Since 2010, "Slavyanka" began to hold tenders for the right to provide the army with "cleaning services" - cleaning premises and territories, sanitizing, waste disposal, etc. In 2010 and 2011 the company, according to the data of the Oborontorg system (in which purchases are carried out for the needs of the Ministry of Defense), put up for auction 12 contracts for such services for a total amount of about 3.5 billion rubles.

The first contracts in 2010 were signed by Slavyanka for several months with the possibility of prolongation, then - for one and a half to two years, recalls the president of the Association of Russian Harvesting Companies, director of the Primex group (she received several contracts in 2010-2011) Yuri Ryabichev. In the first months, he recalls, it was not even clear exactly what area the contractors needed to clean. “Nothing was calculated, since before that the Ministry of Defense had never carried out precise measurements of the harvested area, and this is millions of square meters,” he says.

In 2011-2012, the Ministry of Defense became the country's largest customer in the cleaning market, Ryabichev says. “Initially, everything looked quite cost-effective,” he recalls. But soon the prices fell from 20-30 rubles. behind square meter up to 15-20, and in some cases up to 12 rubles, that is, below the break-even level, he continues. “But the main thing is that Slavyanka gradually began to pay with great delays. People were sitting without wages, ”Ryabichev says. "It's a very bad situation: it is impossible to suspend work under these government contracts, while government customers remain owed to contractors for years of work, some of them have not received payment for more than a year," adds Eduard Apsit, owner of Facilicom Management Company (engaged in cleaning under the Pure Light ").

“We do not work [with Slavyanka] on new contracts and did not even try to participate in them,” says an interlocutor of RBC in another company that also won a contract in 2010-2011. "We are not interested in this customer [...] The relationship has diverged." When asked to explain the reasons, RBC's interlocutor replies: look at the situation with old contracts.

Judging by the base of arbitration cases, the number of claims from counterparties to Slavyanka in last years has grown significantly: if in 2012 the company was the defendant in 165 cases, then in 2013 it was already 1030, and in 2014 - 1757 (for more details, see the graph).

In addition to all the problems, Oboronservis, and with it Slavyanka, found themselves in the center of a hardware-corruption scandal in 2012, which later led to the resignation of Serdyukov from the post of defense minister. In October, a criminal case was opened on fraud with the property of Oboronservis. A month later, the investigators opened a criminal case on the facts of violations in the "Slavyanka": allegedly during the implementation of government contracts (including cleaning) budget funds were stolen. Nine people were charged in this case, including the then general director of Slavyanka, Alexander Yelkin.

After checking old contracts, we found signs of a “pyramid with a clear smell of corruption,” said Oleg Belaventsev, who was appointed director of Slavyanka after Yelkin, in 2013 in an interview with Moskovsky Komsomolets.

Who replaced the contractors of the Serdyukov era?

New cleaner

After 2011, there are no data on new tenders for the right to engage in cleaning and cleaning in the army.

Information about new cleaning tenders in the army again became public in November 2014, according to data from Spark Marketing (there are no cleaning tenders in the Oborontorg system between 2012 and 2014). The contracts based on the results of all these auctions were concluded already in 2015.

By March 25 this year, Slavyanka had signed 131 contracts for seven types of services for a total of 3.14 billion rubles. For comparison: for the entire 2014 the company entered into 155 contracts for 758 million rubles. The overwhelming majority of contracts this year fall into just two cleaning categories: "sanitation and similar services" (25 contracts with a total value of 2.4 billion rubles, or 77% of the total volume of contracts concluded this year in monetary terms) and “Waste disposal services” (92 contracts with a total value of 453 million rubles; all calculations are based on Spark Marketing data). With the appearance of these categories, the average cost of the competition for "Slavyanka" has grown almost fivefold.


49 companies won the auction at Slavyanka this year. In 20 out of 131 contracts, the winner is Megaline. True, in 12 cases the system contains all the data of the company, including TIN and address, and in 8 - only the name. If we assume that we are talking about the same company, then from the beginning of the year to March 25, it received 58% of all Slavyanka contracts in monetary terms: by 1.83 billion rubles out of 3.14 billion rubles.

On March 23, "Slavyanka" published information about 12 more auctions for "sanitary maintenance". On the government procurement website, Megaline is also listed as the winner of 10 out of 12 trades. The total volume of contracts published under these procedures is about 1.14 billion rubles. At the time of submitting the material, information about the bidding winners appeared in the Spark Marketing system, but the contracts had not yet been formally concluded.

