Due to the lack of employees, they made a 5-day day from 10 to 19 (previously they worked from 10 to 20 in shifts). I sat down to work as I came, then for a half hour break at 12 o'clock, then again I sat down without stopping until the second break for half an hour at about 4, 4:30. You work without stopping. Eyes hurt, the constant flow of clients does not give a break, the workers have no time to sort their papers. And the management does not care that you served 100 people per day, if you have not sold a single insurance, that's all, you worked badly! Also, the door is closed at exactly 19:00 and it doesn't matter that there are 15 people in the office in the queue (it takes an average of 20 minutes to service one subscriber, or even more depends on the client's request), as a result, employees are forced to serve everyone who came in before 7:00. Employees stay for 40-60 minutes after work to serve everyone. Moreover, this time Nikah is not paid for and is not encouraged. We work for free after 7. In a conversation with a ComNews correspondent, Arvydas Alutis told what results he wants to achieve in his new post and why Rostelecom's offices will eventually turn into showrooms.
You headed the RRC in March of this year. Have you already managed to draw a general picture of how PPC will develop in the coming years?
The program of necessary changes in general was formed by May, because it took a couple of months to understand what state we are in now. Three large blocks of tasks are now absolutely obvious to me.
The first one is connected with Rostelecom itself and with the organization of sales of services and services for the B2B segment. Our offices have traditionally been aimed at working with the mass segment. At the same time, I am sure that any point of contact with Rostelecom should be universal for a client. By now, we have already launched sales of contracts for the B2B segment across all our retail. In August, the corporate customer service system will be fully operational in all our offices.
The second big block concerns the optimization of the location of sales and service centers. Rostelecom's retail network has its own history and peculiarities. If the retail of other operators grew along with the operators themselves, from top to bottom, then Rostelecom has historically followed a different path. He was initially present in almost all settlements. Most of the offices were opened at technological facilities: where there was empty space, and not where it is convenient for the client. Now we will go wherever it is convenient for the client. We will significantly strengthen our presence in large cities.
The third block concerns a large range of work on automation and improvement of business processes. By the end of this year, terminals for receiving payments will appear in PPC sales offices. The main task in this block is to unload employees in order to provide more intelligent services and save clients' time on routine operations.
- How does PPC plan to make the point of contact with customers universal?
Customer preferences have changed dramatically over the past seven to eight years. If earlier for each product you had to go to a separate office or store, now we spend weekends, free time in shopping centers. All proposals for all audiences are accumulated there. And the operator's office should turn into a kind of showroom for various products and services, so that you can calmly go in and choose your favorite offer. And this transformation is just ahead of us.
We see the placement of Rostelecom's outlets in shopping centers as promising. At the moment, these are rather isolated cases. But in the near future, we intend to use this format on a massive scale - from a light portable structure to a "mobile island" or a full-fledged office where it is justified. "Mobile Islands" are racks of five or six square meters, for which not many jobs are needed, this is quite enough for effective work with clients. We plan to make sure that such showrooms are interesting not only for users of Rostelecom's services. To do this, we will actively expand the range of goods and services sold by third parties - smartphones, phones, tablets, accessories, etc.
Rostelecom's retail network now includes more than 1,000 sales and service centers throughout the country. How optimal is this amount for Rostelecom? Are there any plans to change this amount up or down?
If we talk about the number of salons, then we plan to stay within the existing limits - about 1000. But, as I said, we strive to become closer to our customers. Rostelecom's sales offices are mainly located in cities with a small population, while in large cities we are less represented. On the one hand, this is good. This means that we are where there is no one else. On the other hand, this means that it is important for us to strengthen our presence in large cities.
We are now actively calculating and working on the issue of where exactly we need to increase our presence, and by the end of the year we will start practical implementation.
- Are there any plans to sell contracts of other telecom operators?
The experience of cooperation with other operators has already been, a kind of test of the pen. We looked to see if there is a demand from customers in certain markets, a demand within the framework of multi-brand retail. As a result, we realized that this direction is not quite suitable for us. Rostelecom itself provides mobile services, so the implementation of operator products is our priority.
In the spring you said that promotion and connection of complex and innovative products remains a priority for Rostelecom. What are sophisticated, innovative products?
