We fill in and hand over the statistical form No. P-4: Information on the number and wages of employees

Information on the number and wages of employees is reflected in the form No. P-4. The form of the form is given in Appendix 11 to the order of Rosstat dated 09.24.2014 No. 580.

Who submits form number P-4

Form No. P-4 must be submitted by all companies, except small businesses. This is stated in the Instructions for filling out the report, approved by orders of Rosstat:

  • dated 28.10.2013 No. 428 (hereinafter - Instructions No. 428);
  • dated September 24, 2014 No. 580 (hereinafter - Instructions No. 580).

You need to apply both documents, they complement each other.

Revenue indicator for small businesses has changed

At the moment, small businesses include companies whose sales revenue excluding VAT for 2014 is no more than 800 million rubles. (Clause 3, Part 1, Article 4 Federal law of July 24, 2007 No. 209-FZ, clause 1 of the RF Government Decree of July 13, 2015 No. 702).

The new revenue figure is effective July 25, 2015. Before the amendments took effect, the revenue limit was RUB 400 million.

How often do you need to submit Form No. P-4

The frequency of submission of the report according to Form No. P-4 depends on the average number of employees of the company for the previous year. In 2015 - from the average number of employees for 2014 (see table below). This follows from paragraph 76.1 of Directive No. 428.

How to calculate the average number of employees

The procedure for calculating the average number of employees is given in paragraphs 77-83 of Instructions No. 428. It is used when calculating the average number of employees for many forms of reporting, including the RSV-1 PFR form.

The average number of employees is:

  • from the average number of employees on the payroll;
  • the average number of external part-timers;

Instead of form No. P-4, form No. 1-T

If your average number of employees for 2014 does not exceed 15 people, you report on a quarterly basis. No later than October 15, 2015, you need to submit information for the III quarter of 2015 to Rosstat.

At the same time, the territorial branch of Rosstat may establish you a different procedure for submitting information about the salary and the number of employees once a year... In this case, you will need to fill out a report in the form No. 1-T "Information on the number and wages of employees." It was approved by order of Rosstat dated September 24, 2014 No. 580 (Appendix No. 1). The form is submitted to Rosstat at the end of the calendar year - until January 20.

Composition of the report

Form No. P-4 consists of a title page and one table.

In the first part of the table (columns up to the 4th inclusive) reflect average number employees for the reporting period (month or quarter) for each type of company activity. Columns 1-4 indicate the number (sample below):

  • payroll employees (without external part-time workers);
  • external part-time workers;
  • performers under civil law contracts.

In the second part of the table (columns 5-11) you need to show:

  • payroll for the specified categories of employees;
  • the amount of social payments;
  • the number of man-hours worked.

The nuances of filling out form No. P-4

The procedure for filling out the form is simple, but it has some peculiarities.

Which companies must submit form No. 1-T (prof) to Rosstat no later than November 28, 2016

Let's consider some of them.

OKVED code

The OKVED code is indicated in column B. It must be taken from Appendix No. 4 to Instructions No. 428. In this appendix, Rosstat gives the codes from the All-Russian Classifier of Species economic activity OK 029-2007 (OKVED).

Composition of the payroll

Form No. P-4 shows the amounts accrued for the reporting period (sample above). They need to be taken from the documents on which payroll and bonuses are calculated. It does not matter:

  • sources of financing;
  • the procedure for withholding personal income tax;
  • terms of actual payment.

Amounts of accrued remuneration to members of the Board of Directors joint stock company, founders are not counted in the payroll. They also do not apply to payments of a social nature.

Benefits and compensation in connection with parental leave in the amount of 50 rubles.

It is not necessary to include in the column "Accrued wages fund" (clause 91 of Instructions No. 428):

  • insurance premiums;
  • temporary disability benefit;
  • maternity allowance;
  • a lump sum for the birth of a child;
  • monthly childcare allowance.

Also, in this column, you do not need to show a compensation payment in the amount of 50 rubles. It is paid at the expense of the employer to employees who are on parental leave to care for a child under three years of age (sub. “B” clause 91 of Directive No. 428).

