver should move the load further only after the slinger has been removed to a safe place.

3.19. The load or lifting devices, when they are horizontally moved by a crane, must be raised 0.5 m higher than objects encountered on the way.

3.20. When carrying out loading and unloading operations, it is not allowed to find unauthorized people in the area where the crane is working. It is not allowed to lower the load onto the trolley platform or trailed platform, as well as raise it when people are on the platform.

3.21. The trolley driver is prohibited from:

move cargo over people;

to lift and move people, as well as load balanced by people;

move the trolley simultaneously with the maneuvers of the lifting crane with the load suspended on its hook (lifting the load, moving the load along the crane boom, turning the crane boom);

to lift with a crane a load covered with earth or frozen to the ground, laid by other loads, bolted or filled with concrete;

release slings and ropes clamped by the load with a lifting crane.

3.22. The movement of a railcar with a load on the crane hook when the crane jib is positioned along the axis of the track on a horizontal straight section of the track is allowed at a speed of no more than 5 km / h.

3.23. The cargo loaded onto a trolley or trailed platform must be securely fixed taking into account the movement of the trolley with the maximum permitted speed on straight and curved sections of the track and the possibility of sudden braking.

3.24. Traffic lights should be installed, as a rule, using circular slings with semi-automatic locks that allow the slings to be removed without lifting workers to the mast.

Traffic lights with metal masts can be installed with or without foundations (on previously installed foundations).

The slinging of the traffic light should be done above its center of gravity so that when it is lifted it hangs out above the pit (foundation) without significant efforts by workers to level it in the vertical plane.

After slinging the traffic light at a distance of 2 - 2.5 m from the slinging point towards the butt of a reinforced concrete mast or a traffic light glass with a metal mast, fasten the braces from a nylon, hemp or cotton rope to align the traffic light in a vertical plane and prevent its spontaneous reversal when installed in a pit ( on the foundation). The length of the ropes should allow workers to stay at a distance of at least 5 m from the vertical plane formed by the projection of the nearest traffic light point.

3.25. With a separate installation of a traffic light with a metal mast and its foundation, the trolley driver can start lifting the mast only after backfilling and ramming by the workers of the brigade of soil in the pit around the foundation.

3.26. It is forbidden to raise the mast or lower it when trains pass along adjacent tracks, as well as when the wind speed is more than 10 m / sec., Heavy rain, fog, snowfall.

3.27. Installation or dismantling of traffic light masts on electrified areas is allowed only when the voltage is removed and when the contact wire is grounded by the employee of the power supply distance and in his presence.

3.28. When a train approaches along an adjacent track, the work on loading or unloading cargo by a railcar crane must be stopped, the crane boom is installed along the axis of the track to ensure the gauge, and the load is lowered.

3.29. On the high-speed section of the railway (the section of the railway on which the speeds of passenger trains 141 - 160 and 161 - 200 km / h are set), the trolley driver must stop work 10 minutes before the passage of the high-speed passenger train, bring the working bodies of the trolley from the side of the adjacent track , along which the high-speed passenger train is expected to proceed, to the overall position and do not leave the control cab of the railcar until the train travels.

4. LABOR PROTECTION REQUIREMENTS IN EMERGENCY SITUATIONS

4.1. In the event of an accident or an accident, including when a victim is found on the track, the trolley driver must stop the trolley, brake it with a hand brake, give the command to the assistant trolley driver (the employee accompanying the trolley) to put brake shoes under the wheelsets, report the incident to the duty officer or to the head of the nearest railway station, to warn the drivers by radio communication following the oncoming and oncoming trains about the forced stop of the trolley, together with the brigade workers on the trolley or independently (depending on the circumstances) to help the injured and deliver them to the station. At the time of leaving the trolley by the driver, an assistant trolley driver or an employee accompanying the trolley must be in the control cabin.

