Who are civil servants and state employees

First you need to figure out who the state employees are. It is obvious that in everyday life this word "hides" all those people who receive salaries from the budget: officials, security officials, employees of state institutions, doctors, teachers, scientists. But uniting all state employees into one large category will not be entirely correct. Indeed, from the point of view of legislation, they are divided into different categories:

  • civil servants (persons working in government bodies, in government agencies);
  • public sector employees (teachers, scientists, doctors, kindergarten teachers, employees of cultural institutions and university teachers).

The difference lies not only in the name, but also in the approach to material support, subordination and social services... As usual, civil servants have it somewhat better. And their salaries and allowances are regulated by separate legislation. Since the salaries of officials and the military are subject to specific rules, we will dwell in more detail on what increase in public sector salaries in 2019 was provided for the so-called "other categories" and what the salary increase for public sector employees will be in 2019 in Russia (latest news).

Government employees: doctors, teachers and accountants

According to rough estimates, about 33 million people work in the public sector in Russia. Of all citizens of working age (about 83 million people), the share of state employees is more than a third. Of these, about half are those who cannot be called civil servants, namely employees:

  • schools;
  • kindergartens;
  • secondary and higher educational institutions;
  • medical institutions;
  • libraries, museums and other cultural institutions;
  • scientific institutes.

They all get their wages from state budget RF: federal or local. Their working conditions are regulated by the Labor Code of the Russian Federation, as well as regulationsdeveloped by the department that manages the activities of the institution. It is noteworthy that although all these legal acts (as opposed to law enforcement agencies) are open and public, it is difficult to officially understand the level of salaries of workers in these structures. After all, the remuneration system involves not only a salary, but also a whole layer of various bonuses, grants and bonuses. Therefore, for example, the salary of a leading accountant in budgetary organization may be the same, but different employees in different industries will receive completely different amounts of money.

However, when it comes to average salaries, all additional payments are usually taken into account when calculating them. So, according to Rosstat, average salary in the country amounted to 49 348 rubles (data for June 2019). Since statistics were sampled for all regions and cities, for small towns this indicator turned out to be overestimated: in practice, doctors and teachers in small municipalities can receive only 12,000-15,000 rubles a month. Salaries of state employees in 2019

The indexation of public sector salaries is part of Vladimir Putin's 2012 election program. The main document is Presidential Decree No. 597, sometimes referred to as "Presidential Order 597: Roadmap 01.01.2018". Then, in May, immediately after taking office, the head of state issued 11 decrees that dealt with raising the salaries of civil servants and other state employees. Then the President promised to increase salaries by 2019, primarily for teachers and doctors.

Increase salaries primarily for those state employees who are subject to the Presidential Decrees:

The salary increases are phased. Finally:

  • for university teachers and doctors (medical workers with higher education), the salary level must be at least 200% of the average salary in the region;
  • at the middle and junior medical staff and social workers the salary level should not be lower than the average salary in the region.

Unfortunately, not all categories of state employees fell under the "May decrees". Obviously, there are a lot of those who have not received a salary increase. Therefore, the officials promised not to bypass them and also to index their salaries. So, in accordance with the law "On federal budget for 2019 and for the planning period 2020 and 2021 ”, it is planned to increase the salaries of state employees (see the table below for the indexation rates).

Increase in salaries of state employees from 01.01.2019

It should be noted that some state employees will have to increase their salaries regardless of indexation. Indeed, from January 1, it is planned to increase the minimum wage level (increase in the minimum wage), which will affect the salaries of junior and middle personnel with secondary education. From 01.01.2019, the minimum wage is 11 280 rubles. Such a salary increase will affect approximately 1.6 million people in the public sector.

Regional decisions on increasing public sector salaries

Decree of the Government of the Russian Federation No. 2599-r of 28.12.2012 obliges the governments of the constituent entities of the Russian Federation to adopt orders on their regional "road maps", in which to prescribe specific figures for each year to increase salaries. So, road map Sverdlovsk region on wage increases in 2019 argued that the level of the average salary of social workers should be at least 100 percent of the average monthly salary in the Sverdlovsk region. And for the increase in salaries of state employees in 2019 in the Krasnoyarsk Territory, the Government allocated an additional 2.9 billion rubles from the federal treasury, so that regional allowances and the northern coefficient can be taken into account.

At the end of the year, regional authorities traditionally prepare appropriate decisions on increasing salaries by next year... For example, in the Lipetsk region, deputies decided to increase salaries in 2019 for state employees who do not fall under the May decrees by 10%.

The monthly salary of the Minister of Energy was at the level of 1.16 million rubles, 954 thousand rubles were received by the head, a little less - 921 thousand rubles - by the minister of industry and trade.

The ministers of justice, sports, foreign affairs, health and education had monthly salaries ranging from 497,000 to 634,000 rubles.

The heads had the smallest salaries and - in 2016, he received 443 thousand rubles, - 451 thousand rubles.

