School librarian. When salaries for public sector employees will be raised What awaits librarians in the year

Whether there will be an increase in the salary of librarians in 2017 worries today every representative of this cultural craft. These days they have very low salaries, the government this question is reviewed and revised continuously.

The profession of a librarian appeared a long time ago, once he was called the keeper of books. Today, it is not popular, and in ancient times it was considered honorable. 4, 5 thousand years ago men preferred this position. A person of this profession owns the information base of a library or organization, he has a fairly wide range of daily activities at work.

What does a librarian do in the workplace

To choose such a profession, you need to be very fond of books, because for a full life, the paycheck of the keeper of intellectual value is hardly enough. And the requirements for hiring are not as tough as they used to be. For example, the applicant does not have to have a linguistics and higher education diploma.

All property of the library is under the supervision of this employee, who is responsible for everything that happens in the hall or office. A professional in his field, he is guided among the variety of literature and will help any reader to find the right copy in a matter of minutes.

Librarians also need to look after books and magazines that are gradually deteriorating. Usually, it is pleasant to deal with these specialists, because they are always polite and sympathetic, well-read and competent themselves. The modern librarian owns computer technology... Nowadays, more and more informational versions of books are used in the halls, the originals can be seen behind glass.

What are the earnings of library staff today

Even information on whether the salaries of librarians will be increased in 2017 in Russia is discussed on the pages of Internet portals. The average income of a specialist in this profession is about 10-15 thousand rubles. These are not rosy figures that make you think whether modern society needs cultural professionals.

It is difficult for a librarian to live on his income, so he has to either look for all sorts of part-time jobs, and devote little time to improving himself both personally and professionally, or become an irritated person who does not perform his duties well. Few stay in this position, as a rule, they are fans of the profession and literature. All this has long prompted the public to raise the issue of raising the salary of the librarian.

What does the government decide about the income of librarians

The Department of Culture has already decided on the salary of the library employee next year. Its leadership says that 2017 will be a joyful year for cultural workers, their income will increase to 60 thousand rubles. monthly.

The latest official statements from the authorities inform that the indexation of librarians' salaries for 2017 will be equal to or slightly exceed the figure of 50,000 (in rubles).

Some time before the crisis in 20018, the head of our country signed a decree to increase the salaries of public sector workers, but after the fall economic indicators not just any professionals, but doctors and teachers, for example, saw a slight increase in their earnings. Raising the salary of the librarian was postponed until the economic situation improved.

While it is known that the minimum indexing is possible for sure, it is 4 - 5 percent... It all depends on the rise in inflation.

Will librarians be made redundant

This year there were many staff reductions, since enterprises could not fulfill their obligations to increase earnings for all employees, as required by the bill, people who remained in organizations began to receive higher incomes, precisely due to the reduction in the cost of wages of those who left.

Whether there will be a reduction in librarians in 2017 has yet to be announced. But, if you think about it, x does not work so much today, therefore, the federal budget does not have much of the cost of these specialists.

There are speculations that only a few librarians could lose their jobs next year, and that is because the authorities may close libraries in countryside for inexpediency, because almost no one uses them, and it is necessary to support the working collective. City libraries will function, as always, with a permanent staff.

What is the demand for libraries and the need for librarians today

Until recently, Russia was considered one of the most widely read countries in the world.Now the number of book lovers has decreased. But, again, many people get the news they are interested in, and also read works and magazines online. In Soviet times, when the literacy of the population was rising, many people used free literature libraries.

The norm for the formation of a reading house is the number of residents in a city or village. The rural area has a threshold of 1,000 people, in the regional center and cities the potential number of readers is 2 - mind of a thousand people.

Also, book collections are located in different educational institutions. They contain textbooks, manuals, magazines and newspapers that are necessary for teaching students and teaching staff. In fact, citizens have needs that need to be met, including the use of free literary materials.

But, according to statistics, the number of libraries is decreasing. Closings have begun in 2011.Only in the period from 2013 to the 14th year 3, 4 thousand libraries disappeared, in 2014 340 storages with books were closed.The largest number of reading rooms ceased to exist in the villages.

