    The defense and industrial complex (hereinafter - the OPK) occupies a special place and plays a prominent role in the development of the economy and ensuring the national security of the country, which consists in protecting its independence, state and territorial integrity.

    The main task of the OPK functioning is defined as the creation and production of modern competitive arms, military and special equipment (hereinafter referred to as ISP), ensuring the re-equipment of the armed forces, other troops and the formations of Russia and the strengthening of positions in the global weapons market.

    Most of the advanced military and civilian technologies is concentrated in the OPK, highly qualified frames of the domestic scientific and industrial sphere are concentrated. The total number of employees employed in the OPK organizations is about 2 million people, including about 1.3 million people are engaged directly in defense industries. The share of workers under the age of 35 amounted to about 27% of the total number of OPK workers. The average age of the OPK workers was 46 years. The age structure of employees of the OCC enterprises is presented in Figure 1.

    OPK organizations retain a significant scientific and technical ground, allowing a number of directions to make a technological breakthrough (nuclear, laser, aviation, space technologies, special materials and alloys, etc.). The critical directions of the development of the technological base of the OPK not only coincide, but often form key directions of scientific and technological progress in general.

    In accordance with the current edition of the consolidated register of organizations of the OPK, approved by the Order of the Ministry of Industry of Russia dated February 05, 2013 No. 137, 1340 organizations were assigned to the OPK. The departmental and sectoral structure of the consolidated register of OPK organizations is presented in Figure 2 and 3.

    An important part of the Program for the Development of OCK enterprises to date is the technical re-equipment of production and the contribution of funds to the development of innovative technologies, without which in the near future it will not be possible to produce products of a new generation, comparable or superior in its tactical and technical characteristics of competitors in the weapons market, which are currently US, France, England, Germany and Israel.

    The main component of the financial well-being of the enterprise is determined by the funds allocated within the framework of the state defense order (hereinafter - the GOZ), which is the main task of the Russian Federation that stands in front of defense industrial enterprises. Currently, about 45% of the volume of industrial products of the OPK are military products that comes for domestic needs to civil customers at regulated prices, about 22% comes through military-technical cooperation (hereinafter referred to), about 33% - civil products in The interests of such important sectors of the economy as transportation, communication and telecommunications, industry Tek, healthcare, etc.

    A great contribution to the formation of the budget of the defense regity organizations makes exports of machine-technical products, primarily through the Line of the Russian Federation with foreign countries. The main supplies of the OPK products come to the countries of Eastern Europe, North Africa and China. The status of one of the key partners of Russia in the field of MTS retains India.     Many Russian defense enterprises in the framework of the conversion of the 1990s reoriented part of their production to the production of peaceful goods of everyday demand. It is this amount that is laid in the federal target program for the development of the defense and industrial complex for 2011-2020 (FCP-2020).

    The main task of the program is to ensure the production of high-tech military products, competitive in their combat and operational characteristics. At the same time, in 2011 in Russia adopted unprecedented funding (approximately 20 trillion rubles) and the nature of the tasks of the state program of weapons until 2020 (GPV-2020). The most ambitious state-of-the-world state program in the history of modern Russia is designed to equip the Russian army with modern means of conducting hostilities and, ultimately, lead it to a new appearance, to the fully relevant global trends in the development of means of armed struggle.

    Summing up the general result can be concluded that the situation at the enterprises of the domestic OPK is gradually improving. The industry left the protracted crisis, is being developed and launched into a series of new types of weapons, the export of Russian Western is growing. The state fully fulfills its obligations to defense enterprises, the financing of which is carried out in full in the federal budget of funds. Within the framework of the Accelerated Development Program, the OPK carried out a large-scale reconstruction of fixed assets, modernization of the production and technological base.

    Increased procurement volumes, in accordance with HPV-2020, improving the placement of GOZ and pricing on military products, the implementation of FTP-2020 activities in full, the implementation of innovative development programs for the OPK and product policies for the production of competitive civil engineering, as well as measures According to professional training and consolidation of personnel in OPK, it allows you to predict the sustainable pace of development of the defense complex of the Russian Federation in perspective.

    One of the main tasks in the field of stimulating and supporting the innovative development of the OCK, the realization of its competitive advantages, the promotion of technologies and industrial products to the markets of high-tech goods and services is to diversify the production by using double-purpose technologies, extension of production of civilian products and the expansion of the nomenclature. The instructions of the President of Russia dated December 12, 2016 No. PR-2346 establishes the share of civilian products and dual-use products from the total product of the defense and industrial complex, which should increase to 30% by 2025 and up to 50% by 2030.