Negative values \u200b\u200bof salary indicators

Instruction No. 428 does not provide for filling out the form with negative values. Negative values \u200b\u200bcan arise when, for example, an external part-time worker falls ill on vacation and the vacation is canceled.

In this case, the company needs to submit a revised report for the previous month. Show the amounts in the report minus the amount for unused vacation... And in cover letter to the report, describe the situation that the employee has a debt due to illness on vacation.

The current report should indicate the amount actually accrued to the employee, excluding the debt for the previous month.
There was no payroll - empty columns

If the company is in reporting period did not calculate wages and other payments, then she submits information in form No. P-4 without filling out these data (clause 76.3 of Directions No. 428 and clause 9 of Directions No. 580).

How to send form number P-4 to Rosstat

Your company can submit the completed form No. P-4 to the territorial branch of Rosstat in one of three ways:

  • hand over to the specialist of the department in person or through a representative;
  • send by mail with a list of attachments;
  • using the Internet using electronic signature and information security means or through specialized telecom operators.

The form submission date will be:

  • date of actual submission of the form to the Rosstat department;
  • departure date mailing with a list of attachments;
  • date of dispatch using the Internet.

In the first method of submitting form No. P-4, at the request of the submitter on a copy of the report, the representative of Rosstat puts a mark on its acceptance and the date of submission. In the second method, the sender will have a receipt from the post office. In the third case, the sender will be sent a receipt for the receipt of the form in in electronic format (Clause 10-12 of the Regulation approved by the RF Government Decree of 18.08.2008 No. 620).

What is the responsibility of the company for failure to submit the form number P-4

If your company violates the procedure for submitting form No. P-4 or provides false information, it may be held liable under Article 13.19 of the Administrative Code of the Russian Federation and Article 3 of the Law of the Russian Federation dated 13.05.92 No. 2761-1.

She could face an administrative fine in the amount of 3,000 to 5,000 rubles.

It is possible that in the near future the amount of the fine will be significantly increased. The State Duma is considering draft law No. 827806-6, which proposes to set its size for a company in the range from 20,000 to 70,000 rubles, and for a repeated violation - from 100,000 to 150,000 rubles.

Based on the Regulations on the National Statistical Committee of the Republic of Belarus, approved by the Decree of the President of the Republic of Belarus dated August 26, 2008 N 445 "On some issues of state statistics", The National Statistical Committee of the Republic of Belarus DECIDES:

1. State statistical reporting in form 1-t (time fund) "Report on the use of the calendar time fund" (hereinafter - the report):

1.1. present:

legal entities - commercial organizations, separate subdivisions of legal entities with a separate balance sheet, whose main activity is:

agriculture (without providing services in this area);

logging;

fishing, fish farming (without providing services in this area);

mining industry;

manufacturing industry (except publishing activities, copying sound recordings);

production and distribution of electricity, gas and water;

construction;

transport and communications (except for storage and warehousing, tourist activities):

1.1.1. not being subjects of small business;

1.1.2. small businesses - small organizations, subordinates (included in) government bodies (organizations), as well as organizations whose shares (stakes in statutory funds) are in state property and transferred to the management of state bodies (organizations), and unitary enterprises created by these organizations;

1.2. do not represent:

consumer cooperatives;

partnerships of owners;

representative offices of foreign organizations.

2. Legal entities, separate subdivisions of legal entities that have a separate balance sheet, submit a report at their location, including data on the subdivisions included in their structure located on the same territory (region of the region, city of regional subordination, city of Minsk).

Legal entities, separate divisions of legal entities that have a separate balance sheet, in the structure of which there are divisions located in another territory, draw up a report on each of them and submit to the state statistics body at the location of these structural divisions (or themselves structural units, authorized to do so in the prescribed manner, at the place of their location).

