In 2019-2020, by decree of the President of the Russian Federation, as well as the Ministry of Education and Science of the Russian Federation, the rules for holding a competition for teachers and educators to receive monetary incentives were approved. The competition is held in order to stimulate the teaching and educational activities of teachers, the development of their creative and professional potential. Based on the results of the competition, 1 thousand cash incentives are paid in the amount of 200 thousand rubles each. The free competition is held by the Ministry of Education on the basis of Decree of the President of the Russian Federation dated November 28, 2018 N 679 “On awards to the best teachers for achievements in teaching.”

Teachers with at least three years of teaching experience, whose main place of work are educational organizations implementing educational programs of primary general, basic general and secondary general education, are eligible to participate in the competition. A teacher who has received a monetary incentive has the right to re-participate in the competition no earlier than five years later.

The rules for conducting the competition are established in the manner determined by the Government of the Russian Federation. The number of monetary incentives for each subject of the Russian Federation is determined annually by the Ministry of Education.

To conduct a competition, a competition commission is created by an executive authority in each subject of the Russian Federation.

“On awards to the best teachers for achievements in teaching”

In order to encourage teachers to improve their teaching and educational activities, and develop their creative and professional potential, I decree:

1. Establish 1 thousand awards for the best teachers for achievements in teaching (hereinafter referred to as awards) in the amount of 200 thousand rubles each.

The awards established by this Decree are awarded for 2019 and subsequent years.

2. Establish that:

a) prizes are awarded annually on Teacher’s Day based on the results of a competition held among teachers of educational organizations implementing educational programs of primary general, basic general and secondary general education (hereinafter referred to as the competition);

4. Payment of bonuses is carried out at the expense of budgetary allocations from the federal budget.

5. To recognize as invalid:

Decree of the President of the Russian Federation of January 28, 2010 N 117 “On monetary incentives for the best teachers” (Collected Legislation of the Russian Federation, 2010, N 5, Art. 501);

paragraph 33 of Appendix No. 1 to the Decree of the President of the Russian Federation of July 1, 2014 No. 483 “On amending and invalidating certain acts of the President of the Russian Federation” (Collected Legislation of the Russian Federation, 2014, No. 27, Art. 3754);

Decree of the President of the Russian Federation dated March 31, 2016 N 145 “On amending the Regulations on monetary incentives for the best teachers, approved by Decree of the President of the Russian Federation dated January 28, 2010 N 117” (Collected Legislation of the Russian Federation, 2016, N 14, Art. . 1984).

6. This Decree comes into force from the date of its signing.

In accordance with paragraph 3 of Decree of the President of the Russian Federation of November 28, 2018 N 679 “On awards to the best teachers for achievements in teaching,” the Government of the Russian Federation decides:

1. Approve the attached:

Rules for holding a competition for awarding prizes to the best teachers for achievements in teaching, including, among other things, the conditions for participation in it;

Rules for awarding prizes to the best teachers for achievements in teaching and ensuring the procedure for their payment.

2. Recognize as invalid the Decree of the Government of the Russian Federation of May 20, 2017 N 606 “On approval of the Rules for the payment of monetary incentives to the best teachers of educational organizations implementing educational programs of primary general, basic general and secondary general education” (Collection of Legislation of the Russian Federation, 2017, N 22, art. 3163).

4. Teachers with at least 3 years of teaching experience, whose main place of work is an educational organization that implements educational programs of primary general, basic general and secondary general education (hereinafter referred to as the educational organization), are eligible to participate in the competition.

Persons performing only administrative or organizational functions in educational organizations do not have the right to participate in the competition.

5. To conduct a competition, the government body of the constituent entity of the Russian Federation that carries out public administration in the field of education creates a competition commission. The composition of the competition commission includes heads of educational organizations in the amount of no more than one-fourth of the total number of members of the competition commission, representatives of professional associations of employers in the amount of no more than one-fourth of the total number of members of the competition commission, representatives of public associations operating in the field of education, in the amount of not more than one-fourth of the total number of members of the competition commission and parents (legal representatives) of students of educational organizations in the amount of no more than one-fourth of the total number of members of the competition commission.

6. Nomination of teachers for the award is made with their written consent by the collegial governing body of the educational organization.

