Both individuals and organizations can take part in the Competition, regardless of the organizational and legal form, the composition of the owners and the location of the project. Investment projects and foreign participants are allowed to participate in the competition if the place of implementation of the projects is the territory of the Russian Federation.

An investment project can be presented in any field of activity. The number of participants is not limited. Participation in the competition is free. The project can be submitted to the competition several times.

In early 2002, an initiative group of founders from members of the Federation Council appeared, and in April of the same year the first organizational meeting of the Senatorial Club took place. Club activists believe that the institution of the foster family is not sufficiently supported by the state. The meeting participants voiced a number of proposals aimed at improving the social security of this category of citizens. In particular, they proposed changing the existing mechanism for paying for travel to and from a vacation spot, introducing a differentiated approach to the payment of some district subsidies, and increasing the monthly payment for the maintenance of children.

The senator noted that when active work is currently underway on the draft law "On the Status of Large Families in the Russian Federation", it is very important that parents with many children themselves take part in these discussions.

According to the club members, all large families, without exception, need additional support from the state. A special direction, in their opinion, should be the introduction of maternity pay and the inclusion of work at home in a woman's work experience. It will be very difficult for ordinary citizens to get into the institution. You can enter there only from the side of the courtyard, there is no sign. True, yesterday at the opening of the establishment, the secrecy was broken. A brass band was playing at the door of the Senatorial Club, and then the senators themselves came out to the musicians, who discovered that there were no air conditioners in the room. Entry will be free for all members of the Federation Council, since the upper chamber has already joined the club in full. But their colleagues from other power structures, including State Duma deputies, will have to write special statements in order to receive a club card. And the senators seem to be not going to allocate time for their consideration at plenary sessions.

There is only one thing that can darken the senators' rest. Several years ago, the mansion was given to the leadership of the Bolshoi Theater, which opened a theater museum there.

True, after a while the first floor of the mansion was leased to the ballet school, but, according to the director of the museum, Lydia Kharina, she is living out her last days in the Trubetskoy house - it was decided not to renew the lease. The Bolshoi Theater does not want to let senators into its museum either. Negotiations with the upper house have not yet been completed, but, according to director Kharina, the maximum that the Federation Council can achieve is from time to time to rent premises for their own needs.