    Today it is extremely important to form the state demand for Civilian products of the OPK and develop an extended list of products necessary for the implementation of national projects. The first step in this direction is the establishment of key performance indicators: the growth of the share of products purchased from defense enterprises - for large state-owned companies, the growth of the share of civil goods is for defense organizations.

    Under the so-called civil market of procurement, we propose to understand in this case special forms and methods of supplying goods, providing works and services with the exception of the state defense order (GOZ).

    Within the framework of national projects, priority market niches for OPK organizations today are: medicine, transportation machine
    Nostrination, radio electronics, construction and road equipment, energy engineering and others. Capacity of these markets in terms of competencies of OPK organizations is now rated in the amount of 1.2 trillion rubles.

    In addition to national projects, there are already a number of regulatory legal measures that stimulate the procurement of civilian products from Russian defense organizations:
    . ban on foreign goods and services for the needs of the state defense and state security (PP of the Russian Federation No. 9);
    . restrictions and conditions for the admission of certain types of foreign radio electronic products (PP of the Russian Federation No. 968);
    . a ban on the admission of the production of the stankoint tooth industry for the needs of the country's defense (PP of the Russian Federation No. 239);
    . restriction of admission of foreign weapons, ammunition and their details (PP of the Russian Federation No. 1119);

    At the same time, within the framework of diversification, organizations are a number of difficulties associated with access to new domestic civil products. OPK organizations carry out economic activities, first of all, in the interests of ensuring

    In order to reduce barriers to the logistics of products, it is proposed to provide an opportunity to establish additional advantages for organizations with participation in the process of procurement of civilian products. We believe that in order to adapt the defense industry to functioning in market conditions - it is necessary to provide preferential regime in the supply of products (works, services) of OPK organizations for state and municipal needs.

    The possibility of establishing preferences (national regime and the features of its collateral) was enshrined in paragraph 30 of the Protocol on the procedure for regulating the procurement of the Eurasian Economic Union Treaty No. 29.05.2014

    In pursuance of this rule of law by order of the Ministry of Finance of Russia dated 04.06.2018 No. 126n, these conditions have been identified and the list of goods, consideration and assessment of applications of which occurs using a lowering 15 percent coefficient to the contract proposed by the participant.

    It is advisable to expand this list by including the main products of civilian purposes issued by the OPK organizations. According to our estimates, this will allow the inclusion of at least 85 new categories in it (according to OKPD 2 codes) from the number of products produced by OPK organizations.

    The proposed approach will allow organizations of the OPK, the civilian products of which, as a rule, has a high cost, including due to the specifics of defense production, to compete on this parameter with the rest of the suppliers.

    The transitional period provided by the preferential regime will be used by the OPK organizations to restructure the management system of enterprises, including training personnel by marketing grounds (defining prompt competences and markets), development and conclusion to the market of competitive civil appointments, technical and technological re-equipment of enterprises.

    The implementation of the preferential approach will facilitate the sustainable development of the processes of diversification of the OPK, the growth of business activity of both industrial enterprises and high-tech high-tech companies of small and medium-sized businesses.

    Cluster purchases

    The implementation of measures related to the use of dual-purpose technologies and the expansion of the nomenclature of relevant products is one of the main system-wide tasks in the framework of the OPK diversification. In addition to a preferential approach, a promising mechanism, which, with its systemic implementation, can provide an additional increase in Civilian Civilian products, may be the development of cluster cooperation between defense organizations and innovative companies on the principles of partnership.

    It is possible to note certain positive results of the implementation of state support programs for innovative and industrial clusters. The Ministry of Industrial Commission of Russia is developing 43 industrial clusters, and the Ministry of Economic Development of Russia is 27 innovative territorial clusters, including 12 world-class superclasters.

    Already today, the clusters have become an important driver of the socio-economic and industrial development of the regions: new high-performance jobs are created, a taxable base is growing. The mechanism became widely demanded by representatives of both large and small and medium-sized businesses. Today, more than 600 organizations with an annual volume of products manufactured more than 1 trillion rubles are involved in the industrial clusters. The funds invested by the state showed high efficiency, including, as part of the implementation of import substitution programs and the creation of domestic competitive high-tech products.

    The strength of the cluster approach is the so-called "team game" of state-owned companies with its suppliers for the development of suppliers to the level on which high-quality products supply at a bargain price.