7. For the purpose of teachers’ participation in the competition, educational organizations provide the following documents to the competition commission:

b) a copy of the document (documents) on the teacher’s education, certified by the head of the educational organization in the manner established by the legislation of the Russian Federation;

c) a copy of the teacher’s work record book certified by the head of the educational organization;

d) a certificate certified by the head of the educational organization containing information about the teacher’s professional achievements that meet the conditions for participation in the competition provided for in paragraph 8 of these Rules, on paper and (or) electronic media;

e) information about the public presentation to the public and the professional community of the results of the teacher’s teaching activities.

8. The competition commission holds a competition, the conditions for participation in which are:

a) the teacher has his own methodological development on the subject taught, which has a positive conclusion based on the results of testing in the professional community;

b) high (with positive dynamics over the last 3 years) results of educational achievements of students who study with a teacher;

c) high results in extracurricular activities of students in the academic subject taught by the teacher;

d) creation by the teacher of conditions for targeted work with various categories of students (gifted children, children from socially disadvantaged families, children in difficult life situations, children from migrant families, orphans and children without parental care, disabled children and children with disabilities, children with deviant (socially dangerous) behavior);

e) ensuring high quality of organization of the educational process based on the effective use by the teacher of various educational technologies, including distance educational technologies or e-learning;

f) continuity of teacher professional development.

10. Based on the points awarded, the competition commission compiles a rating of the competition participants.

Based on the rating of the competition participants, the competition commission creates a list of competition winners and sends it to the appropriate government body of the constituent entity of the Russian Federation that carries out public administration in the field of education.

11. Based on the results of the competition, no later than July 15 of the current year, the government body of the constituent entity of the Russian Federation that carries out public administration in the field of education submits to the Ministry of Education of the Russian Federation a list of competition winners in electronic and paper form, with the attachment of the documents specified in paragraph 6 of the Rules for Awarding Prizes the best teachers for achievements in teaching activities and ensuring the procedure for their payment, approved by Decree of the Government of the Russian Federation of December 29, 2018 N 1739 “On measures to implement the Decree of the President of the Russian Federation of November 28, 2018 N 679 “On bonuses to the best teachers for achievements” in pedagogical activity" and the recognition of the decree of the Government of the Russian Federation of May 20, 2017 N 606 as invalid.

12. Decision of the Ministry of Education of the Russian Federation on approval of the list of teachers of educational organizations who are paid bonuses, provided for in paragraph 7 of the Rules for awarding prizes to the best teachers for achievements in teaching and ensuring the procedure for their payment, approved by Decree of the Government of the Russian Federation of December 29, 2018 N 1739 “On measures to implement the Decree of the President of the Russian Federation of November 28, 2018 N 679 “On bonuses to the best teachers for achievements in teaching activities” and the recognition as invalid of the Decree of the Government of the Russian Federation dated May 20, 2017 N 606″, is brought to the attention of the relevant government bodies of the constituent entities of the Russian Federation exercising public administration in the field of education, within 5 days from the date of its adoption.

13. Within 10 days from the date of receipt of the decision of the Ministry of Education of the Russian Federation, provided for in paragraph 12 of these Rules, the results of the competition are sent by the state authorities of the constituent entities of the Russian Federation that carry out public administration in the field of education to the competition commission and are brought to the attention of the winners of the competition.

14. A teacher who has received a prize or monetary incentive provided for by Decree of the President of the Russian Federation of January 28, 2010 N 117 “On monetary incentives for the best teachers” has the right to re-participate in the competition no earlier than 5 years later.

The calculation of the 5-year period begins on January 1 of the year following the year of the teacher’s participation in the competition.

1. Prizes are awarded to teachers of educational organizations implementing educational programs of primary general, basic general and secondary general education (hereinafter referred to as educational organizations, teachers, respectively) - winners of competitions held in accordance with the Rules of the competition for awarding prizes to the best teachers for achievements in pedagogical activities, including the conditions for participation in it, approved by Decree of the Government of the Russian Federation dated December 29, 2018 N 1739 “On measures to implement the Decree of the President of the Russian Federation dated November 28, 2018 N 679 “On prizes for the best teachers for achievements in pedagogical activities" and invalidating the Decree of the Government of the Russian Federation of May 20, 2017 N 606" (hereinafter referred to as the competition).