The reason for the closure is considered to be the inefficiency of the halls. And this cannot but depend on the earnings of employees, because this is their motivation for quality work. Librarians' salaries in 2017 are expected to be higher than they are now.

Salary increase for librarians 2017, what's the latest news

Budgetary institutions have been undergoing reform since 2012. Reorganization and optimization should lead to the most rational spending of state funds. What will be saved should be used to increase the librarian's salary, as well as help improve the work of unclosed cultural and leisure organizations with reading rooms.

Funding for libraries is very low today.Reading rooms are becoming outdated because they are not being modernized, they do not quite fit into the present, since they practically do not develop during the crisis. And a lot is required: to allocate money for novelties of literature, and to equip the halls with computers, and to carry out monitoring among readers, which today is most interesting and in demand, finally, for repairs and payments to employees.

The increase in salaries for librarians in 2017, judging by the information released by the latest news, will not be as big as previously discussed. One should not be surprised that there are few applicants for such a position today. The person seems to be busy with some kind of hobby, and not work for which they should pay.

Now the question is about qualified people in the state.But without a justified assessment for labor, the situation is unlikely to be improved. It is also necessary to update the book fund, to attract readers with modern equipment, a cozy atmosphere and high-quality service, the possible holding of literary events (evenings) on the basis of libraries.

I would like the financing of modern reading rooms to be sufficient for their development, and, accordingly, for the domestication of the population. According to the head of the analytical center RANHIGS, the closure of libraries will negatively affect the socio-economic ascent of Russia, the cultural level of citizens, which may fall even more.

Maybe, library workers will receive only 4 percent, which is, on average, 460 rubles a month. Few agree to go out to work for small finances, as a rule, these are people of rural institutions, where there is absolutely no choice left. More than 50 percent of librarians work in Moscow and St. Petersburg.

The latest news that there will be a salary increase for librarians in 2017 makes you believe in the best, although it claims that there is not enough money in the budget. The Government is considering different solutions tasks of indexing the earnings of cultural professionals who hope only for the best.

Next year, the salaries of doctors, teachers and other employees of state institutions are promised to increase significantly - by the end of 2018, their monthly salary should be twice the average salary in the region. For these purposes, 80 billion rubles will be allocated from the budget. In turn, the Russians are counting on an increase in monthly income to 105 thousand rubles. "360" figured out whether state employees should count on a two-fold increase in wages in the next two years.

In 2018, about 80 rubles will be allocated from the federal budget to increase salaries of state employees in the regions. This was announced on Tuesday, September 26, by the head of the Ministry of Labor Maxim Topilin at a meeting of the Federation Council committee. The Minister stressed that in 2017, about 40 billion rubles were already sent to the regions for these purposes.

Funds are provided in federal budget for these purposes next year in full, I mean the specified categories of workers to increase wages... Next year this support will amount to 80 billion rubles

Maxim Topilin.

The policy of increasing salaries in the regions is carried out within the framework of the President's 2012 May Decrees program. According to this document, the salaries of public sector employees, which include doctors, teachers, scientists and social workers, should reach at least 200% of the average salary in the region by 2018.

President of the Russian Federation Vladimir Putin is personally monitoring the execution of the decree on increasing budget salaries. During a recent conversation with class teachers In the final grades of secondary schools in the Kremlin, the head of state noted that all possible means are used to provide Russians with decent wages.

This was exclusively my initiative, no one in the government prompted me to raise the level of wages to the average for the economy in the region. I just have to really stand with a cudgel, so that in the regions this is provided

Vladimir Putin.

Challenging plans

The average salary in Russia last year amounted to about 36.7 thousand rubles, which is almost 8% higher than in 2015, follows from the latest statistics from Rosstat. In total, in the period from 2012 to 2016, the average monthly salary of a Russian citizen increased by 27%.

However, the average salary of state employees is far from the targets set by the May decrees. So, social workers received about 21 thousand rubles in 2016, which was about 60% of the average salary indicator across Russia. The sphere shows higher indicators, but it is far from 200% of the average salary in the region. For example, the salaries of school teachers amounted to 32.5 thousand rubles, or 91% of the average salary in Russia, and the monthly remuneration of university teachers reached 50 thousand rubles (140% of the level average salary).