Thus, if we are talking about the same company, "Megaline" this year could receive cleaning contracts for "Slavyanka" for 2.97 billion rubles.

What is "Megaline"

“We have been on the market for over 20 years. I cannot say that they didn’t work, but there is no such company as Megaline among the major players, ”recalls Yuri Ryabichev. An interlocutor of RBC in another cleaning company says that he has known about Megaline for "some time."

According to Spark, LLC Megaline, registered in St. Petersburg, has two co-owners - LLC Concord Management and Consulting (50%) and LLC Lakhta (50%). Until mid-2011, Yevgeny Prigozhin was the owner of 14% of the shares of the first company, and until September 2013 he controlled 80% of the second. Now "Concord Management and Consulting" belongs to Violetta Prigozhina (also, according to Novaya Gazeta, the name is the mother of the restaurateur Yevgeny Prigozhin), and "Lakhta" belongs to Svetlana Sobirova (RBC did not find information about her).


The general director of Megaline, according to Spark, is Maxim Mashkantsev. It was not possible to find him on the phones of "Megaline". In addition to Megaline, Mashkantsev, according to Spark, heads several other St. Petersburg companies, including ZAO Sky. An employee of the Russian Empire restaurant answered one of the phones of this company. This restaurant is listed among the projects of the Prigogine company "Concord Catering" on its website. Finally, the CEO of Sky CJSC was formerly Samuil Zharkoy (this is the name of Prigozhin's stepfather, according to Forbes), who now, according to Spark, is the head of Concord Management and Consulting.

Until recently, it was difficult to call Megaline a large company: revenue for 2013 was about 36.8 million rubles, for 2012 - only 13.4 million rubles. (data from "Spark").

The first contracts from Megaline appeared in December 2014, when the army again began to purchase cleaning services. In addition to Slavyanka, Megaline until the end of February became a contractor for two more related military organizations: a branch of the Central Military Clinical Hospital of the Ministry of Defense (one contract for 12.9 million rubles) and CSKA (54 contracts for 65.5 million rubles). But in monetary terms, the largest client of Megaline is Slavyanka.


Old breadwinner

“Influential Russian politicians, successful businessmen, well-known cultural and art workers trusted Concord Catering to hold the most significant receptions in their lives and careers,” the company writes about itself on its website.

Concord Catering is part of Yevgeny Prigozhin's restaurant empire. Since 1996, this company, according to its own data, has held more than 15 thousand events and served more than 1.5 million guests. Among these events are many of the most prestigious, in which high-ranking officials and the richest Russian businessmen participate: a reception at the Davos Forum, the Russian geographic society (its board of trustees is headed by Vladimir Putin), a wedding in the Konstantinovsky Palace in Strelna, the St. Petersburg International Economic Forum, Forum Russia of Sberbank, follows from the photo reports on its website.

According to Forbes, Prigozhin began building his gastronomic empire with the Old Customs establishment in St. Petersburg: it opened in 1996 and its guests included Governors Anatoly Sobchak and Vladimir Yakovlev. When asked by RBC about the acquaintance of Prigozhin and Putin, the presidential press secretary Dmitry Peskov did not answer.

Now the list on the Concord website contains 10 restaurants in St. Petersburg, seven in Moscow and two in Sochi, as well as the Eliseev Merchants Shop in St. Petersburg and the Chocolate Museum chain of stores.

Since 2012, the structures controlled by Prigozhin began to receive noticeable state and near-state contracts. For example, the company "Concord M" LLC, owned by a businessman (see infographic), has become one of the main suppliers of food for the presidential administration: 22 contracts worth about 128 million rubles. over the past three years.

And OOO Concord Food Factory became the main “chef” of Moscow schools: since 2012, the directorate of the Moscow Department of Education has provided Prigozhin with food contracts for 2013-2015 totaling more than RUB 10.6 billion, according to Spark data.

At the end of 2012, two-year contracts for 92 billion rubles were signed with the subsidiaries of Concorde. Voentorg has concluded the provision of food for the Russian army, Forbes points out.

Military cleaning

The terms of reference for the provision of services for the sanitary maintenance of the facilities of the Ministry of Defense in the Chitinsky branch has been published on the state procurement website. The document lists 118 objects, the sanitary maintenance of which must be ensured by the winner: for example, 28 of them are located in Chita itself, the same number in the Republic of Sakha (Yakutia), and one in Buryatia. In total, the winner needs to provide sanitary maintenance for more than 310,000 sq. m of internal premises and 33.2 million sq. m of the adjacent territory.

