The information released about the group of new aviation managers in Ukraine also confirms who is "the boss". At first, from the previous staff of 12 managers, including three first vice presidents, directors and ordinary vice presidents, the new list includes only six.

Secondly, it is also important who all these people are. Four out of six, including Gvozdev himself, are from the Khmelnytsky region, specializing in the sale of imported cars. It is not difficult to understand that the management of the Ukrainian aviation giant is almost completely in the reliable hands of a rather friendly and cohesive group that would not change the previous equally attractive places for applying its efforts without having even better prospects. However, taking into account the already announced plans for the strategic development of the enterprise in the medium term, they are unlikely to contribute to the prosperity in Ukraine.

Third, it is also interesting that from of the previous management of the Antonov State Enterprise, only two people remained. General designer Dmitry Kivawho combined this post with the post of president before the appointment of Gvozdev, and Victor Sementsov, who lost the prefixes "First" and "General", became Vice President - Executive Director for production. In principle, it is they who can be considered specialized aviation specialists. Among the "losses" refers to less noticeable figures Valery Mayevsky, Vice President of Human Resources and Security and Victor Shvets, Vice President for Legal and International Legal Affairs, who gained great fame as a lawyer for Yulia Tymoshenko, and members of Dmitry Kiva's team who controlled production and finance. First of all, it is his eldest son - Alexander Kiva, Vice President - Deputy General Designer (Marketing, Sales and After-Sales Service), who is still until recently, they were predicted to be "successors of the dynasty" at the highest post of the Antonov design bureau. Grigory Rudyuk, First Vice President - Chief Designer, also was considered as an alternative version of the possible head of the state enterprise "Antonov".

As can be seen even from a very superficial analysis of personnel changes, the situation in the aviation segment of Ukraine is developing by analogy with the changes in the military-industrial complex, to which it has been subordinate for almost a year. The only difference is that Ukroboronprom celebrates asilya of immigrants from the Kherson region. On the other hand, the unifying principle of both is the close proximity to President Petro Poroshenko, who continues to build a vertically integrated structure of personal control over all the more or less worthy assets of Ukraine. Interview with Dmitry Kiva

“The Revolution of Dignity,” - said Dmitry Kiva, - “I took it positively and with enthusiasm, expecting that the new government would change the state of affairs in the country for the better. But somehow (this was in 2014) I was summoned to the Ministry of Industrial Policy and was very surprised, saying that, they say, there was a command to relieve me of the post of president - general designer of the state enterprise Antonov ”.

“At first I even thought that they were joking: at that time, Antonov was the best in the domestic aircraft industry and one of the best enterprises in the Ukrainian capital in all respects. But it turned out that the proposal was not a joke either. They offered to write a letter of resignation of their own free will. Since I had no desire to quit, I refused to write such a statement ”.

“Subsequently,” continues Dmitry Semenovich, “I managed to find out that the initiative for my release came from the then Prime Minister Arseniy Yatsenyuk. I do not know what motives he and other officials who sought to implement my dismissal were guided by. But they began to exert strong pressure on me from different sides: they summoned me for interrogations to the General Prosecutor's Office, brought in investigators from the military prosecutor's office and other law enforcement and control bodies - apparently, they wanted to find at least some compromising evidence and crime.
At the same time, the investigators put pressure not only on me, but also on some members of my family: they “questioned” the eldest son, wife, and even her father and mother (who live in Nikopol). However, although such "searches" now and then turned out to be in vain, they did not stop. Once one of those who led the investigation hinted: there is an instruction from above. In parallel with all this, a competition was announced to fill the position of the head of the Antonov State Enterprise, for which I submitted documents, given that the current contract was ending.

“I had to,” adds Dmytro Kiva, “to visit the Administration of the President of Ukraine, where I talked with one of its top officials about the investigations that were underway. And there they told me that when I apply for dismissal, everything will stop. Since I did not agree to such proposals, - continues Dmitry Semenovich, - they decided to implement the issue of my release in court. But this turned out to be in vain: the court refused to release the plaintiffs ”.

“In addition, I will note that I am not only a veteran of the aircraft industry, but also a veteran of the enterprise where I have worked for more than half a century. Therefore, my dismissal required the consent of the trade union committee (which, given the position of the collective, he would not have given). And I will also remind you that, in addition to the post of President - General Designer of Antonov State Enterprise, I had one more title, awarded at one time by the Ukrainian government: General Designer for the creation and modernization of aviation equipment, and this implied my functions as “ Antonov ", and on the scale of the entire domestic aircraft industry."

“After that,” says Dmitry Semenovich, “No matter how the investigators, or the judicial options for pressure did not produce the desired consequences for those forces that at any cost tried to relieve me of the position of the head of the enterprise, they decided to go the other way: General Designer of Antonov State Enterprise for two ”.