3. When filling out the report, one should be guided by the Instructions for filling out statistical indicators on labor in the forms of state statistical observations, approved by the resolution of the Ministry of Statistics and Analysis of the Republic of Belarus dated July 29, 2008 N 92 (National Register of Legal Acts of the Republic of Belarus, 2008, N 222 , 8/19374).

4. Data on the use of the calendar fund of time are reflected for employees included in the average number of employees, as well as for employees who did not show up for work due to temporary disability or nursing; those who were on unpaid leave (except for those on unpaid leave in connection with training); who were under investigation before the verdict was passed.

5. The number of man-days worked shall reflect data on the man-days actually worked by the employees of the organization, including those who worked part-time or part-time; man-days worked fine overtime work on public holidays, holidays (non-working) and weekends in excess of the monthly norm (outside the schedule), as well as man-days worked on the Saturday clean-up.

For employees who worked part-time, only the days of actual work are included in the number of man-days worked.

6. Line 03 reflects data on general days off and second days off with a five-day working week, public holidays and public holidays (non-working) days (Articles 136 and 147 Labor Code The Republic of Belarus).

7. Line 04 shall reflect data on man-days of absences due to temporary disability; labor and paid leave in connection with training, including days off falling on the period of these leaves; other no-shows permitted by law.

The number of man-days of temporary incapacity for work includes calendar days during the period of illness, drawn up with certificates of incapacity for work (certificates).

8. On line 05, data on losses of working time are reflected, the reasons for which are listed on lines 06 to 12 of the report. Unworked time during the reporting period is reflected only according to the days of possible actual work (excluding labor and other vacations, days of absence due to illness, public holidays, holidays (non-working) and days off, and so on). Lost working time due to in-shift downtime is reported separately.

9. The number of man-days of absenteeism and other absenteeism due to violation of labor discipline (line 09) reflects data on: man-days of absenteeism of employees who did not show up for work or were absent from work without good reason more than three hours during the working day (continuously or in total); man-days of workers who were not allowed by the employer to work due to appearing at work in a state of alcohol, drug or toxic intoxication, suspended from work due to drinking alcohol, using drugs or toxic substances during working hours or at the place of work more than three hours before the end work; man-days of absences of employees who were subjected to administrative arrest for administrative offenses, as well as who were in a medical sobering-up center.

10. The number of employees who have committed truancy and other violations of labor discipline (hereinafter - truancy) (line 20), reflects data on employees who did not show up for work without a good reason during the entire working day or were absent from work without a good reason for more than three hours during the working day (continuously or in total); data on employees who were not allowed by the employer to work due to appearing at work in a state of alcoholic, narcotic or toxic intoxication, suspended from work due to drinking alcohol, the use of narcotic or toxic substances during working hours or at the place of work, if this happened in more than three hours before the end of work; data on employees who served a sentence of administrative arrest for administrative offense, as well as those in a medical sobering-up center.

When calculating the number of employees who have been absent, it must be borne in mind that if the same employee had more than one truancy during the reporting year, then the data on this employee are reflected in the report only once, regardless of the number of absenteeism.

11. Line 22 shall reflect data on the sum of all cases that occurred in the reporting period, regardless of whether this case occurred at the beginning, during or at the end of the working day. If these cases occurred more than three hours before the end of the work, then the data on them are reflected both on line 21 and on line 22, and data on the associated losses of working time - on line 09, on the number of violators - on line 20 ...

Data on cases of dismissal of an employee from work due to his appearance in a state of alcoholic intoxication, drinking alcohol, using drugs or toxic substances during working hours or at the place of work three or less hours before the end of work is reflected in the report only in line 22.

If several people participated in the drinking of alcoholic beverages, the use of narcotic or toxic substances during working hours or at the place of work, then the report reflects data on the number of cases equal to the entire number of employees who shared alcoholic beverages during working hours or at the place of work.

12. The average number of employees (line 24) is checked as follows:

the number of man-days of attendance and absenteeism for work (line 01) divided by the number of calendar days in the reporting period must be equal or close in value to the average number of employees;

the number of person-days of attendance and non-attendance at work (line 01) divided by the average number of employees (line 24) should be equal to the number of calendar days in the reporting period.