    Today in the board of the military-industrial commission of the Russian Federation there is a special interdepartmental working group on the dual-use scientific and industrial cluster. The scientific and industrial cluster of dual-purpose is a special form of cluster cooperation, based on the principles of public-private partnership with the participation of OPK organizations and is the integrator of the regional scientific and industrial complex.

    The goal of the scientific and industrial clusters of dual-use is to ensure the preservation of the necessary infrastructure, industrial equipment, training of technological and scientific bars to quickly switch between the modes of diversification and mobilization of the economy of the enterprises of the OPK and launch the processes of the regional economy as a whole.

    The specifics of the implementation of cluster mechanisms in the OPK are largely related to the following aspects:

    The core of the cluster often make up the enterprise with the state of state, which limits the space of the market maneuver: Organization of the OPK is forced to be guided not only by the requirements of the market, but also established tasks (tasks of the state defense order, the maintenance of mobs);
    . The need for special competencies of the organization, which claims to the role of the core of the cluster of the OPK sphere and ensure its professional personnel (universities, scientific centers, etc.);
    . the need for scientific and educational and engineering centers capable of transferring technologies in the field of defense diversification with appropriate tolerances to information;
    . the need to develop special transmission mechanisms for double-purpose technology related to pricing, equipment depreciation, export-import operations, etc.;
    . The implementation of scientific and technical expertise and technology transfer subject to the procedure for working with limited use information.

    One of the possible schemes for the formation of industrial dual-purpose clusters at the present stage can be the integration of innovative and industrial clusters with the participation of interested organizations of the OPK and special centers of competence in the presence regions (see Figure). The cluster approach opens up significant prospects before organizations, primarily associated with the influx of new ideas and private investments in research and development, technology transfer and innovation, access to new markets in the country and abroad. The involvement of residents of scientific and industrial clusters, on the one hand, will allow defense organizations to preserve the strategic control of suppliers of different levels of cooperation and translate part of the risks to attract SMEs to state scientific organizations. On the other hand, the cluster procurement mechanism can provide additional effective demand from the state to high-tech products, work and services, and will also create additional high-tech workplaces on the basis of the attached subjects of SMEs. It is this issue that the relationship between the diversification of the PCP and socio-economic development enterprises in the regions of their presence was devoted to the next meeting of the Interdepartmental Working Group on the Dual-Use Scientific and Industrial Cluster, which took place on April 22, 2019, chaired by the Deputy Chairman of the Board of the Military Industrial Commission

Bochkarev on the topic: "On a double-appointed cluster as an effective mechanism for diversifying the organizations of the defense and industrial complex and reindustrialization of the Regional Economy of the Russian Federation."     The meeting participants recognized the importance of agreed interdepartmental work on the creation of organizational and legal mechanisms for ensuring activities for the formation of scientific and industrial clusters of dual-use so that the process of diversifying the OPK became a powerful driver of general socio-economic development.

    One of the mechanisms for the development of scientifically industrial clusters of double-appointment and launch of the reinductitative economic processes of the regional economy, that is, the development of new high-tech industries that replace the former or conversion to the new technological base, participants offer to consider also offset contract, which allows the customer to stimulate investment in new production or upgrading existing capacities.

    Offset contract

    Offset contract allows the Customer in accordance with paragraph 48 of Part 1 of Article 93 44-FZ to conclude a public (municipal) contract in the territory of the region with a supplier of goods, which has established the appropriate production of goods within an offset contract. In other words, the investment in the investment in the production of the region is provided with guarantees for the sale of goods produced by the state or municipal customer. Features of offset contract:

    1. The term of the offset contract is limited to 10 years.

    2. The minimum amount of investment should be 1 billion rubles.

    As part of the meeting of the Interdepartmental Working Group on the Scientific and Industrial Cluster of Double-Use by representatives of the project office of the Ministry of Industry and Commission of Russia, it was proposed to provide the possibility of imprisonment contracts not only on the regional, but also at the interregional and federal levels, to expand the validity of contracts in the implementation of export-oriented projects, reduce the minimum The level of investment in export-oriented projects and establish fixed obligations to implement the customer procurement to ensure federal needs.     4. Expert Council on the problems of legislative support for the development of the defense and industrial complex under the chairman of the Federation Council.

    For analytical and expert work, conducted in accordance with the work plan of the Expert Council may be involved in third-party organizations and specialists, including on a contractual basis.