“I was told that I would be engaged in a purely design sphere, coordinating the creation of aircraft (currently the enterprise was testing a new transport An-178 and began to build a prototype demonstration model of an An-132 transport), and administrative and management functions, including organizational and financial issues, they say, will go to other people. So I had to agree to that too. "

“I said to the new leadership that came to the Antonov State Enterprise that I would try to help them - and I was sincerely ready to do just that. However, it soon became clear that the new leaders of the enterprise were not at all interested in my advice or recommendations arising from my extensive experience and deep knowledge of the specifics of aircraft construction.

“Those who since June 2015 have become the leaders of Antonov,” says Dmitry Kiva, “are probably good managers. However, neither by education, nor by experience of previous work, they had nothing to do with the creation of aviation technology and aircraft construction. But this high-tech industry is a specific and rather complex area of \u200b\u200bactivity, therefore decisions made in it should be based on high professional competence, which, unfortunately, the new management of Antonov does not have ”.

So, is it really not clear that in order to sell aircraft on the world market, these products need to be competitive there, and to create such aircraft, you need to know a lot.

By the way, at one time something similar was done in Russia, where design bureaus such as Tupolev, Ilyushin and Yakovlev, well-known in the world aircraft industry, which for many years of their activity were headed by experienced aircraft design specialists, changed such managers to managers who were not aircraft designers.

So the efficiency of those renowned aircraft manufacturers has declined significantly, and there has been a decline in the development of passenger and transport aircraft. Unfortunately, Ukraine did not take into account the negative experience - and chose a similar erroneous path.

From division of posts to liquidation of one of them

“Although after the reorganization carried out in June 2015, connected with the division of the position of the President - General Designer of Antonov State Enterprise into two separate ones,” says Dmitry Kiva, “I, focusing on a purely design sphere, did not interfere with the new management of the enterprise, however As it turned out, I was simply deceived, because the separation of posts was not the last action aimed at removing me from Antonov. So, from October 1, 2016 at the enterprise, which combines the creation of new aviation technology and the modernization of its existing types (and therefore design activity) and the production of aircraft, the position of general designer was eliminated, who coordinates and directs all this ”.

When asked how and when Dmitry Semenovich was told that the position of general designer was canceled at Antonov State Enterprise, he replied:

“Two months before that, the management of Antonov announced that from October 1, 2016, in agreement with the state concern Ukroboronprom, the position of general designer was being liquidated at our enterprise. And when the aforementioned two-month period expired, a corresponding order was issued and the personnel department familiarized me with it and offered to sign. "

“When I refused to sign the order without submitting any offers, I was given a list of vacancies at the enterprise. It holds the positions of design engineers, technologists, etc. and even the position of the head of one of the sectors. Realizing well that such proposals for me are purely formal, I took my work book from the personnel department. And although the dismissal in this way was not only incorrect, but also, in my opinion, illegal, but I said that I would not sue ”.

“During the time that has passed since the appointment of the new management of the Antonov State Enterprise and to this day, as a result of a number of structural transformations, new divisions have appeared at the enterprise and, accordingly, their new leaders,” continues Dmitry Kiva.

“The overwhelming majority of them belong to those whom I refer to as“ clerks ”who do not create anything concrete. In general, the number of such people who were accepted under the new leadership who have nothing to do with aircraft construction was about 200 ”.

“In due time,” recalls Dmitry Semenovich, “We initiated the joining of the decayed Kiev aircraft building plant Aviant, which became a serial plant of our state enterprise. Despite significant economic difficulties (due to the fact that Antonov - with a 100% state form of ownership - did not receive funding from the State Budget of Ukraine from year to year), serial production of aircraft was still established, although for obvious reasons in a relatively small quantities ”.

“But for those 16 months (from June 2015 to October 2016), during which the new management operates at Antonov, the production rate of serial production aircraft is unfortunately zero. Some more numerical parameters can also be cited to compare the effectiveness of Antonov's management at different times, ”notes Dmitry Kiva. - “In June 2015, when I was deprived of the position of President of the Antonov State Enterprise (leaving me as General Designer), our company not only had no debts, but also had a lot of funds in various currencies, equivalent to more than 54 million US dollars. ”.

“But when on October 1, 2016 I had to leave Antonov altogether, then, as far as we know, the accounts of the enterprise (which, I remind you, had already been headed by the new management since June 2015) had only about 4 million US dollars in foreign currency, that is, 50 million less than it was 16 months before ”.

