The PA administration at any level is responsible for violations in the organization of meals for students or pupils. According to Article 6.3 of the Code of the Russian Federation on Administrative Violations, non-compliance with legislation in the field of ensuring the sanitary and epidemiological well-being of the population entails a warning or the imposition of an administrative fine on officials - from five hundred to one thousand rubles; on legal entities - from ten thousand to twenty thousand rubles or administrative suspension of activities for up to ninety days. Based on the results of the control and supervisory activities in March-April 2016, Rospotrebnadzor identified gross violations to ensure proper learning conditions and catering for children in educational institutions. As before, a greater percentage of violations identified in the NGO were recorded in the organization of children's meals.

The reports of Rospotrebnadzor also note that the sanitary-technical state of some NGOs remains unsatisfactory and does not meet the requirements of the institution's readiness for the beginning of the new academic year.
These violations are the basis for the issuance of instructions to the heads of PA by the bodies of Rospotrebnadzor.
In order to ensure sanitary and epidemiological well-being and consumer protection, ensure the admission of children on time, preserve and strengthen the health of children in summer health institutions, Rospotrebnadzor experts urge the heads of summer health institutions to take comprehensive measures to intensify work on the preparation of summer health institutions.