4.2. If a fire is detected on the trolley, the trolley driver must take measures to stop it (except when the trolley is in a tunnel, on a railway bridge, overpass, viaduct, under a bridge, near transformer substations, burning buildings or other places that pose a threat to the rapid spread of fire or impede the organization of fire extinguishing and evacuation of the brigade workers), turn off the engine ignition (turn off the diesel engine) and take measures to extinguish the fire with the fire extinguishing means available on the trolley.

The stopping of a burning railcar on electrified railway lines should be carried out in such a way that it is not located under rigid or flexible crossbars, sectional insulators, air switches, as well as at the interface of anchor sections.

4.3. Simultaneously with taking measures to stop the trolley, the driver of the trolley must give a fire alarm and, using radio communication or any other form of communication possible in the current situation, report the fire to the train dispatcher or the duty officer at the nearest railway station.

If the fire cannot be extinguished by his own forces and means, the driver of the trolley must, in accordance with the established procedure, request a fire train, isolate the burning trolley from other rolling stock, wooden structures and other structures.

4.4. When electrical equipment catches fire, only carbon dioxide or powder extinguishers should be used to extinguish it. Do not direct the jet of carbon dioxide and powder towards people. When using a carbon dioxide fire extinguisher, in order to avoid frostbite, do not grasp the bell of the fire extinguisher with your hand.

4.5. It is allowed to extinguish burning objects located at a distance of less than 2 m from wires and structures of the contact network and overhead power lines that are energized, only with carbon dioxide and powder fire extinguishers.

It is possible to extinguish the fire with water, foam and air-foam fire extinguishers only after informing the work manager or another responsible person that the voltage from the contact wire is removed and it is grounded.

If foam gets on unprotected areas of the body, wipe it off with a handkerchief or other material and rinse with an aqueous solution of soda.

4.6. The extinguishing of an ignition source located at a distance of 7 m or more from a live contact wire can be allowed without removing the voltage. In this case, it is necessary to ensure that the stream of water or foam is not directed towards the overhead wire and other live parts of the overhead catenary.

4.7. In the event of a fire when performing emergency recovery work, repairing outdoor signaling devices or at the place where the trolley is parked, the trolley driver must:

immediately inform the work manager or another responsible person about this, indicating the exact place of the fire;

notify others and, if necessary, remove people from the danger zone;

take measures to extinguish the fire with the available primary fire extinguishing means and evacuate material assets.

4.8. Fire extinguishing using internal fire hydrants should be carried out by a calculation of two people: one rolls the sleeve from the crane to the place of the fire, the second opens the crane at the command of the rolling sleeve.

4.9. When extinguishing a fire with a felt mat, the flame should be covered so that the fire from under the felt does not fall on the person extinguishing the fire.

4.10. When extinguishing a fire with sand, the scoop or shovel should not be raised to eye level to avoid getting sand into them.

4.11. When clothes are lit on a person, it is necessary to extinguish the fire as soon as possible, but at the same time it is impossible to knock down the flame with unprotected hands. Flammable clothing must be quickly thrown off, ripped off or extinguished by flooding with water. A thick cloth or tarpaulin can be thrown over a person in burning clothes, which must be removed after the flame has been extinguished to reduce the thermal effect on human skin. In this case, you must not cover the person's head, as this can lead to damage to the respiratory tract and poisoning with toxic combustion products.

4.12. In case of a forced stop in the tunnel, the trolley driver must immediately find out the reason for the stop and the possibility of further movement.

If a gas smell is detected, the trolley driver must wear a breathing apparatus mask.

Actions of a trolley driver to provide first (pre-medical) medical aid to victims

4.13. Electrical trauma

When rendering first (first-aid) medical aid to a victim of electric current (hereinafter referred to as assistance), it is necessary to stop the effect of electric current on the victim as soon as possible (turn off the electrical installation using a switch, a knife switch, by removing the fuses, the plug connector, cut the wire with an ax with a dry wooden handle or throw it away from the victim with a dry stick, board or some other dry object that does not conduct an electric current, pull the victim away from live parts by their clothes, if they are dry, or by their feet, without touching his shoes). In this case, one should act with one hand, observing safety measures so as not to be in contact with the current-carrying part of the electrical equipment and under the step voltage, being in the zone of spreading of the earth fault current. In this case, do not touch the victim with bare hands while he is under the influence of current. To do this, the caregiver must wear dielectric gloves or wrap his hand with a scarf, put on a cloth cap, pull on the sleeve of a jacket or coat, throw a rubberized cloth (raincoat) or just dry cloth over the victim.