We have had elements of innovative products for a long time. For example, this is "Interactive TV" with a large number of additional services or "smart home" solutions. In the near future, we plan to launch sales of contracts and equipment services throughout our retail network. satellite Internet... All these services require a certain preparation of the client in order to make the consumption of the service complete and comfortable.
What additional services does PPC currently provide? According to your information, which of them are most in demand by customers?
In general, the range of goods and services is quite large. From the demanded I can mention money transfers and payment acceptance. Another very interesting service is the issue of orders from online stores. We plan to launch our own online store by the end of the year. I will add that Rostelecom's website has a colossal traffic. The audience of the online store will be measured in hundreds of thousands of potential buyers. Project e-commerce should become a part of the operator's retail network combining offline and online sales.
In 2015, Rostelecom's retail network consisted of 1.7 thousand sales and service centers, which employed more than 6,000 people. How many employees are working in PPC now?
About 5.5 thousand. It is important to look not at numbers, but at how effectively employees are performing. If now the main profile is the service load, maintenance operations, then in the future this load will gradually change. Accordingly, the profile will change professional development and employee training.
- How does PPC change the workload on employees?
If we are talking about the work of an employee in a company, then there are two directions. The first is specialization, when the employee knows only one particular area perfectly. At the same time, the amount of knowledge that is required in all areas of activity is often excessive. You need to know a lot, but you need to apply a narrow set of skills.
The second is work in billing and other IT systems. This work with IT infrastructure at the point. Having launched the Middle Office project ("middle office" - groups of departments responsible for checking and direct processing of client operations - Approx. ComNews), we left that part of the work related to the client for the first direction. The rest is handled by the Middle Office. Applications arrive there, and the task of the Middle Office staff is to process applications efficiently and quickly. As a result of this division, productivity has increased sharply, the percentage of employee errors has decreased, and queues have decreased. In addition, the project helped to organize work with the B2B segment in a short time. The project started in May, so far three business processes have been transferred to the Middle Office, and we will increase their number by the end of this year. Our task is for employees to be more engaged with the client, and not waste time working with processes.
- What are the main trends in the development of specialized retail chains for last years can you mark?
If we are talking about what happened in the market, then the consolidation of retail around the operators themselves is obvious. In fact, there is no independent retail in Russia. Previously "Svyaznoy" and "Euroset" were independent federal networks... Now they belong to VimpelCom and MegaFon.
In addition, chain stores in certain regions operating under their own brand are greatly reduced, and in Moscow there are practically none left.
Another trend is that private retail is becoming a key sales and service channel for operators. However, we were originally a mono-brand retail, and we did not have additional experiments. The only exception is that we work very closely with Tele2.

This March Arvydas Alutis took over as CEO of Rostelecom - Retail Systems LLC (RRS)... The new head set the task to improve customer focus and efficiency of the retail network. In a conversation with a ComNews correspondent, Arvydas Alutis told what results he wants to achieve in his new post and why Rostelecom's offices will eventually turn into showrooms.
You headed the RRC in March of this year. Have you already managed to draw a general picture of how PPC will develop in the coming years?
The program of necessary changes in general was formed by May, because it took a couple of months to understand what state we are in now. Three large blocks of tasks are now absolutely obvious to me.
The first one is connected with Rostelecom itself and with the organization of sales of services and services for the B2B segment. Our offices have traditionally been aimed at working with the mass segment. At the same time, I am sure that any point of contact with Rostelecom should be universal for a client. By now, we have already launched sales of contracts for the B2B segment across all our retail. In August, the corporate customer service system will be fully operational in all our offices.
The second big block concerns the optimization of the location of sales and service centers. Rostelecom's retail network has its own history and peculiarities. If the retail of other operators grew along with the operators themselves, from top to bottom, then Rostelecom has historically followed a different path. He was initially present in almost all settlements. Most of the offices were opened at technological facilities: where there was empty space, and not where it is convenient for the client. Now we will go wherever it is convenient for the client. We will significantly strengthen our presence in large cities.
The third block concerns a large range of work on automation and improvement of business processes. By the end of this year, terminals for receiving payments will appear in PPC sales offices. The main task in this block is to unload employees in order to provide more intelligent services and save clients' time on routine operations.
- How does PPC plan to make the point of contact with customers universal?
Customer preferences have changed dramatically over the past seven to eight years. If earlier for each product you had to go to a separate office or store, now we spend weekends, free time in shopping centers. All proposals for all audiences are accumulated there. And the operator's office should turn into a kind of showroom for various products and services, so that you can calmly go in and choose your favorite offer. And this transformation is just ahead of us.