In a conversation with the "360" correspondent, the chairman public organization "Leningrad Federation of Trade Unions" Vladimir Derbin said that salaries in Russia are indexed in accordance with the government's plan and all increases are made on time.

Regions receive funds to index salaries regularly. However, in my opinion, minimum wage must be at least three living wages, that is, 32-33 thousand rubles. We need to strive for this indicator.

Vladimir Derbin.

Meanwhile, a recent poll by VTsIOM showed that the majority of Russians consider a salary of 105.5 thousand rubles (89% of respondents) acceptable. For residents of Moscow and St. Petersburg, the desired income is 207 thousand rubles and 141.5 thousand rubles, respectively. The most modest salary expectations were among the villagers - about 61 thousand rubles and young people (about 68 thousand rubles), while pensioners would like to receive 72.5 thousand rubles from the state every month.

Salaries in the public sector are an important socio-economic indicator that, in one way or another, affects the size of salaries in commercial organizations. Therefore, many managers and employees often have a question: what is the increase in salaries for state employees in 2019? Indeed, based on its size, you can index salaries in your company. Please note: Rosstat published the average salaries of state employees by industry and region for the first half of 2019.

In 2018, the Government, executing the President's "May decrees" on increasing salaries for public sector employees (2019), approved the allocation of 14.5 billion rubles to finance the increase in salaries of certain categories of employees of budgetary institutions. In 2019, salary indexation is also planned. Let's see what these separate categories of workers are. But let's start with the news.

Increase in salaries from 01.10.2019

  • employees of federal government, budgetary and autonomous institutions;
  • employees of federal state bodies, civilian personnel of military units, institutions and divisions of federal bodies executive powerin which the law provides for military and service equivalent to it.

Besides, Presidential decree Russian Federation from 13.06.2019 No. 279 "On increasing the official salaries of judges in the Russian Federation" from October 1, 2019, salaries will also increase for judges of all ranks: from judges of the Constitutional and Supreme Courts to justices of the peace of the constituent entities of the Russian Federation - by the same 4.3%.

Who are civil servants and state employees

First you need to figure out who the state employees are. It is obvious that in everyday life this word "hides" all those people who receive salaries from the budget: officials, security officials, employees of state institutions, doctors, teachers, scientists. But uniting all state employees into one large category will not be entirely correct. Indeed, from the point of view of legislation, they are divided into different categories:

  • civil servants (persons working in government agencies, in government agencies);
  • public sector employees (teachers, scientists, doctors, kindergarten teachers, employees of cultural institutions and university teachers).

The difference lies not only in the name, but also in the approach to material support, subordination and social services... As usual, civil servants have it somewhat better. And their salaries and allowances are regulated by separate legislation. Since the salaries of officials and the military are subject to specific rules, we will dwell in more detail on what increase in public sector salaries in 2019 was provided for the so-called "other categories" and what the salary increase for public sector employees will be in 2019 in Russia (latest news).

Government employees: doctors, teachers and accountants

According to rough estimates, about 33 million people work in the public sector in Russia. Of all citizens of working age (about 83 million people), the share of state employees is more than a third. Of these, about half are those who cannot be called civil servants, namely employees:

  • schools;
  • kindergartens;
  • secondary and higher educational institutions;
  • medical institutions;
  • libraries, museums and other cultural institutions;
  • scientific institutes.

They all get their wages from state budget RF: federal or local. Their working conditions are regulated by the Labor Code of the Russian Federation, as well as regulationsdeveloped by the department that manages the activities of the institution. For example, for doctors it is the Ministry of Health, and for cultural workers - the Ministry of Culture.

It is noteworthy that although all these legal acts (as opposed to law enforcement agencies) are open and public, it is difficult to officially understand the level of salaries of workers in these structures. After all, the remuneration system involves not only a salary, but also a whole layer of various bonuses, grants and bonuses. Therefore, for example, the salary of a leading accountant in budgetary organization may be the same, but different employees in different industries will receive completely different amounts.