If the victim is at a height, before the electric current stops acting, measures should be taken to prevent the victim from falling and additional injury.

It is necessary to unbutton the victim's clothing, provide an influx of fresh air, restore breathing and blood circulation in the victim by administering artificial respiration and chest compressions (until the pulse and natural respiration are restored or before arrival medical professionals), apply a sterile dressing to the electrical burns.

4.14. Mechanical injury

When the victim receives a mechanical injury, it is necessary to stop the bleeding:

with arterial bleeding (scarlet blood, flowing out in a pulsating stream) - press the artery with your finger, apply a tourniquet, twist or pressure bandage above the wound, treat the wound with hydrogen peroxide and apply a sterile bandage. A tourniquet should be applied to the limb above the wound site, tracing it around the limb raised upward, previously wrapped in some kind of soft tissue, and fix it on the outer side of the limb. After applying the first turn, the tourniquet must be pressed with your fingers and make sure there is no pulse. Apply the next turns of the bundle with less effort. Be sure to put a note under the tourniquet (twist) indicating the time of its application. A tourniquet (twist) can be applied for no more than one hour;

with venous bleeding (the blood is dark, does not pulsate) - apply a napkin with an antiseptic and a pressure bandage to the wound.

Give the victim pain reliever.

Treat small wounds, the skin around them and abrasions with iodine or a solution of brilliant green and seal with a bactericidal adhesive plaster.

In case of a spinal fracture, lay the victim on a shield.

In case of fractures of limbs (arms, legs), immobilize (immobilize) the broken limb (with tires or any available means - boards, slats) with fixation of two adjacent joints or fixation of the arm to the body, legs to the leg.

In case of open fractures, it is necessary to lubricate the surface of the skin around the wound with tincture of iodine and apply a sterile bandage before applying the splint.

Position the splint so that it does not lie over the wound and does not press on the protruding bone.

In case of dislocation, it is necessary to fix the limb (with a splint, rail) in a motionless state, and when the ligaments are stretched, apply a pressure bandage and cold to the place of stretching.

4.15. Eye injury

In case of injuries or severe bruises of the eye (s), a sterile bandage should be applied to the eye (both eyes).

In case of contact with dust, chemicals or poison, the eyes should be rinsed abundantly with a gentle stream of running water for 10 to 15 minutes.

In case of eye burns with hot water or steam, rinsing of the eyes is not recommended; a sterile bandage should be applied to the eyes.

Objects caught in the eye should not be removed from the victim's eye in order not to further damage him.

4.16. Thermal burns

For a first-degree burn (reddening of the skin is observed), moisten the burned area with a weak solution of potassium permanganate (pink).

In case of a second-degree burn (liquid-filled blisters are formed), a sterile dressing must be applied to the burned area.

For severe burns (tissue necrosis), a sterile bandage should be applied to the burned area. The victim must be given plenty of hot tea.

It is forbidden to lubricate the burned area with grease or ointments, to open or pierce the bubbles, to tear off the parts of clothing burnt to the skin.

4.17. Burns with acids, alkalis, poisons

In case of acid burns, the burned area of \u200b\u200bthe body should be washed with a 2% solution of baking soda. In the absence of baking soda, pour plenty of clean water over the burned area of \u200b\u200bthe body.

In case of burns with alkalis, the burned area of \u200b\u200bthe body should be washed with water acidified with acetic or citric acid, or watered abundantly with clean water.