“I believe,” notes Dmitry Kiva, “that at present the conscious destruction of the domestic aircraft industry is being carried out. I don't know who exactly needs this, but I am convinced that certain forces - and not only in our country, but also abroad - are striving to liquidate such a high-tech industry in Ukraine as the aircraft industry (and not only one of them), and transform our state in some kind of raw material appendage ”.

Why does Antonov need Ukroboronprom concern?

In 2015, a little earlier than the division of the position of the President - General Designer of Antonov State Enterprise into two, this enterprise, like some others in the aircraft industry, was transferred from the Ministry of Economic Development and Trade to the system of the state concern Ukroboronprom. Therefore, during an interview with Kiva, I asked how he assessed such a reassignment.

Answering this question, Dmitry Semenovich characterized the transfer of "Antonov" to "Ukroboronprom" according to its results as negative. In general, he assessed the Ukroboronprom concern as an organization useless and unnecessary for the state, without which Antonov State Enterprise (and not only this enterprise) could well have done without.

After all, after such a reassignment to Antonov, which has hundreds of business partners in the creation, modernization and construction of aircraft - suppliers of the most components - and all this in each case, like every financial payment, must be coordinated with Ukroboronprom, which leads to a lot of unnecessary procedures and considerable waste of time.

Dmitry Kiva also noted that such requirements of Ukroboronprom with approvals are a violation of the current legislation on state enterprises, because the law prohibits any interference in their economic activities.

“And the negative aspects of relations with Ukroboronprom are far from the only problem for Antonov,” notes Dmitry Kiva. - “Another knot of existing difficulties concerns aircraft engines, which are equipped with aircraft with the“ An ”brand name."

These engines are mainly created in Zaporozhye, where their production is carried out by Motor Sich Joint Stock Company. Following a long tradition and guided by the desire to support domestic manufacturers, Antonov purchased Zaporizhzhya engines for the aircraft it created. But over time, the stringent requirements of the global aviation technology market forced us to certify our aircraft according to European or American standards (JAR and FAR) - and we managed to do a lot in this direction.

However, an aircraft cannot be certified without the appropriate certification of the engines with which it is equipped. And Motor Sich engines do not have such European or American certificates, which becomes a tangible brake on the promotion of Antonov's products on the world market. Therefore, it is necessary on some newly created aircraft - in particular on the An-132 transport aircraft currently under construction at the Antonov State Enterprise for Saudi Arabia - to provide - at the request of customers - properly certified engines of Western production, which, of course, displeases the management of Motor JSC Sich ".

“By the way,” adds Dmitry Semenovich, “I think that the question of the feasibility of replacing the current D-18T engines of Zaporozhye production with those certified in accordance with Ruslan (An-124-100 in various modifications) in the future has also matured. European or American standards Western-made engines ”.

Although such replacements will require certain financial costs, they should pay off within two years, primarily due to a decrease in fuel consumption compared to the D-18T and an increase in the range of non-stop flights of Ruslan with cargo.

Kiev - Baku: one way ticket?

At the end of our conversation, we inquired about Kiva's opinion regarding the likelihood that other specialists of the domestic aircraft industry could follow the route from Kiev to Baku. Answering this question, he said that he does not exclude the possibility of such a development of events if the situation in this area in Ukraine does not change for the better.

Layoff history

It should be noted that they began to squeeze Dmitry Kiva out of Antonov a long time ago, back in April 2014, that is, exactly after the end of the coup. And this is not the first time he is losing the position of general designer.

On April 15, 2014, the media reported that the government dismissed Dmitry Kiva from the post of chairman of the board of the Antonov State Aircraft Concern, which he had held since 2008. Kiva himself then clarified that no one had coordinated the dismissal with him and he learned about it from the news on the Internet. The post of general designer of the enterprise for Kiva was then retained.

Then, 11 months later, the enterprise was transferred to the subordination of the Ukroboronprom concern (earlier - the Ministry of Economic Development of Ukraine). Then, in mid-June, the media reported on the dismissal of Dmitry Kiva from the post of general designer. This time the decision was made by the management of Ukroboronprom, to which Antonov was subordinate. “The decision to dismiss was made by Ukroboronprom, since the concern is now the management company of Antonov. Gvozdev's first working day as Acting President - General Designer was on Saturday, June 13, ”said Lukyan Selskiy, Director of the Information Policy Department of Ukroboronprom, to UNIAN news agency. However, then in the "Ukroboronprom" clarified that Kiva lost only the post of president of "Antonov", the post of general designer was retained for him. Mikhail Gvozdyov became the president (MP from the "Petro Poroshenko Bloc", work experience - deputy of the Khmelnytsky regional council, manager of companies that sold imported cars).