Indoors, for example, five times a week are required to wash hard floors and vacuum textile floors, take out trash and wet cleaning sanitary areas in office spaces.

In the summer, you should ensure that sidewalks, garages, boxes, warehouses, arsenals, etc. are swept outside. five times a week, whitewashing of curbs and trees - twice a year as needed, twice a month - mowing the grass, cleaning and removing the cut grass. All work must comply with GOST "Cleaning services for buildings and premises" and SanPiNam. The contract does not provide for advance payments, it is indicated in the terms of reference.

RBC did not find information about contracts for providing food for the army in Oborontorg and other trading systems. This is technically possible. The fact is that Voentorg followed the letter of the law and switched to open system purchases only in January 2013, so there is no data on the company's earlier contracts in the system, explains Ekaterina Smirnova, attorney at the Yakovlev & Partners legal group.

For 2012-2014, Voentorg entered into contracts with 63 contractors (the terms of the contracts were different), a company representative answered to RBC's request. “On the basis of the documents required for the conclusion of contracts, it is not possible to establish the affiliation of these companies to each other or to any group of companies,” the letter received by RBC says. The company's representative did not disclose the amount of the state contract between the Ministry of Defense and Voentorg, citing confidentiality.

Since January 1, 2015, Voentorg has been organizing food for the army under a new state contract with the Ministry of Defense, the company said in its response. Food in the armed forces was “outsourced in full” (both Voentorg itself and contractors provide services).

Four more sanitary contracts "Slavyanka" totaling 430 million rubles. received this year by LLC "AGAT". According to Spark-Interfax, AGAT LLC with the TIN specified in the documents is registered in Lyubertsy, 66.67% owned by itself, and 33.33% owned by Kirill Kulebakin (at the same time he is the general director of Gazstroymetall LLC).

Among the companies associated with Prigozhin there is an LLC with the same name - "AGAT", but it is registered in St. Petersburg. 90% of St. Petersburg "AGAT" belongs to Samuil Zharkom, who has been the CEO of the company since November 2014. Earlier - since 2008 - this LLC was owned by Lyubov Prigozhina.

The most interesting thing about the cleaning contests held by "Slavyanka" is that all works must be completed by June 30, 2015. This means that from July, potential contractors can count on new contracts.

At the end of 2014, the Ministry of Defense began to announce cleaning tenders directly, bypassing Slavyanka. At the time of the preparation of the text, the total amount of newly announced tenders exceeded 14 billion rubles, and the lion's share of them was announced in March 2015. Contractors will have to carry out the work in 2015-2017.

At first, the ministry was going to complete accepting applications for participation in these auctions on March 30 - April 1. But then in the "RTS-tender" there was a notice about the postponement of the deadline for most contracts to mid-April.

As a result, by April 1, the Ministry of Defense independently played out 12 contracts for the provision of sanitary services for a total amount of more than 5.7 billion rubles, it follows from the data of "Spark".

Five of them, for 3.7 billion rubles, were received by CJSC Flagman Wedge, owned by Elena Gruzovaya. This company is a dark horse. Until now, she has not received any other government contracts, and at the address of her registration in "Spark" there are 139 more legal entities... It was not possible to contact the company.

Three contracts - for property maintenance, cleaning, etc. - by 1.9 billion rubles. received by CJSC "Aktiv-Reserve". Its only owner - Tatiana Pyslaru, follows from the data of "Spark". The legal address of "Aktiv-Rezerva" coincides with legal address a major player in the cleaning market - Fasilicom group of companies, only the office numbers differ. Fasilikom's e-mail addresses are indicated as contacts. “The company“ Aktiv-Reserve ”is not connected with us in any way,” Eduard Apsit, owner of Fasilikom MC, told RBC through a representative.

Official inquiries to "Slavyanka" and the Ministry of Defense at the time of publication of the material also remained unanswered.

Six pads for 6 billion

In the story with the military boiler houses, about which in January 2016, the organizers of the pseudo-contests turned out to be careless: the appointment of people from Prigozhin's security service as the head of the dummy legal entities was striking. When they entered the current repair market, they acted somewhat more subtly.

Western Military District: two companies are fighting for the right of maintenance - Skotsiya LLC and Exedra Plus LLC. Registration documents were submitted on the same day in December 2014. As a name - special architectural terms. Until 2016, when Skotsia received government orders for 2 billion rubles, and Exedra Plus - for 0.5 billion rubles, it is impossible to find the slightest signs of any company activity.