There is no data on salaries in, and SVR. As well as there is no information in the open data of the Ministry of Finance about the salary of the President of the Russian Federation.

In 2017, the salaries of officials were not indexed. At the same time, departments were allowed to use the salary fund for vacant positions on a limited scale in order to provide additional payments to full-time workers.

The salary of the head of the Accounts Chamber (this position has been held since 2013), her deputy and all auditors averaged 668.8 thousand rubles. The chairman of the Constitutional Court, his deputies and judges received an average of 615 thousand rubles a month.

The average salary of a State Duma deputy in 2016 was 420 thousand rubles, senators - 385 thousand rubles.

In February 2015, the President of the Russian Federation signed a decree to reduce the salaries of himself and some other officials by 10%. This document was valid until the end of 2015, then it was prolonged for 2016 and 2017. Two months ago, Putin extended his decree for another year.

Thus, in 2018, the salaries of the head of state and the prime minister, deputy prime ministers and ministers, as well as attorney general, the head of the Investigative Committee and the head of the Central Election Commission will be paid with a "discount" of 10%.

The most expensive are business trips of employees of the central office of the government: on foreign trips their daily allowance is 270 thousand rubles, another 700 thousand rubles are allocated for travel and accommodation.

The employees' expenses for these purposes are much more modest - on foreign trips, diplomats receive 147 thousand rubles. per day, and 52 thousand rubles are allocated for their accommodation.

In mid-December of this year, the President signed a decree on increasing the monthly salaries of persons who fill the positions of the federal state civil service: From January 1, 2018, their salaries will increase by 4%. The salary of officials employed in the federal civil service has not been indexed since 2013, when it was increased by 5.5%.

The need to provide for an increase in salaries in the budget for 2018 was previously announced by Prime Minister Dmitry Medvedev. In his opinion, it is necessary to use the money in the budget as efficiently as possible to solve the most pressing problems.

At the end of October, State Duma deputies plan to consider the draft federal budget submitted by the government for 2018 and for the planning period of 2019 and 2020.

As for the state employees who were included in the May decrees, all obligations to increase their salaries must be fulfilled, Topilin promised. Moreover, the federal budget also includes money for this - the regions will receive 80 billion rubles, which is twice as much as this year.

According to presidential decrees in 2018, the salary of many categories of state employees should be a multiple of the average in the region. For example, the salaries of doctors, university professors, and research workers should be twice as high as the regional average. In Russia, the growth in wages expected by the company's experts will not be able to catch up with inflation - real wages will drop by 0.1% compared to last year.

Most likely to expect an increase in wages in sectors such as processing food products, pharmacology, IT, Safonov believes. In addition, there is potential for wage growth in the energy and housing sectors, which can set tariffs above inflation. "The pre-election period can push to increase salaries for doctors and teachers, which was spelled out in the presidential decrees in May. However, the only reserve for this will be the optimization of the budget network. Those who are cut will remain unemployed, so all this will not affect the income level of the population," - says the expert.

The growth rates in the industries related to the extraction of raw materials and the construction of residential real estate will practically stop. Investment in infrastructure projects will be cut. The supply of agricultural products abroad is also decreasing, which can slow down the growth of wages in agriculture.

At the same time, the supply on the labor market will grow, albeit at a fairly moderate pace. In 2017, the number of vacancies may increase by about 10%, which is comparable to the results of the previous year, Ignatova said. Growth rates in Moscow may be lower than in the regions. Basically, these will be replacement vacancies due to layoffs and transfers to other companies, changes in specialization. But with the development of projects, there will be a need for new employees, especially if the company is just entering the market.

According to the expert, the highest job offer is now in the IT sector, which is actively increasing its turnover. Computer techologies are being introduced into all business processes, so the demand for qualified specialists here and in the future will not decrease. Currently, there is a shortage of developers mobile applications - there are not enough specialists in the market to fill these vacancies. There is also a high demand for highly specialized engineers, project managers and analysts.

In turn, Natalya Golovanova, head of the research center for the job search and employee search service, Superjob.ru, expects an increase in demand for specialists in the banking sector - managers, including anti-crisis managers, employees with collateral and problem debts. Engineers in mechanical engineering, including oil and gas, as well as specialists in the forestry, aviation and food industries will be in demand. Companies will try to hire the best specialistsso they will need HR directors, analysts with a technical background, and in-house training specialists.

However, according to Golovanova, 2017 will become last year, when it will be possible to state the general growth in the number of real jobs. "Next year, the real demand for entry-level accountants will begin to decline. By 2020, the labor market for them, as well as for clerks, may shrink by three times," she says.

This tendency, the expert states, will be facilitated by the transition to electronic document management - people working with "papers" will no longer be needed. Banks will also give up paperwork, which will cause staff cuts. The increase in automation will lead to a reduction in the vacancies of contact center specialists, information processors and even skilled workers, whose work will also be gradually mechanized.

