When will the salary of the Ministry of Emergency Situations be raised in a year. What is the salary of an employee of the Ministry of Emergency Situations of Russia. Tatarstan is among the regions with the lowest salaries of rescuers and firefighters

Today, work in the Ministry of Emergency Situations is becoming more and more attractive for young people who want to connect their lives with helping other people. It is not surprising that many are wondering how to get into the Ministry of Emergencies and how much they earn there. And the demand for the profession of a rescuer of the Ministry of Emergencies is high.

The employees of the Ministry of Emergency Situations are presented with absolutely different requirements depending on the category. In the Ministry of Emergency Situations, employees are divided into 3 categories:

  1. Specialists and experts are employees of the state civil service.
  2. Rescuers, firefighters, pilots - employees of the military structure.
  3. Researchers.

A prerequisite for becoming an MChSNik will be service in the Russian army, possession of excellent health, preferably “A” fitness category, psychological stability.

Limitations:

  • Age 18 - 40.
  • Absence of psychological, oncological, any chronic diseases.
  • An impeccable reputation.
  • Having at least a secondary education.
  • Military service.

The selection of employees takes place on a competitive basis. Future lifeguard - new person or already a lieutenant who has decided to go to the Ministry of Emergencies will not be superfluous to attach to the documents a certificate of awards, a description with previous place works, certificates of completed courses, medals and certificates from sports sections or competitions. It is better to know in advance how much they earn in the Emergencies Ministry, so that the peculiar romance of the lifeguard profession does not overshadow the realities of life. How many firefighters and rescuers in Russia can boast of high wages? Probably a few.

A rescuer in the Emergencies Ministry is one of the most difficult, stressful jobs in this department in Russia. This profession combines several others and many skills that must be possessed. How many things you need to be able to: be a firefighter, and a medic, and a driver, and a steeplejack. He works not only in the city, but also outside of it. Looks for those lost in the forest, rescues skiers after an avalanche, gets out drowning ones, helps fishermen who find themselves on a breakaway ice floe.

It is necessary to be calm and sober, and, which is important, to be able to quickly assess the situation on the spot. It doesn't matter who arrived at the scene, the rescuer, the lieutenant - you need to act clearly, quickly and smoothly. After all, the fate and lives of millions of people who receive assistance every day depend on the work of the Ministry of Emergencies. In order to be always in good shape, you have to train a lot at the training ground, in the gym, in order to bring your skills to automatism.

You need to assess your capabilities well and understand whether there really is a readiness to face the grief of other people, with death, to look for survivors in places of disasters. Not everyone can withstand such a colossal psychological burden. It often happens that the fighters themselves need emergency psychological assistance.

Important qualities in work

In addition to the fact that work in the Ministry of Emergency Situations is honorable and noble, it is still very dangerous. How many people died in the line of duty. Hence the stringent requirements, both for the qualifications and personal qualities of employees.

Quick reaction, endurance and good physical shape, team spirit and mutual assistance are very valuable in such work, a strong nervous system, optimism, understanding of the importance of one's work, politeness, responsibility and discipline - all this should be. Conflicts within the rescue team are unacceptable.

In St. Petersburg, training courses for rescuers are held under the Ministry of Emergency Situations program:

  • First aid.
  • Psychological preparation.
  • Fire fighting training.

In addition to the basic course, an additional option is offered with a deeper study of some areas.

Wage

In connection with the growth of the prestige of the work of the Ministry of Emergencies, a planned increase in the remuneration of employees of all categories is being implemented. At the moment, the lieutenant receives from 30 to 40 thousand rubles. per month. How much do non-military employees of this department earn? Civilian specialists have a salary of 15 thousand rubles. up to 25 thousand rubles. per month, and researchers up to 23 thousand rubles. A rescuer in the regions receives an average of 20 thousand rubles.

The salary of EMERCOM employees in Russia depends on the title that the employee bears and on the position held. Work involving an increased risk must be paid three times.