If we look across the country, we will see that only six companies receive orders for current repairs from the Ministry of Defense. In addition to Skotsia and Exedra Plus, according to SPARK, these are Promstandard (1.1 billion rubles), IC Leader (754 million rubles), Phoenix (1 billion rubles) and Eurogroup "(666 million rubles).

These companies periodically win or lose tenders, but one way or another, it was they who shared all the current repairs of military camps.

Continuing to study open sources on the advice of Mr. Parfyonov, we came across very frank resumes posted on the Web by former and current employees of Megaline in search of new job (judging by the number of resumes, the turnover in the holding is huge). Conspiracy was not up to par.

- I worked for him for six months. And I don't want problems.

"Fontanka" reacted with understanding to Vyacheslav's indecision, especially since there are unpleasant rumors about the circumstances of his dismissal. We asked him about the reliability of the rumors:

He claimed that he not only organized construction works, but at the same time was a representative by proxy of JSC "GU Housing and Utilities" with the right to organize and hold meetings; provide information upon request; sign and send letters to the military districts and the fleet in order to organize the access control; participate in meetings held by representatives of the Russian Ministry of Defense on current repairs; request information in order to implement the routine repair program in the bodies of the Russian Ministry of Defense, bodies state power and other organizations; to carry out inspections of objects, their video and photographic recording, necessary tests and measurements in the part related to current repairs. "

The factual coincidence of the powers of the customer and the contractor amazed Fontanka. Konstantin did not condescend to explain: “Now I don’t work there and have nothing to do with it. Not authorized to say anything. What company I worked for, I cannot say. Sorry, I don’t give any information ”.

An hour after the conversation, all references to Skotsia, GU ZhKKh and the defense order disappeared from the resume.

Employers' kaleidoscope

An engineer named Svetlana from Murmansk (the name is known to the editorial office) shared her story with Fontanka. In June 2016, she responded to the vacancy of the Movement Group. She was offered to conclude a contract with SK Leader LLC, and attempts to get her signed copy led to communication with the HR manager from Exedra Plus LLC. Its leaders and inspectors, who came from St. Petersburg, according to Svetlana, recommended themselves as representatives of "Megaline" or "Concord". Dumbfounded by a series of formally unrelated legal entities and the size wages, not in accordance with the agreements, Svetlana wrote a letter of resignation on on their own... Since July, she has been trying unsuccessfully to get her work book, problems with dismissal made her contact labor inspection and the Investigative Committee.

The group of companies "Dvizhenie" is a non-existent organization on whose behalf vacancies of all legal entities that are part of the informal empire are published - catering business, catering, military and civil catering, military and civil construction, and so on, and so on, and so on.

All of these legal entities are under general management... "Megaline" coordinates the activities of companies tied to the army government order. All personnel production is concentrated in the St. Petersburg office, on the 17th line of Vasilievsky Island, house 54, building D, office 423, both from the elevator and to the right. Since each employee of the personnel department "leads" several legal entities, some confusion in addresses and signatures is inevitable. The role of the formal owners and managers of the gasket companies comes down to signing powers of attorney.

No one doubts who is really the head of the company. Evgeny Prigozhin, as they tell "Fontanka" former employees the building block of the empire, sometimes holds production meetings on those construction projects that he personally supervises, for example, the construction of a new military town in Valuyki.

The inevitability of Megaline

It seems that nothing prevents independent builders from entering the competition and trying to outbid the price of the Megaline "gasket". But this is not so, the interference of a competitor from the outside is practically impossible. Fontanka paid attention to how the technical specifications were drawn up.

Each lot is formed in such a way that it includes objects scattered throughout the military district. One task combines the repair of the roof in the Tver region, the interior in Solnechnogorsk near Moscow and Kursk, the repair of the stairs in Kaluga, concrete work in Belarus and the replacement of plumbing in St. Petersburg. It is clear that, except for the monopolist, no one can afford such a spread. "Megaline", by the way, is also beyond its power, and most of the work is carried out by the forces of subcontractors, who are imposed conditions similar to onerous.