Wash the poison on the skin thoroughly with a stream of water and soap or, without smearing or rubbing the poison into the skin, remove it with a piece of cloth or a cotton swab, then rinse with cold water. Apply an aseptic bandage to the burned area of \u200b\u200bthe body.

4.18. Poisoning

In case of acid poisoning, the stomach should be thoroughly rinsed with water, for which the victim should be given a few glasses of warm water to drink and artificially induce vomiting. This procedure should be repeated two to three times.

Then give activated charcoal to drink.

In case of gas poisoning, the victim must be taken out of the room to fresh air or a draft must be made in the room by opening windows and doors.

In case of poisoning with poison through the gastrointestinal tract, the victim must be given a few glasses of warm water to drink and induce vomiting. Repeat this procedure two to three times. Then give half a glass of water to drink with two or three tablets of activated charcoal and a saline laxative.

4.19. In all cases of electric shock, mechanical injuries, severe thermal burns, burns with acids, alkalis, poisons, as well as poisoning, the victim must be taken to a medical facility.

5. LABOR PROTECTION REQUIREMENTS AT THE END OF WORK

5.1. At the end of the work, the trolley driver, together with the assistant trolley driver, must clean the trolley of dust and dirt.

5.2. After entering the trolley onto the sludge path (into the garage, box), the trolley driver must:

turn off the engine;

instruct the assistant driver of the trolley (accompanying person) to place brake shoes under the wheelsets of the trolley and check its implementation. It is forbidden to put foreign objects and faulty brake shoes under the wheelsets of the trolleys;

check the level of fuel, lubricant, in winter time drain water from the engine (diesel) cooling system, drain condensate from moisture-oil separators and air reservoirs;

disconnect the battery and brake the trolley with a hand brake;

inspect the main components and equipment of the trolley;

close the trolley control cabin, hand over the keys to the senior electromechanic (electromechanic) responsible for the operation of the special self-propelled rolling stock of the signaling center distance, and report to him about the identified malfunctions of the trolley equipment and safety devices with an entry in the technical condition log of the TU-152 trolley;

1.1. TO independent work as a trolley driver, persons are allowed at least 18 years of age who have no contraindications for health reasons, who have been trained in a training center, who have a certificate for the right to drive a trolley of this type, who have passed the knowledge test according to the Rules for the Technical Operation of Railways (PTE) railways of Ukraine, Instructions for the movement of trains and shunting work on the railways of Ukraine, Rules for the operation of electrical installations of consumers (PEEP) and Safety rules for the operation of electrical installations of consumers (PTB for the operation of electrical installations of consumers).

Admission to independent work must be formalized by an order for the enterprise.

1.2. The trolley driver in the process of work passes:

  • induction training;
  • fire safety briefing;
  • initial instruction at the workplace;
  • targeted instruction;
  • electrical safety briefing in the workplace.
  • repeated instruction on occupational safety at the workplace at least every three months;
  • unscheduled briefing: when changing technological process or rules on labor protection, replacement or modernization of a railway crane, devices and tools, changes in working conditions and organization of work, in case of violations of labor protection instructions, interruptions in work for more than 60 calendar days (for work for which increased safety requirements are imposed - 30 calendar days);
  • dispensary medical examination in accordance with the order of the Ministry of Railways No. 23 dated 07.07.87

1.3. The trolley driver is obliged to observe:

  • internal labor regulations established at the enterprise;
  • the federal law " Transport charter railways of Ukraine ";
  • rules of technical operation of Ukrainian railways;
  • regulations on discipline of railway transport workers in Ukraine;
  • fire safety rules on railways;
  • the requirements of this manual, instructions on fire safety measures, electrical safety instructions;
  • PEEP and PTB during the operation of electrical installations of consumers;
  • requirements of the Instructions for the safe operation of railcars.

