The project affects Moscow and St. Petersburg and, according to preliminary estimates, will require a total of 16.52 billion rubles. A significant part of the investment (7.5 billion rubles) should come from developers: they will install a "social outlet" in all apartments in new buildings and houses after overhaul, which requires a change in existing building codes.

The intended partnership of MGRS with Internet access providers and pay TV operators is difficult to consider as a serious business project, given the current penetration of these services in Moscow and the very tough competition in the capital. With all the desire, it is difficult to find a motive that will push the largest Moscow telecommunications brands to share their potential subscriber base and income with MGRS.