In addition to fixed wages, there are various monthly allowances in Russia:

  • For the length of service.
  • For a category or class.
  • For work with documents constituting a state secret.
  • For special achievements in the service.

In addition to allowances, there is a benefit in the form of a subsidy for the construction and purchase of housing, for medical and sanitary services, and increased insurance payments. Insurance payments were increased in case of injury or death while performing duties.

If we compare how much a rescuer receives in Moscow and in the regions, the difference will be significant. If in the regions the average salary of a rescuer is 25 thousand rubles, then in Moscow it is 60 thousand rubles. In different cities of Russia, the EMERCOM lieutenant would receive completely different salaries. This significant difference can be partly explained by the presence of northern and regional coefficients adopted in the regions of the North and equated to them.

It is assumed that gradually the salary in Russia will increase and the ordinary rescuer and the lieutenant will be able to count on a more decent salary for such a responsible, serious and dangerous job. But, despite such a significant minus as a low salary, interest in the work of a rescuer does not disappear.

The Federal Service of the Ministry of Emergency Situations is a structure whose functions are directly related to ensuring the safety of Russians, saving their lives and property in the event of emergency situations, fires and natural disasters. It is quite natural that such a dangerous and intense work requires a decent reward, because the Ministry of Emergency Situations is people who expose themselves to risks almost every day.

Unfortunately, the outbreak in the country led to the fact that for several years the salaries of the Ministry of Emergency Situations were not indexed. In 2018, the authorities raised funds and were able to adjust the figures, raising salaries by 4% (the rate of depreciation of money for 2017). Nevertheless, the issue of salaries for employees of the Ministry of Emergency Situations in 2019 remains open. Let's find out how the situation might change in the near future!

The authorities promise that the salaries of the Emergencies Ministry will start to grow in 2019

Features of the formation of salaries of the Ministry of Emergencies

Many people think that the Ministry of Emergency Situations is represented only by fire services, but in fact this structure includes a much larger number of divisions, each of which has specific functions. Initially, the Ministry of Emergency Situations was founded on the basis of structures related to The State Committee on civil defense, so it includes many mobile units, including paramilitary units. The administrative functions are performed by the federal center, and the following divisions are responsible for individual operations:

  • employees of the central airmobile detachment ensure the search for people and the execution rescue operations;
  • representatives of the Leader Center are responsible for rescuing Russians in case of emergencies that require special training;
  • aviation and helicopter detachments perform functions related to the evacuation of people, transportation of goods, fast delivery of mobile parts to the desired location;
  • fire services, which are in any regional division of the Ministry of Emergency Situations, are responsible for fighting fire;
  • special forces monitor facilities that have been assigned a high-risk level, and also control the sanitary condition, raw materials and the quality of food.

This division of functions and increased mobility of units make it possible to quickly and effectively eliminate the consequences of force majeure. The salary of the Ministry of Emergency Situations consists of the following components:

  • salary by position (set in each separate territorial district and adjusted by a regional coefficient if the work becomes complicated climatic conditions);
  • the allowance due for the years worked (up to 10% of the salary for those who have 2-5 years of experience, and 40% for more than 25 years of service);
  • qualification payments - specialists from 1 to 3 categories receive an additional premium of 5-20%, and foremen (higher category) - 40%;
  • additional payments related to special conditions and intensity of work;
  • allowances for employees who work in high-risk areas and have access to state secrets;
  • incentive awards for exemplary performance of work;
  • compensation payments for work in holidays and weekends, overtime and work at night.

Salary situation in 2018

It looks like salary increases will be achieved by reducing the number of employees

Recall that in 2012, the President of the Russian Federation issued a decree according to which the salaries of the majority (including employees of the Ministry of Emergencies) were to be doubled by 2018. In 2015, the employees of this service were promised to recalculate, increasing the salary (salary) for the junior staff by 2.5 times, and for managers and senior staff - by 1.5 times. Then the increases were suspended, and in 2018, salaries were still indexed by 4%. At the same time, the command staff of the Ministry of Emergencies was threatened with layoffs - in the process of optimization, the number of managers will be reduced by 10%.