When drawing up a report, it is allowed to fill in line 24 with one decimal place.

In accordance with subparagraph 5.5 of the Regulation on the Federal State Statistics Service, approved by the Government of the Russian Federation of June 2, 2008 N 420, and in pursuance of the Federal plan of statistical work, approved by the order of the Government of the Russian Federation of May 6, 2008 N 671-r, I order:

1. To approve the attached forms of federal statistical observation with instructions for their completion and put them into effect:

monthly from January 2019 report:

N P-1 "Information on the production and shipment of goods and services" (Appendix N 1);

Appendix N 2 to Form N P-1 "Information on the production of military (defense) products" (Appendix N 2);

N PM-prom "Information on the production of products by a small enterprise" (Appendix N 3);

N 1-IP (months) "Information on production individual entrepreneur"(Appendix No. 4);

quarterly from the report for January - March 2019:

N P-5 (m) "Basic information about the organization's activities" (Appendix N 5).

2. To establish the provision of data on the forms of federal statistical observation specified in clause 1 of this order at the addresses and within the timeframes set in the forms.

3.With the introduction of the statistical tools specified in clause 1 of this order, the following shall be declared invalid:

Information in the form N 1-T (prof) is provided by legal entities (except for small businesses), determined as a result of a scientifically grounded sample of reporting units.

If a legal entity has separate subdivisions, this form is filled out both for each separate subdivision and for the legal entity without these separate subdivisions.

Completed forms are submitted to the territorial bodies of Rosstat both at the location of the corresponding separate subdivision and at the location of the legal entity.

The head of the legal entity appoints officialsauthorized to provide statistical information on behalf of a legal entity.

The federal statistical observation form is also provided by branches, representative offices and subdivisions of foreign organizations operating in the territory of the Russian Federation in the manner prescribed for legal entities.

The address part of the form indicates the full name of the reporting organization in accordance with constituent documents, registered in the prescribed manner, then in brackets - short name. On the form of a form containing information on a separate subdivision of a legal entity, the name of the separate subdivision and the legal entity to which it belongs is indicated.

The line "Postal address" indicates the name of the subject of the Russian Federation, the legal address with the postal code, if the actual address does not coincide with the legal address, then the actual location of the respondent (mailing address) is indicated. For separate divisions that do not have legal address, the postal address with the postal code is indicated.

In the code part, the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) is mandatory on the basis of the Notice of assignment of the OKPO code sent (issued) to organizations by the territorial bodies of state statistics.

In the case of delegation of authority to provide statistical reporting on behalf of a legal entity to a separate subdivision, a separate subdivision in the code part of the form indicates the OKPO code (for a branch) or an identification number (for a separate subdivision that does not have the status of a branch), which is established territorial body Rosstat at the location of a separate subdivision.

2. In column 4 of section 1, the payroll number of employees includes employees who worked on employment contract and who performed permanent, temporary or seasonal work, as well as working owners of organizations who received wages in this organization.

Employees registered in accordance with a part-time employment contract are counted in the payroll as whole units. Employees who combine several professions in the organization are counted only once for the main profession.

The following workers are not included:

  • hired part-time from other organizations;
  • who performed work under construction contracts and other contracts of a civil nature;
  • women who were on maternity leave or parental leave;
  • military personnel in the performance of their military service duties.

3. When distributing employees into professional groups (occupations), one should be guided by All-Russian classifier classes (OKZ), put into effect by the Order Federal agency on technical regulation and metrology of 12.12.2014 N 2020-st.