2. Prizes are personal in nature.

3. Payment of bonuses to the best teachers for achievements in teaching activities is carried out within the limits of budgetary allocations and limits of budgetary obligations, communicated in the prescribed manner to the Ministry of Education of the Russian Federation.

4. The number of awards for each subject of the Russian Federation, expressed as an integer () (in this case, the number of awards cannot be less than 1 per subject of the Russian Federation), is determined by the formula:

5. The number of awards for each subject of the Russian Federation is approved by the Ministry of Education of the Russian Federation.

6. Based on the results of competitions, government bodies of the constituent entities of the Russian Federation exercising public administration in the field of education submit to the Ministry of Education of the Russian Federation by July 15 of the current year a list of competition winners in electronic and printed form with the following documents attached.

The new pedagogical competition is dedicated to the 150th anniversary of the birth of Silver Age poets Mirra Lokhvitskaya and Zinaida Gippius. However, the theme of the event is not limited solely to their creativity.

Each teacher can submit to the competition a methodological development of a literature lesson, a scenario for an extracurricular event or a literary lounge, an integrated lesson or a presentation dedicated to the life and work of a poetess of the 19th - early 21st centuries of his choice.

All-Russian competition-marathon for teachers of history, literature, primary school teachers, college and university teachers.

2. The competition is held among teachers who have blogs on the website

3. You publish competition entries yourself on your blog during the period from December 16 (the beginning of the announcement of the competition) to April 15, 2020 inclusive.

If your work has not passed peer review (the work was not accepted for participation in the competition), then your work remains on the blog. 7. Those interested will be able to express their opinion on each of the works and support the participants in the comments to the relevant articles.

Requirements for competition materials:

Presentations are not accepted for participation in the competition; the presentation can only be as an appendix to the main text of your work. You can read how to post a presentation on a blog;

Materials for which Certificates of Publication have been received or that are participating in other competitions are not accepted for participation in the competition;

A description of the work must be provided (at least 2-3 full sentences): what category of educators (educators, teachers, parents...) will benefit from this material; for children of what age (group, class) is your material intended; describe the use of your material in the educational process.

The submitted material must indicate the purpose, objectives...

If you used any sources when compiling materials (for example, poems by famous poets, aphorisms or quotes from famous people, descriptions of teaching methods or other sources), then you must indicate the authors of these sources;

If photographs, pictures, drawings, diagrams are used in the design of the material, then they must be at least 700 pixels in width, the pictures must be bright in jpg format. Photos and pictures should not contain any extraneous inscriptions (dates, logos, etc.);

Quizzes, tests, riddles, test materials must have answers;

Practical materials will not be accepted without photos (illustrations). The number of photos must be at least 5 (there should be no children in the photo);

The text is formatted in the Word editor;

Materials must be neatly designed, taking into account the requirements for the design of materials on a blog. All practical materials must be well illustrated: at least 5 photos (illustrations). Photo size is at least 700 pixels wide, without dates or logos.

The volume of text must be at least 2 printed pages (Times New Roman fonts, 14 point size only. Line spacing - single)

You should not use: headers and footers, footers, embedded objects, frames (labels), frames and fills, objects drawn using MS Word.

The text should not contain links to websites. Only the Authors of poems, works and aphorisms can be indicated in the text.

How to post a table on a blog?

There is no way to post tables on the blog. Therefore, the table must be presented in the form of an image (picture, illustration) in jpg format, or the table version must be processed into plain text. At the same time, the main part of the methodological development should not consist of tables and pictures.

Is it possible to receive a Certificate of Publication for a competition entry?

For your competitive work you can receive a Certificate of Participation, and if you win, a Winner’s Diploma.

We do not issue a certificate of publication for competition work.

If the text of the work contains special characters (for example, in extracurricular activities in natural sciences). How to post such work on a blog?

If your work contains formulas, technical symbols..., then you post the material on the blog before the formulas (description, methodological design, outline of the abstract, etc.), then you need to send the entire abstract to our address

No, you don't need to pay for anything.

Participation in the competition and issuance of all documents (Certificate of Participation, Winner Diploma) is free. We don't have any org. contributions.