However, when it comes to average salaries, all additional payments are usually taken into account when calculating them. So, according to Rosstat, the average salary in the country was 49,348 rubles (data for June 2019). Since statistics were sampled for all regions and cities, for small towns this indicator turned out to be overestimated: in practice, doctors and teachers in small municipalities can receive only 12,000-15,000 rubles a month. In general, the picture of average wages by industry and by region is presented in the table formed on the basis of Rosstat data on average wages of public sector employees.

On July 23, Rosstat published data on average wagescertain categories of workers social sphere and science in organizations of state and municipal forms of ownership in the constituent entities of the Russian Federation for January-June 2019.

Public sector salaries in 2019

The indexation of public sector salaries is part of Vladimir Putin's 2012 election program. The main document is Presidential Decree No. 597, sometimes referred to as "Presidential Order 597: Roadmap 01.01.2018". Then, in May, immediately after taking office, the head of state issued 11 decrees that dealt with raising the salaries of civil servants and other state employees. Then the President promised to increase salaries by 2019, primarily for teachers and doctors.

Salaries are increased primarily for those state employees who are subject to the Presidential Decrees:

The salary increases are phased. Finally:

  • for university teachers and doctors (medical workers with higher education), the salary level must be at least 200% of the average salary in the region;
  • at the middle and junior medical staff and social workers the salary level should not be lower than the average salary in the region.

Unfortunately, not all categories of state employees fell under the "May decrees". Obviously, there are a lot of those who have not received a salary increase. Therefore, the officials promised not to bypass them and also to index their salaries. So, in accordance with the law "On the federal budget for 2019 and for the planning period of 2020 and 2021", it is planned to increase the salaries of state employees (see the table below for indexation rates).

Categories of public sector employees whose salaries are indexed in accordance with the "May decrees" Categories of employees who did not fall under the "May decrees"

Increase in salaries of state employees from 01.01.2019

It should be noted that some state employees will have to increase their salaries regardless of indexation. Indeed, from January 1, it is planned to increase the minimum wage level (increase in the minimum wage), which will affect the salaries of junior and middle personnel with secondary education. From 01.01.2019, the minimum wage is 11 280 rubles. Such a salary increase will affect approximately 1.6 million people in the public sector.

Regional decisions on increasing public sector salaries

Decree of the Government of the Russian Federation No. 2599-r of 28.12.2012 obliges the governments of the constituent entities of the Russian Federation to adopt orders on their regional "road maps", in which to prescribe specific numbers for each year to increase salaries. So, road map Sverdlovsk region on wage increases in 2019 argued that the level of the average salary of social workers should be at least 100 percent of the average monthly salary in the Sverdlovsk region. And to increase the salaries of state employees in 2019 in the Krasnoyarsk Territory, the Government allocated an additional 2.9 billion rubles from the federal treasury, so that regional allowances and the northern coefficient can be taken into account.

At the end of the year, regional authorities traditionally prepare appropriate decisions on increasing salaries by next year... For example, in the Lipetsk region, deputies decided to increase salaries in 2019 for state employees who do not fall under the May decrees by 10%.

In connection with the reform of the Ministry of Internal Affairs in 2019, not everyone should expect an increase in wages. More than 20 thousand police officers will be laid off, and another 10 thousand will be asked to move to positions with lower salaries. The increase in teachers' salaries on average in the country will be 6%, but in some regions the figures will grow more. Thus, the Moscow authorities plan to raise teachers' incomes by 15% by September.

The increase in wages is largely achieved through an increase in income tax from 18% to 22%. According to experts, to receive more and to deduct more is a half-measure, which in reality will not bring real dividends to ordinary Russians.

Public sector salaries and latest indexation news in 2019

  • civil servants (persons working in government agencies, in government agencies);

  • secondary and higher educational institutions;

Those state employees who are subject to the Presidential Decrees will increase wages: The increase will be phased.

At the end of all stages: Unfortunately, not all categories of state employees fell under the "May decrees".

For clarity, consider these categories and the salaries of state employees in 2019. Table:

Will there be a salary increase for school librarians in 2019?

The low level of payment lowers the prestige of the profession; it remains attractive only for retirees who do not need serious spending. Young people work in school libraries not ready - it is impossible to support a family with this money.