However, this is far from the first reduction in the number of employees in the services responsible for the safety of life and property of Russians. Back in 2013, the number of employees of this structure was “optimized” by reducing it by 28%, and in 2017 - by another 6% (on average for 74 constituent entities of the Russian Federation). As a result, the number of employees of the territorial divisions of the Ministry of Emergency Situations amounted to slightly more than 17,000 people civilian personnel). Note that the most significant reductions were recorded:

  • in the Stavropol Territory - in 2017 alone, about 40% of the Ministry of Emergency Situations were laid off, and in four years the reduction reached 54%;
  • in the Khabarovsk Territory - the reduction reached 35.7% in 2017. In just 4 years, about 60% of employees were laid off;
  • in Nizhny Novgorod region - the reduction was 34.2% in 2017 (53% over 4 years). Now only 335 rescue workers work here;
  • in the Ryazan region - about 25% of employees were fired here;
  • in Sverdlovsk region - the reduction affected 17.6% of employees in 2017 and about 50% - over a four-year period;
  • in Tatarstan - 31% over four years.

Only in 8 constituent entities of the Russian Federation there was an increase in the staff of the Ministry of Emergency Situations - for example, in Kamchatka, almost 300 additional people were recruited. If we dwell on the indicators that demonstrate the number of employees of the Ministry of Emergency Situations in different regions and cities of Russia, we can give several figures:

  • today in the Russian Federation there are only 17,043 thousand of the Ministry of Emergency Situations (against 24.83 thousand in 2013);
  • 952 representatives of the Ministry of Emergency Situations work in the capital (626 employees less than in 2013);
  • in St. Petersburg - 761 (363 employees less);
  • in the Tyumen region - 624 (343 fewer employees);
  • in Moscow - 592 (113 employees less);
  • in the Krasnoyarsk Territory - 501 (303 fewer employees);
  • in the Rostov region - 360 (192 fewer employees);
  • in the Irkutsk region - 347 (175 fewer employees).

Due to sharp cuts, rescue services in the Russian Federation are gradually "dying out"

Most experts believe that such reductions were carried out without the slightest correlation with the number of personnel required for the functioning of a particular territorial unit of the Russian Federation. Some explicitly state that the layoffs were carried out with only one purpose - to ensure the government-announced salary increase. The same situation has affected doctors and teaching staff schools, about which different sources wrote more than once.

The leadership of the Ministry of Emergency Situations tried to justify their actions by the orders of the president. In the decrees of 2016, the optimized number of MChS officers was indeed spelled out - 20.3 thousand people instead of 26.3 thousand, but 17.043 thousand - this is 3257 people less than the specified staffing limit. And this is without taking into account the 10%, which they promise to reduce during 2018! Even if only the number of leaders is really reduced, the territorial divisions of the rescue department will be significantly understaffed.

If we cite specific figures, today the staffing of the Ministry of Emergency Situations looks like this (using the example of regions with the lowest staffing in the country):

  • in the Republic of Sakha - 76.2%;
  • in Magadan - 76.3%
  • in the Murmansk region - 77.7%
  • in the Tver region - 78.9%;
  • in the Primorsky Territory - 79.5%;
  • in Crimea - 80.4%;
  • in the Kurgan region - 82.4%;
  • in Vologda region – 82,8%;
  • in the Amur region - 83.3%.
  • in Kemerovo region – 84,6%.

Recall that it was in the latter region that the notorious tragedy occurred in the Zimnyaya Vishnya shopping and entertainment center, as a result of which sixty people died. The reduction in the staff of rescue services in this territorial subdivision amounted to more than 32% (for three last years). Moreover, the leadership of the Ministry of Emergency Situations in the Kemerovo Region named the insufficient number of employees as the reason for the insufficient efficiency of the rescue operations!