Irreplaceable

All our interlocutors emphasize: this is for a long time. A system has already been built in which the entire life cycle of military camps, from construction to lawn mowing, is provided not so much by the specialized structures of the Ministry of Defense as by the regional offices of Megaline. The concession about which "Concorde" did not come out by virtue of the law. It turned out even better - the same money, but without responsibility. Recall: Yevgeny Prigozhin is not among the owners or heads of commercial companies operating under the military state order. There is a scattering of easily interchangeable companies with limited liabilityregistered on denominations. There is nothing to take from them.

Fontanka contacted Megaline LLC with a question about the companies Promstandart LLC, SK Leader, Phoenix, Eurogroup, Exedra Plus and Skotsia, which, according to the editorial board, belong to the nominal owners , and in fact are managed by OOO "Megaline".

Putin's notorious chef Yevgeny Prigozhin, who was already joining the Russian military department, found another niche for receiving budget billions. This time, the companies affiliated with him received more than 40 billion rubles for the provision of housing and communal services to military towns. The procedures for the selection of suppliers were carried out with gross violations of the law.

We also conducted this investigation, in parallel. And we can add interesting details.

First, Fontanka does not write about all contracts. The article mentions five companies, but does not mention contracts with Ars-Service LLC and Ecobalt LLC, as well as contracts for the supply of solid and liquid boiler fuel with Evora for more than 13 billion rubles. All firms are united by the fact that they have become subcontractors under housing and communal services contracts with a new single supplier of the Ministry of Defense - OAO GU Housing and Communal Services under illegal procedures. Moreover, such firms were prepared to receive tenders, clearly from one center. This is evidenced by the close dates of registration of firms and the licenses obtained for the production of works on installation, repair and maintenance of security equipment fire safety buildings in one day. Moreover, the numbers of these licenses are in order, which cannot be explained by chance.

Secondly, the total amount of contracts concluded on fake trading is not 26 billion rubles, as journalists write, but 40 (forty!) Billion rubles.

Thirdly, I have a clear understanding that contracts for 40 billion budget rubles were obtained through an illegal procedure that has nothing to do with market trading. Initially, the Ministry of Defense OJSC "GU Housing and Communal Services" did everything to prevent an independent company from the market to come and win a multi-billion dollar subcontract. For this purpose, tender documents were diluted in a special way: 1. In the criteria for selecting the bidders, it was not established how the best performer would be selected. 2. requirements for potential applicants were blurred in the documentation. In particular, it was not indicated what licenses or certificates of admission for the supply of products and certificates for products the participant had to possess, what delivery experience was recognized by the customer as similar to the procurement subject, what documents were accepted by the customer as confirming compliance with the requirements. All this did not allow independent companies submit your application for a contract and win a tender.

Six pads for 6 billion

In the story of the military boiler houses, which Fontanka spoke about in January 2016, the organizers of the pseudo-contests turned out to be careless: the appointment of people from Prigozhin's security service as zits-chairmen of the dummy legal entities was striking. When they entered the current repair market, they acted somewhat subtly.

Western Military District: two companies are fighting for the right of maintenance - Skotsiya LLC and Exedra Plus LLC. Registration documents were submitted on the same day in December 2014. As a name - special architectural terms. Until 2016, when Skotsia received government orders for 2 billion rubles, and Exedra Plus - for 0.5 billion rubles, it is impossible to find the slightest signs of any company activity.

If we look across the country, we will see that only six companies receive orders for current repairs from the Ministry of Defense. In addition to Skotsia and Exedra Plus, according to SPARK, these are Promstandard (1.1 billion rubles), IC Leader (754 million rubles), Phoenix (1 billion rubles) and Eurogroup "(666 million rubles).

These companies periodically win or lose tenders, but one way or another, it was they who shared all the current repairs of military camps.

None of these "construction firms" ever showed up anywhere until 2016. Fontanka contacted the nominal owners and managers.

Continuing to study open sources on the advice of Mr. Parfenov, we came across very frank resumes posted on the Web by former and current Megaline employees in search of a new job (judging by the number of resumes, the turnover in the holding is huge). The conspiracy was not up to par.

He argued that he not only organized construction work, but at the same time was a proxy for JSC GU Housing and Public Utilities with the right to organize and hold meetings; provide information upon request; sign and send letters to the military districts and the navy in order to organize the access control; participate in meetings held by representatives of the Russian Ministry of Defense on current repairs; request information in order to implement the routine maintenance program in the bodies of the Russian Ministry of Defense, government bodies and other organizations; to carry out inspections of objects, their video and photographic recording, necessary tests and measurements in the part related to current repairs. "

The factual coincidence of the powers of the customer and the contractor amazed Fontanka. Konstantin did not condescend to explain: “Now I don’t work there and have nothing to do with it. Not authorized to say anything. What company I worked for, I cannot say. Sorry, I don’t give any information ”.