The plant changed not only its subordination, there was a rather serious revision of its place in the structure of Ukrainian industry, connections, etc. So, in June, Ukroboronprom announced that out of a number of enterprises transferred to it for management, the concern had formed the Ukrainian Aircraft Corporation, the central part of which was Antonov. “In addition to Antonov, the corporation included PJSC UKRNIIAT (development of software, forecasting and analytical materials and regulatory documents in the field of aircraft construction, technological design of aircraft and aircraft manufacturing enterprises), State Enterprise Novator (manufacturing of airborne electronic, radar, radio navigation equipment for aviation and aerospace industries), SE "Kharkov Machine-Building Plant" FED "(high-precision fuel and hydraulic control equipment for the aerospace industry), SE" Kharkov Aggregate Design Bureau "(development and manufacture of units for hydraulic, fuel and electrical systems of aviation and rocket technology) and PJSC Plant "Mayak" (produces on-board voice information equipment, ground recording devices) ... The aircraft-building cluster will make the Ukrainian aviation industry the only powerful mechanism with a clear coordination of development, integrate deeper into the world market and introduce international standards ... The main advantage of the cluster is that, by merging, the enterprises have common planning of serial production, a single center for the procurement of materials and components, joint marketing of products and sales, ”the press service of the concern said.

Finally, in October 2016, it became known about the liquidation of the post of general designer of Antonov. That is, purely formally, nobody fired Kivu, just his position ceased to exist. A kind of downsizing. According to the law, in this case, "Ukroboronprom" should have offered him to take a position in the concern, corresponding to his competence (if there are vacancies).

“Since the position has been liquidated, formally I have nothing to do. I was offered a list of positions to choose from, starting with a technician, a designer. The highest position is the head of the sector ... I said that I would not sue. If so, if I am not needed, then I wrote a statement and went, ”the designer himself comments.

Perspectives

The Zerkalo Nedeli publication clarifies that Kiva's decision to move to Azerbaijan matured at the time of the liquidation of his post: “... He plans to work in Azerbaijan and, it is not excluded, will be able to influence the implementation of a solid project to transfer production technology of a new military transport aircraft to this country. - An-178. By the way, it was Dmitry Kiva who negotiated both the Iranian and Azerbaijani projects, ”the newspaper wrote at the time.

According to the editor-in-chief of the newspaper "Delovoy Donbass" Gennady Berezovsky, Kiva was removed from the management of "Antonov" in order to eventually sell the most valuable patents abroad, and to the Ukrainian business - the territory of the plant near the Svyatoshyn metro station in Kiev (for residential development). Considering that Antonov's plans included the development of joint production of aircraft in Saudi Arabia and Azerbaijan, the elimination of the post of general designer may mean the beginning of such an operation. Whether Kiva participates in it or not (most likely not) - time will tell. In any case, the probability of migration of technologies and specialists when a general designer moves to another country is a matter of time.

Kiva in one of his interviews argued that the greatest value of the enterprise, which he managed until recently, was not even patents, but the team that he managed to keep. As previously reported, in September 2016, Antonov suspended the production of aircraft due to the lack of the necessary parts previously supplied from the Russian Federation.

“The lack of cooperation with Russia on aircraft did not make life easier for Antonov ... Now, even if we really wanted to produce an aircraft, we have a number of unfinished machines that are in the workshops, we need to replace all Russian components with components from other manufacturers, we will not to say that these are necessarily Western, it can also be Ukrainian, "explained Andrey Khaustov, deputy head of the advanced development department of Antonov State Enterprise, on the air of Vesti radio. According to him, the resumption of production is expected no earlier than 2017, when the enterprise will be able to find a replacement for the necessary parts.

Recall that at the end of August 2016, the Chinese TV channel CCTV announced the sale of Antonov State Enterprise to China. The company then denied this information, although they admitted that there were negotiations with the Chinese side, and their goal was an agreement on the construction of a second copy of the An-225 at the first stage and serial production at the second.

Because this is a state-owned enterprise, and the state, without investing a dime, is constantly pumping money out of this enterprise, and also demands that they make planes. And they are doing the planes, however, this year there has been a crisis of this pumping out, this year they will commission as many as one plane, ”the expert said, speaking of the reasons.

Konovalov also noted a completely indecent thing about the transfer of Kiva to Azerbaijan.

“The fact is that a year ago Azerbaijan signed a contract for An-178, that we will supply them with a military transport aircraft. And they told us: fine, you will supply, but you still create some kind of localization of production for us, so that we can make at least part of the aircraft in Azerbaijan. Therefore, Kiva, it turns out, can blackmail KB "Antonov" with his presence there, because he is a partner of the other side, and if the new leadership of "Ukroboronprom", which is now in charge of KB "Antonov", does not agree with him, then very interesting things, ”the specialist predicts.