As Golovanova expects, starting in 2018 the reduction of offers for low-skilled employees will begin - by 5% annually. Real unemployment will rise by the same figure. Thus, with the current trends general level real unemployment in Russia by 2022 may grow several times, up to 20-25%. At the same time, the demand for highly qualified specialists will grow. According to the expert, keep the population employed by existing methods state support will not work - it will be necessary to develop new programs that, on the one hand, will be able to support little-demanded specialists, on the other hand, to effectively fill vacancies in accordance with the current needs of the labor market.

The question of salary and its size is probably the most painful and acute for everyone. In the conditions of the crisis, although it is slowing down, but continues to exert its influence, it acquires special relevance. Over the past two years, few people could even brag about the indexation of salaries about a real increase at all. More than inflation

According to Antal Russia, quoted by Rossiyskaya Gazeta, more than 60% russian companies budgeted for next year increased salaries staff. Domestic employers are much less likely to care about the welfare of their employees - only about 45% of them announced an increase.

Economists agree with the average forecasts for wages growth of 8%. All this time, there have been large-scale revocations of licenses from banks and insurance companies, which, as a result, frees up a huge number of workers - 110 workers lost their jobs in 2016 alone. financial institutions... There is nothing strange about the fact that the surplus of specialists has a negative impact on the wages in the industry. There are no rosy forecasts for the automotive industry either - The reductions that occurred at car factories led to a decrease in the nominal wages in the industry by 6-10%. There is practically no doubt that this trend will continue for the next year.

Hiring will grow, but not everywhere

Antal Russia notes that positive trends will cover not only salary issues, but also the number of employees hired. So, if last year only a quarter of employers planned to deal with staff expansion issues, then today, 41% of companies are planning to do this. As for specific industries, there is nothing unexpected - there are plans to hire new employees from representatives of private medicine and pharmaceuticals, information technologies, oil refining, oil and gas industry, engineering, food processing and mining.

The need for representatives will also grow humanitarian professionsanalytics, economics and legal departments will expand. However, the hiring itself will be more scrupulous than before. Companies began to look more closely at candidates, to assess their competencies more objectively, and to assess the need for each of them. But you need to understand that in the light of previous reductions, the previous increase in hiring is not at all in the form of growth, but in the form of recovery to the pre-crisis level.

Middle and top managers will become more in demand.

Sales departments should become one of the main engines of small and medium-sized businesses. Sales managers will be in demand as usual, and good specialists can count on a good increase, because sales growth today is the main objective any commercial organization in post-crisis conditions. On the whole, positive dynamics and growth of current labor market indicators are evident. So hiring, albeit at a slow pace, will still grow. But, not everywhere.

For example, the current trends in the transition to electronic document management will lead to a reduction in the number of junior accountants and clerks... The number of vacancies in these specialties can be reduced by three times. Experts note an increase in the share of companies investing in modernization and robotization of production, and therefore a drop in demand for skilled workers, call center workers and operators is possible, although demand for them has increased this year.

Promotion of state employees is a must

The budget sphere, and, accordingly, the growth of salaries in it, is an important social factor and measure of well-being in the country - more than 20 million Russians are involved in it, not counting the state apparatus. It is quite logical that the government cannot refuse to raise wages and public sector employees. Moreover, the "May decrees", launched in 2012, have not yet been implemented even by half everywhere, about a full-scale increase in the salaries of teachers and doctors by 200% of the regional average, which, by the way, should be achieved in 2018, so far we cannot speak have to. It is a paradox, but there is no doubt that such indicators will be achieved. The fact is that in 2018 there will be presidential elections, and by then the president's promises a priori cannot remain unfulfilled.

This explains the "movement" that began in the government closer to autumn. In September, for example, the head of the Ministry of Labor, Maxim Topilin, told reporters that the increase in wages to public sector employees would be "absolutely certain," however, there was no certainty about the numbers yet. Later there were many conflicting reports, but in the end the increase was still promised, but the representatives of the Ministry of Finance noted that it would be "smoother" than before. Nevertheless, if you believe the words of Deputy Prime Minister Olga Golodets, regardless of the growth rate, next year, salaries, in particular, of doctors, will reach 180% of the regional average, and by 2018 - 200%.

Obligations to teachers will also be fulfilled, at least this was stated by the Minister of Education Olga Vasilyeva on the air of "Russia 24".

According to the head of the Ministry of Education and Science, all salaries in education will be raised to the established levels for 2018. Funds for this are provided in the budget, and the costs will not be reduced. In the consolidated budget for the next three years, 2.6 trillion rubles are allocated for these purposes, which, according to the minister, is no less than in previous years. Interesting, that according to the ministry for the current year, the average salary of teachers is already 36 thousand. rubles, which in practice is rarely true. It is worth noting that in parallel with the implementation of the May decrees in education, Vasilyeva announced a change in the structure of the teacher's salary, where 70% will be the salary, and incentive payments and bonuses will be only 30%.

Thus, an increase in wages in the coming years awaits state employees - the May decrees will help raise the average indicators to a level of 200% of the regional average. But whether they will correspond to the real state of affairs is a completely different question.