It must be said that four years ago the worst staffing indicator in regions was 86.8% (in the Republic of Sakha), and in most constituent entities it significantly exceeded 90%. Nowadays, only Karachay-Cherkessia, Ingushetia, Kabardino-Balkaria, Ulyanovsk and Oryol regions can boast of high rates (i.e., a sufficient number of full-time employees), where this figure ranges from 96.6 to 98%. Regions with 100% staffing of the Ministry of Emergency Situations since 2017 in Russian Federation no.

As for the salary itself, many regions reported on the increase in funding for the work of the Ministry of Emergencies. However, ordinary employees complain that their salaries sometimes do not even reach 20 thousand rubles a month, which does not at all meet the dangers of such work. That is why the decrease in the number of employees of the rescue service is explained not only by reductions initiated by the management, but also by voluntary dismissal from the Ministry of Emergencies.

Judging by the numerous complaints, ordinary employees of the rescue services often receive less than 20 thousand rubles a month for their dangerous work.

Statistical departments claim that the average salary in the divisions of this service is 63 thousand rubles (an increase over the year was about 6%), and over the past four years, their salaries have grown by 9%. However, if we take into account the real level in the country, then in reality the salaries of employees of the Ministry of Emergency Situations decreased by almost 30%. It is also worth considering the situation with salaries in the context of individual regions:

  • at the federal level average salary the management staff of the Emergencies Ministry is 164.4 thousand rubles a month;
  • the allowance for difficult climatic conditions provides residents of Chukotka with a salary, expressed in the amount of 132.8 thousand rubles;
  • a slightly lower coefficient is used in Magadan - here the Ministry of Emergency Situations is paid an average of 120.5 thousand in the national currency;
  • Yakutia provides its divisions with a salary of 110.6 thousand rubles. Interestingly, at the same time, the last two regions have the most understaffed states. It is quite possible that such high salaries are explained by senior salaries or significant overtime;
  • EMERCOM employees working in the Murmansk region, as well as in the Khanty-Mansiysk, Yamalo-Nenets and Nenets Autonomous Okrugs, receive an average of 100 thousand rubles;
  • rescuers from Tatarstan are paid about 52.6 thousand rudders (for the year their salary level increased by only 1.5%, which is much lower than the average inflation rate);
  • Ministry of Emergency Situations working in the Ulyanovsk region receive 52.2 thousand rubles;
  • subdivisions located in Mari El have 50 thousand in national currency as a salary;
  • rescuers in Bashkortostan receive 60.6 thousand rubles a month;
  • perm rescuers are paid on average 58.9 thousand;
  • Ministry of Emergency Situations of the Kirov region receive 58.7 thousand rubles;
  • nizhny Novgorod services reported an average salary of 52.8 thousand rubles.

However, the average salary is the same as the average temperature in a hospital. More specifically, the salary of an ordinary employee is on average 5200 rubles (without allowances), the salary of junior command personnel is 6200-8800 rubles, the average command staff is 9800-11400 rubles, senior command personnel is 12000-13500 rubles, and the generals of the Ministry of Emergency Situations - 20800-26000 rubles. Fortunately, most of the salaries of the Emergencies Ministry consist precisely of allowances.

From the above data, it can be concluded that, firstly, only the salary of senior commanders and generals exceeds the one approved in May 2018, and secondly, those who recently came to the Ministry of Emergency Situations have not yet received substantial additional payments for seniority and others. characteristics. As a result, a young man who wants to devote himself to such a dangerous and responsible job, at first, cannot even claim a bonus for qualifications and work experience.

He can increase his salary by performing particularly risky tasks. As a result, he will receive 15-20 thousand rubles in his hands, which is unlikely to pay off the health risk. At the same time, the highest salaries are received by certified "office" employees of senior ranks who do not take part in operations, during which they have to really risk their lives.

Will salaries rise in 2019?

The government has repeatedly said that in 2019 the salaries of EMERCOM employees will be expressed in decent amounts. For example, in 2018, 2.5 billion rubles were allocated to finance the salaries of these services, and in 2019 and 2020 they promise to additionally allocate another 3.1 and 5.8 billion. At the same time, ordinary employees express the hope that it will be possible at least to avoid regular redundancies and such a "increase" salaries, as before - due to processing and the transition to one and a half rates.