1.4. The trolley driver must:

  • be able to provide first (pre-medical) aid to the victim in an accident;
  • know the rules of technical operation of the railways of Ukraine;
  • instructions for signaling on the railways of Ukraine;
  • the device of the crane, its safety devices;
  • factors affecting the stability of the crane;
  • safe methods of slinging cargo;
  • the established procedure for the production of works by a crane near power lines;
  • the procedure established at the enterprise for the allocation and dispatch of cranes to the production facilities;
  • techniques for freeing persons who are under voltage from the action of current;
  • to have a first aid kit on the trolley for first aid (first aid), primary fire extinguishing equipment;
  • perform only assigned work;
  • during work, be attentive, not be distracted or distract others, do not allow persons not related to work to enter the workplace;
  • keep the workplace clean and tidy.

1.5. The driver must know and follow the rules of personal hygiene. Eat, smoke, rest only in specially designated areas and places. Drink water only from installations specially designed for this.

1.6. If you find any malfunctions in the trolley or danger threatening people's lives, stop the trolley immediately.

1.7. Only after eliminating the noted shortcomings, continue to work on the railcar.

1.8. If a fire is detected or in the event of a fire, stop the trolley, turn off the ignition, fuel and lubricant supply valves and proceed to eliminate the fire with the available means.

1.9. In case of an accident, provide the victim with first (first aid) aid, immediately inform the immediate supervisor of the incident, take measures to preserve the situation of the incident (accident), if this does not pose a danger to others.

1.10. A trolley driver in his work must be guided by the requirements:

  • of this manual;
  • federal law "Transport charter of Ukrainian railways;
  • rules of technical operation of Ukrainian railways (PTE);
  • instructions for signaling on railways;
  • regulations on the discipline of railway workers.

1.11. The driver in his work must use PPE: cotton semi-overalls, combined gloves; in winter, in addition: a jacket and trousers with an insulating pad, felt boots.

1.12. The main dangerous and harmful production factors are:

  • moving and rotating parts and assemblies of a railway crane;
  • hot surfaces of the engine, cooling system, etc.
  • engine exhaust gases;
  • falling under a live contact wire;
  • falling of goods during lifting and unloading operations and their transportation;
  • derailment.

2. Safety requirements before starting work

2.1. Put on overalls, buttoned all the buttons, remove hair under the headdress.

2.2. By visual inspection, make sure that all mechanisms, metal structures and other parts of the railcar are in good working order

2.3. Inspect the trolley mechanisms, their fastening and brakes, check the serviceability of the fences, check the lubrication of the mechanisms.

2.4. After inspecting the trolley before putting it into operation, the driver must check all the mechanisms at idle speed.

2.5. Upon detection of faults and deficiencies in the state of the trolley, safe work, and if it is impossible to eliminate them on his own, the driver, without starting work, must inform the master about this.

3. Safety requirements during work

3.1. During work, the driver must have a certificate with the assignment of an electrical safety group and a service certificate.

3.1. During the operation of the trolley mechanisms, the driver should not be distracted from his direct duties, as well as clean, lubricate and repair the mechanisms.

3.2. When operating a trolley, the driver must follow the requirements of this manual and the manufacturer's instructions.

3.3. If the driver is absent, he is obliged to stop the engine that sets the trolley mechanisms in motion, remove the ignition key. It is not permitted to enter and leave the cab while the movement, rotation or lifting mechanisms are in operation.

3.4. For the delivery of track fitters and small mechanization equipment, the loading of the trolley must comply with the factory operating instructions.

3.5. During the movement of the trolley, the driver is prohibited:

  • short circuit the safety interlock;
  • open and protrude outside doors on the move;
  • be on ladders and steps and other external parts of the car.

3.6. You can get off the trolley only after it has come to a complete stop

3.7. To inspect and repair the trolley at night, you should use portable lamps.

3.8. In the case of oncoming traffic of the railcar, the driver must monitor the condition of the track, and in the event of detecting foreign objects, immediately inform the duty officer at the nearest station.

4. Safety requirements in emergency situations

4.1. If a fire is detected on the trolley, the driver is obliged to stop the trolley and proceed with the elimination of the fire using improvised means and notify the master.

4.2.