In the specialty of a teacher, librarian, salaries are now calculated at a different, higher rate.

If we talk about the size of the traditional annual indexing against the background of inflation, it will correspond to the level of the latter - about 6 percent. Of all the funds allocated for the program, a significant part of the funds is spent on improving the economic condition of teachers and doctors, but even this growth was stopped by the economic crisis. “Each dream is given to you along with the forces necessary to fulfill it.

However, you may have to work hard to do this. ”Site materials are intended for people 14 years and older.

In case of partial or full use of materials, an active indexed link to the resource is required.

Salary increase for state employees in 2019

He also stressed that the relevant provisions have already been approved. Deputy Prime Minister O. Golodets and A. Siluanov also confirmed the decision to increase the income of state employees.

The Minister of Finance, however, noted that the resolution would be implemented with a delay. The head of the Accounts Chamber, T. Golikova, said that the growth of income of civil servants is planned for the last quarter of 2019.

Statements by politicians and officials in recent months indicate that all promises will be fulfilled by the 2019 presidential elections.

All doubters can calm down. Head of the economic department of the boarding school for the elderly and disabled ... 15700.

The country does not need state employees. I want to see you as a nurse, say the address And for the nurses, the work is difficult, everything lies with them, but you don't really strain yourself, what kind of people are envious of their money, and not someone else's.

When will the salaries of state employees be increased? Russian government plans for 2019

Let's present a list:

  • teachers;
  • nurses and doctors;
  • cultural workers;
  • university teachers;
  • social workers, etc.

Vladimir Putin shared his opinion with citizens that this state of affairs is extremely unfair.

But when will the salaries of state employees be increased? The leader of the state assured the Russians that on January 1, 2019, all salaries will definitely be indexed. Which public sector employees will increase their salaries from the beginning of next year? According to the Ministry of Labor, 5.8 million workers in this sector are still “overboard”. For the rest of the workers, wages have already "caught up" with inflation. In January 2019, the salary increase will wait: When the salaries of state employees will be increased, it is now clear to us.

But how much, the head of state did not specify. It all depends on the budget for next yearby the Ministry of Finance.

These documents were signed by Putin back in May 2012.

They united 11 decrees of the leader of the state with 218 instructions to the government. If we talk about their general essence, then they are aimed at the all-round improvement of the life of Russian citizens.

As for the general progress of the case, the "May orders" have already been fulfilled by the government by about three quarters.

What is the salary of a librarian

But it is better to discuss with your superiors why they did this, well, and hint that you do not intend to give up just like that. Usually officials are very worried about the place and will return everything as it should.

So, despite the apparent simplicity, this activity requires a lot of knowledge, skills and true love for the chosen business.

Maybe, but on condition that this library belongs to a solid institution - a ministry, a thriving large company etc. And here, unfortunately or fortunately, there is one moment: often they are accepted there only by acquaintance.

Local regulations establishing wage systems are adopted by the employer, taking into account the opinion of the representative body of workers (the elected body of the primary trade union organization of this institution). Compensation is due to those people who perform work in difficult conditions, combine several jobs, or work at night. All property of the library is under the supervision of this employee, who is responsible for everything that happens in the hall or office.

A professional in his field, he is guided among the variety of literature and will help any reader to find the right copy in a matter of minutes. Librarians also need to look after books and magazines that are gradually deteriorating.

The government of the Russian Federation approved a 4% increase in wages for public sector employees in 2019.

Legal advice on any legal issues.

This figure exceeds the inflation rate expected at the end of the year, which, according to the experts of the Ministry of Economic Development, will reach record lows - about 2.5%. The Cabinet approved a 4% increase in wages for employees of federal institutions in 2019. The portal of legal information informs about it. "Increase from January 1, 2019 by 1.04 times official salaries employees of federal state bodies, filling positions that are not positions of the federal state civil service, ”the Russian government decided.

Salaries will be increased for employees of federal state bodies, civilian personnel military units, institutions and subdivisions of federal authorities, where military and equivalent service is provided. That is, the work of a cultural worker can be estimated at 60 thousand rubles every month. But since there is still tension with the money of the Federal Treasury, decisions on the income of librarians are postponed to next year.