We see the placement of Rostelecom's outlets in shopping centers as promising. At the moment, these are rather isolated cases. But in the near future, we intend to use this format on a massive scale - from a light portable structure to a "mobile island" or a full-fledged office where it is justified. "Mobile islands" are racks of five or six square meters, which do not require a lot of workspaces, this is enough for effective work with clients. We plan to make it interesting for not only users of Rostelecom's services to visit such showrooms. To do this, we will actively expand the range of goods and services sold by third parties - smartphones, phones, tablets, accessories, etc.
Rostelecom's retail network now includes more than 1,000 sales and service centers throughout the country. How optimal is this amount for Rostelecom? Are there any plans to change this amount up or down?
If we talk about the number of salons, then we plan to stay within the existing limits - about 1000. But, as I said, we strive to become closer to our customers. Rostelecom's sales offices are mainly located in cities with a small population, while in large cities we are less represented. On the one hand, this is good. This means that we are where there is no one else. On the other hand, this means that it is important for us to strengthen our presence in large cities.
We are now actively calculating and working on the issue of where exactly we need to increase our presence, and by the end of the year we will start practical implementation.
- Are there any plans to sell contracts of other telecom operators?
The experience of cooperation with other operators has already been, a kind of test of the pen. We looked to see if there is a demand from customers in certain markets, a demand within the framework of multi-brand retail. As a result, we realized that this direction is not quite suitable for us. Rostelecom itself provides mobile services, so the implementation of operator products is our priority.
In the spring you said that promotion and connection of complex and innovative products remains a priority for Rostelecom. What are sophisticated, innovative products?
We have had elements of innovative products for a long time. For example, this is "Interactive TV" with a large number of additional services or "smart home" solutions. In the near future, we plan to launch satellite Internet services in our entire retail network. All these services require a certain preparation of the client in order to make the consumption of the service complete and comfortable.
What additional services does PPC currently provide? According to your information, which of them are most in demand by customers?
In general, the range of goods and services is quite large. From the demanded I can mention money transfers and payment acceptance. Another very interesting service is the issue of orders from online stores. We plan to launch our own online store by the end of the year. I will add that Rostelecom's website has a colossal traffic. The audience of the online store will be measured in hundreds of thousands of potential buyers. The e-commerce project should become part of the operator's retail network, combining offline and online sales.
In 2015, Rostelecom's retail network consisted of 1.7 thousand sales and service centers, which employed more than 6,000 people. How many employees are working in PPC now?
About 5.5 thousand. It is important to look not at numbers, but at how effectively employees are performing. If now the main profile is the service load, maintenance operations, then in the future this load will gradually change. Accordingly, the profile of professional development and employee training will change.
- How does PPC change the workload on employees?
If we are talking about the work of an employee in a company, then there are two directions. The first is specialization, when the employee knows only one particular area perfectly. At the same time, the amount of knowledge that is required in all areas of activity is often excessive. You need to know a lot, but you need to apply a narrow set of skills.
The second is work in billing and other IT systems. This work with IT infrastructure at the point. Having launched the Middle Office project ("middle office" - groups of departments responsible for checking and direct processing of client operations - Approx. ComNews), we left that part of the work related to the client for the first direction. The rest is handled by the Middle Office. Applications arrive there, and the task of the Middle Office staff is to process applications efficiently and quickly. As a result of this division, productivity has increased sharply, the percentage of employee errors has decreased, and queues have decreased. In addition, the project helped to organize work with the B2B segment in a short time. The project started in May, so far three business processes have been transferred to the Middle Office, and we will increase their number by the end of this year. Our task is for employees to be more engaged with the client, and not waste time working with processes.
- What are the main trends in the development of specialized retail chains in recent years, can you point out?
If we are talking about what happened in the market, then the consolidation of retail around the operators themselves is obvious. In fact, there is no independent retail in Russia. Earlier Svyaznoy and Euroset were independent federal networks. Now they belong to VimpelCom and MegaFon.
In addition, chain stores in certain regions operating under their own brand are greatly reduced, and in Moscow there are practically none left.
Another trend is that private retail is becoming a key sales and service channel for operators. However, we were originally a mono-brand retail, and we did not have additional experiments. The only exception is that we work very closely with Tele2.
