The procedure for the development and approval of a road traffic management project

The procedure for the development of a road traffic management project (TRMP), as well as its composition, given below, applies to the highways of the Russian Federation intended for public use.

Basis for the development of PAD

  1. The development of a traffic management project is carried out on the basis of clause 2 of Art. 21 of the Federal Law No. 196-FZ "On Road Safety" dated December 10, 1995 No.

Schemes, scale, composition of address lists in PAD

For traffic management projects, the recommended linear scale is 1: 3000, and for the width of the road, an arbitrary scale is allowed.

The structure of the layout of technical means for the organization of road traffic should include:

  • the contours of the road plan (limited by the edges);

Coordination of the road traffic management project

According to the current regulations, AML projects are subject to mandatory approval by the departments of the State Traffic Inspectorate of the Ministry of Internal Affairs of the Russian Federation, which are in charge of the projected road. Depending on the type of the projected facility, the traffic management project is agreed in the following instances:

Procedure for approval and amendments

Any changes to the road traffic management project are subject to mandatory approval by the appropriate traffic police department. Changes to the AML, as a result of overhaul or reconstruction, are made on the basis of the approved project, the responsibility for making changes and their approval in the traffic police lies with the customer.

POD is a whole book bound in A3 format (197 x 420) and electronic view document (in editable format) on CD-ROM. As in this book, POD opens a title page followed by an introduction. Further there are diagrams with the arrangement of technical means and traffic light objects; sketches of signs for individual design; the statement in which the ODD funds are placed; a list showing the electric lighting device, bus stops, sidewalks, paths, crossings (different levels). On title page the name of the governing body of this road must be indicated; the name of the organization that designed the ODD; the names of the organizations that agreed and approved the project.

Below is the name of the road and its designation, volume number, position of the head of development with the surname and signature. Below, as always, is the date of development of the POD. The linear scale is usually taken as 1: 3000, and the width of the road is depicted arbitrarily. The layout scheme should contain the contours of the road plan, graphs of longitudinal slopes and curves in the plan, road signs, marking lines, road and pedestrian fences, traffic lights, guiding devices, pedestrian crossings, lighting, stops, paths for pedestrians, artificial structures, railway crossings, existing and projected buildings and structures for motor transport and road use (coordination axes are not needed).

Agreement

PIT is subject to mandatory approval by the departments of the State Traffic Inspectorate of the Ministry of Internal Affairs. The design organization is engaged in this. can be considered depending on the object, as mentioned above, either by the RF Traffic Department (main roads, federal highways, public highways from the first to the fourth category inclusive, high-speed highways and streets of continuous traffic of city-wide significance, and so on), or services of departments, divisions, directorates of the Central Internal Affairs Directorate, the traffic police, the Internal Affairs Directorate of the subjects of the Russian Federation. Roads below the fifth category, as well as departmental or private, belong to the traffic police services of regions and cities, where they are coordinated.

The customer approves the AML. After receiving the finished project, he must in time make all the changes that may be associated with the new standards of documents that are being put into effect. All changes in the AML must also be agreed with the traffic police department at least once every three years. All previous versions of the AML are kept by the customer and the traffic police, as it is supposed to store the documentation for the regulations. Changes related to reconstruction or overhaul to improve road safety must be made and agreed by the customer.

Copies

Already approved projects and all subsequent changes must be sent to the following authorities.

  1. Customer department (or department) - one copy plus CD-ROM (editable document).
  2. The road governing body is one copy plus CD-ROM (editable document).

Technical means of organizing traffic

Blocks in combination with a pedestrian flooring are arranged to organize temporary movement of pedestrians when sidewalks are closed in places of work for more than three days. Blocks are installed on the roadway at a distance of at least 1.5 m from the side stone. To prevent pedestrians or animals from entering the road through the blocks, a net or other protective elements is additionally installed on them.

Travel buffer. It is used in POD to prevent a car from colliding with the end part of a parapet-type concrete block. The inner cavity of the road buffer is filled with water (in summer), brine (in winter) or sand.

The shield is solid. It is used for fencing areas of excavation work on roads and streets with a duration of work less than one day.

Lattice shield. It is installed in the POD on highways and streets outside the carriageway for fencing of work areas designated for temporary storage of materials and equipment, with a duration of work less than one day.

Grid. It is used to close existing and fencing temporary pedestrian paths in places of work on highways and streets within settlements, at pedestrian crossings and stops public transport.

Perilo-rack barriers. They are used in PODs for fencing work sites, including areas with openings no more than 10 cm deep on highways and streets. Barriers are installed across the carriageway, closed to traffic, at the end of the traffic flow diversion zone. On roads outside settlements, to ensure visibility, barriers are equipped with reflective elements at night.

Picket barriers. They are used for fencing the site of the production of works of a mobile nature during daylight hours. Barriers are installed across the roadway or shoulder at least 10 m before the work area.

Guiding devices

5. For AML for the period of placement of construction sites during the demolition, construction and reconstruction of objects for various purposes, a POS is required for these objects. Often, the POS developed for the Customer, for example, by the General Designer, to put it mildly, does not quite comply with the requirements and regulations in force in the field of traffic management in Russian Federation currently. In this case, during the development of the PAD, it is necessary to adjust the PIC (of course, after notifying the Customer about this).

6. For the development of PAD for the period of operation of objects of various purposes, a master plan of the object on a scale of 1: 500, floor plans of the object (for example, for multifunctional shopping centers), as well as basic technical and economic indicators (TEP) of the object are required. As mentioned above, if the general plan of an object does not comply with the requirements and standards in force in the field of traffic management in the Russian Federation at the present time, when developing the PAD, the master plan must also be adjusted.

7. For the development of PAD for the periods of construction and operation of artificial irregularities ("speed bumps"), a passport of the street (road, passage) on which the ID will be installed is required. In most cases, the Customer does not have the above documentation. Therefore, this type of PAD is developed in 90% of cases "from the knee".

8. To develop an AML for the installation of advertising information signs (Passports for the installation of advertising information signs), a passport of the street (road, passage) on which the RIZs will be installed is also required.