The government offers the Ministry of Emergencies to partially switch to self-financing

Maybe at least the tragedy in "Winter Cherry" will clearly demonstrate to the government that the Emergencies Ministry is not the structure on which to save money. It was promised that the awards of the leadership of the Ministry of Emergencies and extrabudgetary income from 2019 will become open informationto increase the transparency of the allocation of funds within a given department. And with regard to the patches, it was said that now they will be tied to the population in the points in which this or that division of the rescue service works.

Income of civilian personnel

In addition to employees, equated to the military, there are many civilians working in the Ministry of Emergencies. This category does not have any special privileges and benefits, because their work is not associated with dangers.

As a result, they do not receive large salaries - on average, their size ranges from 11,000 to 12,500.

The dispatcher, drivers and other support personnel earn about that much.

Allowances

Among the allowances that seriously affect the level of income of employees of the Ministry, the following should be mentioned first of all:

  • bonus (up to 100%);
  • additional payments for secrecy;
  • seniority (maximum 40 percent with 25 years of service).

Employees who have mastered, in addition to the main specialty, also an additional one, can count on a supplement of 20 percent of the official salary assigned to them.

In addition, in areas with a harsh climate, employees receive monthly additional payments on an equal basis with other residents of these regions. Also, service in conditions dangerous to health (and directly to life) is paid in a special way. Here compensation can be as high as 100 percent of the salary.

About material assistance

All employees of the ministry are entitled to annual financial assistance. Her minimum size corresponds to the appointed official salary... As a rule, they take it before going on paid vacation. In the event of certain life circumstances, the amount can be increased to 5 base values.

The employees of the Ministry with academic degrees are also charged a bonus. By general rule, candidates of sciences are given 3 thousand every month, and doctors - already 5. At the same time:

  • professors are paid an additional 20 percent;
  • senior researchers and, equally, associate professors - 10% each.

What to wait

As you can easily see, Russian rescuers earn much less than their colleagues from western countries... Why is this happening? There are many reasons, but the main one is the unsatisfactory state of the domestic economy. Nevertheless, the government is doing everything it can to provide an acceptable income for people who risk their health (and sometimes their lives) almost every day.

As of today, the authorities are not planning to introduce any new allowances, but those that exist will remain the same in the future, which is also not bad.

In addition, salaries are indexed every year. On average, the increase occurs by 5 percent, which protects income from depreciation.

For a long time there were rumors about the reorganization of the Ministry of Emergencies with the transfer of its functions to the Ministry of Internal Affairs and the Ministry of Defense. However, as a result, it turned out that this is nothing more than fiction.

Meanwhile, the leadership of the department does not exclude the possibility of downsizing. Of course, the assurances of senior officials that they will primarily reduce the number of apparatchiks look unconvincing. Most likely, the cuts will affect support personnel, psychologists and civilians, because, of course, no one will dare to fire firefighters and other employees directly involved in the rescue of people and their property. However, this year, most likely, there is no need to expect a reduction.

An EMERCOM employee is one of the noblest professions in the Russian Federation. There are very few careerists here. Ministry of emergency situations do not go to this job because of big money, but by vocation. But these people are constantly risking their lives and saving strangers, so those who decided to link their fate with this profession should know what the salary of the Ministry of Emergency Situations employees is and what benefits they are entitled to.

Increase in salaries for firefighters and rescuers made in 2017

The average salary of an employee of the Ministry of Emergency Situations in 2019 is 40,000 rubles... But this is a rather arbitrary value, because wages directly depend on what functions the specialist performs and how great the risk to his life and health is.

I must say that the concepts of "employee" and "employee" in this structure have different meanings. An employee of the Ministry of Emergency Situations in Russia is a person who has a certain rank in this service, is a member of ordinary specialists or department heads.

Salary of civilian workers

Along with them, the structure also employs civilians who are civilians. Since their work is considered an ordinary civil service, they have no privileges or benefits. Their salary is less than that of people who are directly in the state (as a rule, it is 10,000-12,000 rubles), they also do not have the right to most allowances.