An hour after the conversation, all references to Skotsia, GU ZhKKh and the defense order disappeared from the resume.

Employers' kaleidoscope

An engineer named Svetlana from Murmansk (the surname is known to the editorial office) shared her story with Fontanka. In June 2016, she responded to the vacancy of the Movement Group. She was offered to conclude an agreement with SK Leader LLC, and attempts to get her signed copy led to communication with the HR manager from Exedra Plus LLC. Its leaders and inspectors, who came from St. Petersburg, according to Svetlana, recommended themselves as representatives of Megaline or Concorde. Dumbfounded by a series of formally unrelated legal entities and a salary that does not correspond to the agreements, Svetlana wrote a letter of resignation of her own free will. Since July, she has been unsuccessfully trying to get her work book, problems with dismissal made her turn to the labor inspectorate and the Investigative Committee.

Former staff members of a multidisciplinary organization with many names explained to Fontanka that the personnel confusion is easily explainable.

The Movement Group of Companies is a non-existent organization on whose behalf vacancies of all legal entities that are part of the informal empire are published - restaurant business, catering, military and civilian catering, military and civil construction, and so on and so forth.

All these legal entities are under common management. "Megaline" coordinates the activities of companies tied to the army government order. All personnel production is concentrated in the St. Petersburg office, on the 17th line of Vasilievsky Island, house 54, building D, office 423, both from the elevator and to the right. Since each employee of the personnel department "leads" several legal entities, some confusion in addresses and signatures is inevitable. The role of the formal owners and managers of the gasket companies comes down to signing powers of attorney.

No one doubts who is really the head of the company. Yevgeny Prigozhin, as former employees of the empire's building block tell Fontanka, sometimes holds production meetings on those construction projects that he personally supervises, for example, the construction of a new military town in Valuyki.

The inevitability of Megaline

It seems that nothing prevents independent builders from entering the competition and trying to outbid the price of the Megaline "gasket". But this is not so, the interference of a competitor from the outside is practically impossible. Fontanka paid attention to how the technical specifications were drawn up.

Each lot is formed in such a way that it includes objects scattered throughout the military district. One task combines the repair of the roof in the Tver region, the interior in Solnechnogorsk near Moscow and Kursk, the repair of the stairs in Kaluga, concrete work in Belarus and the replacement of plumbing in St. Petersburg. It is clear that, except for the monopolist, no one can afford such a spread. "Megaline", by the way, is also beyond its power, and most of the work is carried out by the forces of subcontractors, who are imposed conditions similar to onerous.

Irreplaceable

All our interlocutors emphasize: this is for a long time. A system has already been built in which the entire life cycle of military camps, from construction to lawn mowing, is provided not so much by the specialized structures of the Ministry of Defense as by the regional offices of Megaline. The concession, which Concorde dreamed about two years ago, did not work out by virtue of the law. It turned out even better - the same money, but without responsibility. Recall: Yevgeny Prigozhin is not among the owners or heads of commercial companies operating under the military state order. There is a scattering of easily interchangeable limited liability companies registered at par. There is nothing to take from them.

Fontanka contacted Megaline LLC with a question about the companies LLC Promstandart, SK Leader, Phoenix, Eurogroup, Exedra Plus and Skotsia, which, according to the editorial staff, belong to nominal owners , but in fact they are managed by Megaline LLC.

He noted that all issues of construction, operation, energy supply and maintenance of the Armed Forces' utilities will now be decided not by four sub-holdings, but by one. “Where there is a real business, we will interact with it directly,” the deputy minister explained.

According to hackers from the Anonymous International group, the costs of overhaul, construction and maintenance of military camps amount to 243.45 billion rubles a year. They also posted documents earlier, from which it became known for the first time about the claims of "Megaline".

As follows from the documents, Prigozhin allegedly turned to Sergei Shoigu with a proposal to rebuild the work to provide military camps. The main mechanism should be the conclusion of concession agreements, first - as several pilot projects, then - for all military camps. Since the current "Law on Concession Agreements" does not provide for military camps as objects of such legal relations, amendments have been prepared to it.

Meanwhile, the company itself does not confirm the information. The general director of "Megaline" Maxim Mashkantsev, having heard a question about the concession project in relation to military camps, asked to call back in 10 minutes, after which he did not answer the phone again.