For the correct distribution of employees of organizations into professional groups, you should use the Directory of the distribution of employees by subgroups and groups of OKZ, which is posted on the Rosstat website in the Internet information and telecommunications network: www.gks.ru under the heading Information for respondents / Forms of federal state statistical observation / Album of federal statistical observation forms, the collection and processing of data on which are carried out in the system Federal Service state statistics for 2016/20. Labor market / form N 1-T (prof). The reference book is developed in Excel format and contains 9 sheets, each of which corresponds to one of the main groups. In accordance with the survey program in the main groups from 2 to 5 there is a list of classes for the initial groups in the 1, 6, 7 and 8 main groups - in small groups, and in the 9 main group "Unskilled workers" - in subgroups. For each professional group of OKZ, a list of professions included in this group is provided.

4. Column 5 indicates the organization's need for workers to fill existing vacancies in the distribution by professional group. The vacancy of half the rate (0.5) by state is counted as a whole unit.

Job vacancies include jobs vacated by layoffs of employees, maternity leave or parental leave, as well as newly created jobs that are expected to employ employees within 30 days of the reporting period. If the vacancies are occupied by internal part-time workers and the organization does not take active steps to find workers, then this need for workers should not be reflected in the form N 1-T (professional).

5. The distribution of the needs of enterprises for workers by professional groups is carried out in a similar way to the distribution of the payroll (see paragraph 3).

Form 1-T (prof) 2018: who should take

Form 1-T (prof) 2018 "Information on the number and needs of organizations for workers by professional groups" should be submitted to statistics bodies by all organizations with average headcount employees over 5 people who were included in the statistical sample. The exception is small businesses.

If the company has separate subdivisions, form 1-T (professional) statistics is filled in for each of them and submitted to the Rosstat authorities at the location of the corresponding unit.

Also, branches, representative offices and divisions of foreign organizations operating in the territory of the Russian Federation must pass Form 1-T (professional).

In 2017, the statistical sample included about 68,000 organizations. You can find out whether your company is on the list of respondents for 2018 using a special request form on the website statreg.gsk.ru (letter from Rosstat dated 10.10.2016 No. 04-04-4 / 132-Media).

Where to get the form 1-T (prof)

New form 1-T (professional)"Information on the number and needs of organizations in workers by professional groups" approved by order of Rosstat dated 05.07.2016 No. 325.

You can download the form 1-T (prof) 2018 for free on the website of the electronic journal "Salary" in the section "Forms". To do this, you just need to activate access to the journal materials.

Form 1-T (professional): due date

Form 1-T (prof) 2018 is filled in as of October 31, 2018. The organization can submit a report to the territorial body of state statistics at the address set by it, starting from November 1 to November 28, 2018 inclusive.

Form 1-T (professional): how to fill out

Form 1-T (prof) 2018 consists of a title page and one section.

On title page in the address part the full name of the organization is entered in accordance with the constituent documents and in brackets - a short one.

On the form containing information on a separate division, the name of this division and the company to which it belongs is indicated.

The line "Postal address" records the legal address of the company. If the actual address does not coincide with the legal one, then the actual mailing address is also indicated. For separate divisions that do not have a legal address, a postal address with a postal code is indicated.

Then, the OKPO code is put on the title page. By separate divisions the identification number is indicated, which is established by the territorial department of Rosstat at the location of the separate subdivision.

Section 1 of column 4 (the fragment is presented below) indicates the payroll number of employees of the organization working under an employment contract and performing permanent, temporary or seasonal work, as well as working owners of organizations receiving a salary.

The following workers are not included in column 4:

  • who worked as part-time workers accepted from other organizations ( external part-timers);
  • who performed work under construction contracts and other contracts of a civil nature;
  • who were on maternity leave or parental leave.

Column 5 indicates the organization's need for workers to fill the existing vacant jobs in the distribution by professional group. The vacancy of half the rate (0.5) by state is counted as a whole unit.

Penalties for failure to submit Form 1-T (professional)

For failure to submit Form 1-T (professional), liability is provided for by Article 13.19 of the Administrative Code of the Russian Federation. The fine for the company is from 20,000 to 70,000 rubles, for officials - from 10,000 to 20,000 rubles.

For a repeated violation, the fine is greater. For a company from 100,000 to 150,000 rubles, for officials - from 30,000 to 50,000 rubles.