Such a sum can be received, for example, by a dispatcher. The leadership of the department is also formed exclusively from the number of employees who are on the staff.

How to get to work in the Ministry of Emergencies

The requirements for those who want to work in the Ministry of Emergency Situations are strict. Often, a person who works in this department has several specialties. In a difficult situation, he can simultaneously be a firefighter, a driver, and also provide medical assistance.

Among other requirements: age of majority, good health, stable psyche. Higher education is not always required, it depends on the position for which the applicant applies. As a rule, among firefighters and ordinary specialists of rescue teams, people with secondary education are mainly employed. But the passage of military service and an impeccable reputation play an important role.

They are hired by the department, as a rule, on a competitive basis. The specificity of the work is such that, in addition to the diploma, certificates of awards received earlier, certificates from sports competitions, characteristics from previous jobs will play an important role.

The personal qualities of the applicant play a huge role: composure, composure, the ability to quickly respond and act clearly in stressful situations.

What are the salaries of employees

The salary of each employee of the Ministry of Emergencies consists of three elements, which include:

  1. Official salary.
  2. Additional payment for the title.
  3. Various allowances.

The working salary depends on several factors, for example, on the region where the Russian specialist works.

Dependence of salary on rank

With the rank, too, everything is clear: as in other services, the salary of a junior sergeant in the Ministry of Emergencies will be less than the salary of a lieutenant. The specialists of this department do not belong to the military, because they do not do military service. But despite the fact that they cannot be called officers, they wear epaulets and receive ranks on a par with the military.

Salaries for a special rank are established by a government decree. They are always fixed and do not depend on the region. For example, a colonel receives a salary for a rank in the amount of 13,000 rubles, a lieutenant colonel - 12,000 rubles. The lieutenant is due 10,000 rubles, the sergeant - 6,500 rubles, the private - 5,000 rubles.

Additional allowances

There are many additional allowances that can significantly affect wages:

In addition, additional payments are made if the work takes place in conditions that are especially dangerous for health and life.

The largest allowance is assigned in the latter case. If an employee constantly risks life and health, the amount of such additional payment is 100%. As a rule, such payments are due to employees of combat units. In other cases, the amount of surcharges will be somewhat more modest.

For example, the bonus for seniority with 25 years of service will be 40%. Prize for conscientious work, which is paid no more than 3 times a year - from 50 to 100%.

Material help

Another important component of the monetary remuneration of the Ministry of Emergency Situations specialists is material assistance. Its size may not be less than one monthly salary per year. Most employees write an application for financial assistance addressed to the boss when leaving another vacation, but in principle you can get it at any time of the year. Moreover, if the employee submits a motivated report, the amount of material assistance can be increased to 5 salaries.

Among the specialists of the department there are also employees with academic degrees and titles. For this, the state also encourages. Candidates of sciences receive an additional 3000 rubles, doctors - 5000 rubles. Those who have the academic title of Associate Professor or Senior Research Fellow are entitled to count on 10% of their salary every month. For professors, this amount increases to 20%.

Salaries of EMERCOM specialists in 2019 by region

The salaries of all employees of the Ministry of Emergencies, depending on the region, differ quite significantly. As can be seen from the table, which can be compiled based on the study of salaries by region, the most high level income - in Moscow and the Moscow region. Average salaries there reach 60,000 rubles. The largest number of vacancies is also open there, there is always a need for these specialists. In addition, Moscow offers them increased regional premiums of up to 20%.

In second place are St. Petersburg and the Leningrad region. The average level of earnings here is 48,000 rubles. Tatarstan is in third place: 45,000 rubles.

Quite high incomes for rescuers and firefighters in Siberia and Far East. Khabarovsk region and Novosibirsk offer the employees of this department 40,000 rubles each. In the Vladimir region, the salary of specialists from the Ministry of Emergency Situations is 30,000 rubles, in the Krasnodar Territory - 38,000 rubles.
